1. To update the Papakura Local Board on transport related matters in its area, including the Local Board Transport Capital Fund (LBTCF).
Whakarāpopototanga matua / Executive summary
2. Auckland Transport has a number of projects in progress in the local area, including the development of the Papakura Park and Ride, Safer Communities project and the Bus Priority Lane project along Great South Road, Takanini.
3. The Papakura Local Board has $646,606 remaining in its LBTCF to be allocated by the end of the current electoral term.
4. Auckland Transport is investigating a number of transport related issues brought to its attention by the local board. In particular, a walkway in Central Park for commuters from the train station, lighting upgrades for the car park and walkway between Great South Road and East Street to improve pedestrian safety.
5. Other Auckland Transport activities impacting on the local board area include the following regional initiatives:
· Regional Land Transport Plan
· Gating project for Papakura station.
· Takanini Park & Ride upgrade.

Horopaki / Context
6. This report addresses transport related matters in the local board area and includes information on the status of the LBTCF.
7. Auckland Transport is responsible for all of Auckland’s transport services, excluding state highways. It reports on a monthly basis to local boards, as set out in the Local Board Engagement Plan. This monthly reporting supports the important engagement role local boards play within and on behalf of their local communities on transport matters.
8. The LBTCF is a capital budget provided to all local boards by Auckland Council and delivered by Auckland Transport. Local boards can use this fund to deliver transport infrastructure projects that they believe are important but are not part of Auckland Transport’s work programme. Projects must also:
· be safe
· not impede network efficiency
· be in the road corridor (although projects running through parks can be considered if there is a transport outcome).

9. Through the Long-term plan, local boards have had an increase in available funding for their LBTCF. This has effectively doubled, with the total funding available to all 21 local boards now $20.8m per annum.
10. The allocation for the Papakura Local Board has now increased with the updated figures for the remainder of his electoral term reflected in table 1 below.
11. The Papakura LBTCF is summarized in Table 1 below.

Pathway through Central Park
13. Through a request from the local board, AT and Auckland Council’s Community Facilities department are in the process of obtaining a ‘rough order of costs’ for the development of a pathway with associated lighting from Railway Street West through Central Park to King Edward Road in Papakura.
Mobility car park painting
14. AT is currently investigating a request to add into the 2018/2019 work programme the painting of mobility carparks in the Papakura town centre to bring the carparks in line with the New Zealand mobility standards.
15. An initial site visit undertaken in early July indicate that disability car parks in Papakura are generally compliant with the NZS 412: 2001 New Zealand standard for mobility car parks. On the site visit, it was also noted that there were at least 20 disability car parks in the general vicinity of the Papakura Train Station on Ron Keats Drive, Wood Street to Railway Street West.
16. It should be noted that the upcoming parking survey requested by the local board, will review the level of provision of disability parking throughout the town centre and determine whether provision of disability parking is compliant.
Bottletop Bay road opening
17. AT have been requested to provide information on how to address the anti-social behavior from the removal of a chain across the boat ramp at Bottletop Bay.
18. AT is currently liaising with AC Community Facilities and AC Community Empowerment Unit and will undertake a letter drop to inform local residents of the reasons why a legal road which accesses the boat ramp on Oakleigh Road, cannot be blocked off with a chain to prevent access by the public.
Local Board Advocacy
19. This section provides a regular report about how Auckland Transport (AT) is supporting the Papakura Local Board’s Advocacy Initiatives as recorded in the Papakura Local Board Plan. The Board’s Advocacy Initiatives from the 2016-19 term are recorded in table 3.

Regional Land Transport Plan Approved
20. On 20 June 2018, the Auckland Transport Board approved the Regional Land Transport Plan (RLTP).
21. This RLTP clearly sets out the strategic direction for Auckland Transport which prioritises road safety as the top priority with a focus on addressing congestion through public transport improvements and walking and cycling.
22. Locally, the development of Papakura Park and Ride, Takanini Park and Ride, and roading upgrades for Hingaia have been prioritised to address the future growth in the south.
23. Further detail will be provided as these projects develop.
Takanini Station Platform upgrades
24. An upgrade to the Takanini and Te Mahia Stations began on the 30 March 2018. The works to the Takanini station include a change to the profile of the platform to improve drainage and preparation for the new foundations, new lighting and CCTV with subsequent works to install standard shelters, which will bring the station into alignment with other stations on the network.
25. In Takanini resurfacing of the platform will be undertaken on the 11th and 12th August where they will strip the existing surfacing and re-profile.
26. Installation of the shelters is planned to start on the 1 September with completion expected in late October 2018.
Electronic Gating Project – Papakura train station
27. Auckland Transport is currently nearing the completion of region-wide programme to install electronic ticket gates at selected stations on the rail network, including Papakura Station.
28. This work was delayed due to contractual issues, which have now been resolved. Papatoetoe Station is due to open in mid-July with Middlemore and Parnell to be next for development.
29. The electronic gating at Papakura will follow Middlemore & Parnell and is expected to be operational by October 2018 – see table 4 below:

