a)         confirm the ordinary minutes of its meeting, held on Tuesday, 15 May 2018, including as a true and correct record.

Adoption of the Henderson-Massey Local Board Agreement 2018/2019

 

Resolution number HM/2018/75

MOVED by Chairperson S Henderson, seconded by Deputy Chairperson P Chan:  

That the Henderson-Massey Local Board:

a)      adopts local content for the 10-year Budget 2018-2028 (Attachment A), including:

i.          a Local Board Agreement 2018/2019

ii.         a message from the Chair

iii.        local board advocacy.

b)      adopts local fees and charges schedules for 2018/2019 (Attachment B).

c)      delegates authority to the Chair to make any final minor changes to the local content for the 10-year Budget 2018-2028, including the Local Board Agreement 2018/2019.

d)      notes:

i.        that Local Board Agreement 2018/2019 local activity budgets will be updated to reflect final budget decisions made by the Governing Body on 31 May 2018

ii.       that if there are outstanding (not yet agreed) matters in the Local Board Agreement 2018/2019, the local board should include an explanation of these matters in the Chair’s message at the front of the agreement

iii.      that the resolutions of this meeting will be reported back to the Governing Body when it meets to adopt the 10-year Budget 2018-2028 on 28 June 2018.

That the Henderson-Massey Local Board:

e)        thanks local board services staff for the work they have done on the Henderson-Massey local board agreement for the 2018/19 Financial year.

13        Consideration of Extraordinary Items

14        Procedural motion to exclude the public

Resolution number HM/2018/77

MOVED by Deputy Chairperson P Chan, seconded by Member B Brady:  

That the Henderson-Massey Local Board:

a)      exclude the public from the following part of the proceedings of this meeting.

b)      agree that Glenn Boyd, Relationship Manager (West Local Boards) be permitted to remain for Confidential Item CONFIDENTIAL ITEM NO C1.: Panuku work programme 2018-2021 after the public has been excluded, because of their knowledge of the subject matter, which will help the Henderson-Massey Local Board in its decision-making.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

The public conduct of the part of the meeting would be likely to result in the disclosure of information for which good reason for withholding exists under section 7.

s7(2)(b)(ii) - The withholding of the information is necessary to protect information where the making available of the information would be likely unreasonably to prejudice the commercial position of the person who supplied or who is the subject of the information.

In particular, the report contains information unseen by decision makers.

(2) Subject to sections 6, 8, and 17, this section applies if, and only if, the withholding of the
information is necessary to—
(b) protect information where the making available of the information—
(ii) would be likely unreasonably to prejudice the commercial position of the person who supplied or who is the subject of the information; or

Additionally, the clause 7 (2) (j) applies

(j) prevent the disclosure or use of official information for improper gain or improper advantage.