Papakura Park & Ride and Bus Interchange
30. This project is to develop a multi-storey park-and-ride in Papakura alongside an expanded bus interchange adjoining the Papakura train station.
31. This project is included in the Auckland RLTP (2018-2028), with $12m allocated for the Park and Ride in years 2018-2020, with $6m identified for the bus station interchange development currently unfunded.
32. The Papakura Local Board, through its submissions to Governing Body and the AT board have advocated for this project to be prioritised to address the impact of growth in the local area as well as the station’s wider catchment area which extends into the rural areas south of Papakura.
33. In May, this project was reported to the AT’s, Capital Review Committee, who confirmed the proposed approach to move the Papakura park & ride and bus station extension projects to a single stage business case (SSBC). This will look at issues for all access modes to the Papakura Station.
34. AT has procured the professional services of Aurecon to complete a SSBC for Papakura Rail Station access. A final recommendation for a preferred capital work program option, which will allow AT to seek NZTA funding for final design/ construction, is expected by end of 2018.
35. AT will also be working with Panuku regarding integrated development options for the wider site to get the best land use outcomes and provide a source of additional funding.
36. A workshop with the local board will be held in late July to provide an update on the progress of this project.
Pararekau Road
37. In early 2017, Pararekau Road in the Hingaia Peninsula was subject to development works by developers in the road corridor for installation of underground utilities. The work was originally delayed and impacted on a second set of work on Pararekau Road which was unable to be completed until the construction period in late 2017/ early 2018. As a result Pararekau Road has been subject to traffic management for most of 2017 and the first quarter of 2018.
38. Damage to the road surface has resulted along Pararekau Road, which has been a concern to local residents.
39. Work by the contractors was completed in April 2018, and they were required to reinstate the road. This requirement has been challenged by the contractors/ developers resulting in a delay in the reinstatement of the road.
40. The developer / contractor was issued a non-compliance notice on 1 June 2018. If no or an inappropriate response is received by mid-July, further action will be taken to have the road reinstated to pre-existing condition or better and at no cost to Auckland Transport / ratepayers.
41. The road is currently being reviewed periodically over that time to monitor its condition.
Bus Priority Project – Great South Road, Takanini
42. An update on the Bus Priority Project was last provided to the local board in a workshop in October 2017, where the local board was presented with options for the installation of a bus priority lane/T3-3 lane.
43. The local board were supportive of the installation of the bus priority lane/ transit lanes, subject to engagement with local business owners regarding the removal of on-street parking and further work regarding peak time usage and availability for general vehicles outside peak times.
44. At that workshop, the local board also advocated for the development of an off-road shared path to replace the on-road cycle facility.
45. AT has previously reported to the local board that a separate off-road shared path sits outside the scope of this project, though their views have been considered and referred to AT’s Roads and Cycling team for future consideration.
46. Currently, the Bus Priority project is progressing and delivering several projects for bus route 33 along Great South Road. The proposal for the Takanini Section is a new bus or transit lanes on both sides of the road between Manuroa Road and Una Street.
47. AT is currently in the process of updating the scheme design and are looking to consult on this project in August / September and construct in the first half of 2019.
48. A workshop with the local board is scheduled for 25 July 2018 to provide a brief on the progress of this project
Takanini Park & Ride
49. The land adjacent to Takanini Station has for the past few years been used as an informal park and ride. This land was owned by Land Information New Zealand and through last year, was in the process of being transferred to KiwiRail.
50. AT has been working to develop Takanini into a formal park and ride, but could not confirm lease terms until the transfer of land between the Crown agencies had concluded.
51. Earlier this year, AT was able to confirm that a lease could be established and subsequently, planning and design is underway to develop the land around the Takanini Station into a formal Park & Ride.
52. Detail design was delayed and now programmed for completion at the end of July with the expectation to go to tender in August followed by construction in early October. Works are expected to be completed before Christmas 2018.
53. As part of the recent design work, inaccuracies in the mapping systems were identified and stormwater measures were reassessed to reduce risk of flooding to surrounding properties. AT are working with Healthy Waters to resolve this issue.
Safer Communities Project
54. Papakura is one of three initial trial locations for the Safer Communities Project. The Safer Communities Project seeks to improve road safety in communities and promote active modes of transport by improving pedestrian infrastructure.
55. The community feedback consultation was in October 2017 and has been used to develop a priority list of projects to improve the ‘walkability’ in and around the Papakura Town Centre. This included local board views via local board plans.
56. Analysis of the community feedback was undertaken earlier this year and has included targeted engagement with the Papakura Commercial Group, the Integrated Area Plan team for Manurewa, Takanini and Papakura, the Park & Ride project team and council’s Parks team.
57. A workshop was held on the 13 June with the local board to present the current priorities for the project and seek local board input as to whether the priorities reflect local board views.
58. Further engagement with the Papakura Commercial Group was also undertaken on the 11 July 2018. Following that meeting there was a request from elected members to form a focus group to provide feedback to the project to assist in prioritisation.
59. The result of the work of this group will be reported back to the local board prior to wider public engagement.
60. After the next set of public consultation including a further workshop with the local board, a list of priority projects will be finalised and handed over for delivery to AT’s operational teams for delivery over the next 2 years.
Lighting upgrades for Papakura Town Centre
61. AT is currently undertaking upgrading of street lighting in Papakura Town Centre, which is linked to the Safety Review for Papakura Town Centre commissioned by the local board.
62. Most recently, the lighting upgrades for the street on Railway Street West, Wood Street and Ron Keats Drive have been completed.
63. The investigations into the lighting improvements into the walkway between Great South Road and East Street are currently in progress and improvements to lighting on Great South Road where required.
Investigations into pedestrian safety measures
64. At the request of the local board, AT is investigating the feasibility of installing pedestrian safety measures to allow pedestrians to cross the eastern side of the Settlement Road/Marne Road roundabout.
65. AT is currently undertaking investigation and preliminary design for the roundabout and a report to the LB with recommendations is due in August/September 2018.
Parking Study for Papakura Town Centre
66. At the request of the Papakura Local Board, Auckland Transport is undertaking a parking study to better understand existing parking behavior, including how much of the demand is driven by park-and-ride commuters.
67. Accordingly, a comprehensive parking study is scheduled for Papakura Town Centre to be carried out between November 2018 to March 2019. Results from this study will be reported to the local board in April/May 2019 with recommendations to be implemented in the following year.

69. There was 1 consultation undertaken in the Papakura area in June 2018 period. The consultation was for relocation of a pedestrian refuge along Great South Road, Takanini.

Variation and subletting of community lease - 76 Chichester Drive, Papakura

Te take mō te pūrongo / Purpose of the report
1. To seek approval for two variations of the lease to Counties Playcentre Association Incorporated (Rosehill Playcentre) at 76 Chichester Drive, Papakura, to:
i) enable subletting of the property to Counties Manukau Kindergarten Association Incorporated
ii) correct the permitted use of the property.
Whakarāpopototanga matua / Executive summary
2. The Counties Playcentre Association Incorporated hold a current ground lease for the property at 76 Chichester Drive, Papakura (Rosehill Playcentre) that is due to expire on 30 September 2020. The Rosehill Playcentre building is owned by the group and is currently in recess due to changes in the local community and transformation of the national administration of playcentres. The national body, New Zealand Playcentre Federation, is undertaking a project to revitalise the provision of playcentre services from the property.
3. The New Zealand Playcentre Federation has received a request from the local Counties Manukau Kindergarten Association Incorporated who wish to sublet the property to operate a kindergarten while its property at 38 Park Estate Road, Papakura (Park Estate Kindergarten) undergoes remedial works.
4. The current lease does not allow for the assignment or subletting of the property.
5. Additionally, during the review of the lease staff discovered that the permitted use provision did not appropriately reflect its current use as a playcentre. The current permitted use is for the purposes of playcentre administration and training, which is more suited with the regional office operations at 1 Great South Road, Papakura.
6. Staff recommend that the lease be varied to allow for the subletting of the property and to amend the permitted use of the property to better reflect the underlying use.
Horopaki / Context
7. In June 2010, Papakura District Council granted a 10 year ground lease to Counties Manukau Playcentre Association Incorporated for the property at 76 Chichester Drive, Papakura (known as Rosehill Playcentre). No right of renewal was granted for the lease, which will expire on 30 September 2020.
8. The property and assets manager of the New Zealand Playcentre Federation has requested approval from council for a variation to the lease for the property to allow for a short-term subletting of the playcentre to Counties Manukau Kindergarten Association Incorporated as the Park Estate Kindergarten is to undergo refurbishment works.
9. Nationally how playcenters are organized is currently undergoing a major restructure. Previously in New Zealand there were 32 playcentre associations managing more than 430 playcentres. Each association had a separate governance structure and operated on a volunteer basis (officers were elected to their positions each year). Some associations employed staff, while others worked completely on a voluntary basis. This structure worked well in some areas of the country. However, in other areas there were difficulties in maintaining all the compliance requirements for the centres. The overall effect of this situation was that a number of playcentre volunteers became overwhelmed with the extra responsibilities they faced and there was a lot of “burn out” that resulted in parents choosing alternative early childhood education options, resulting in some playcentres closing due to lack of volunteers.
10. The new structure involves a single national body managing all playcentres and employing staff to carry out all of the necessary roles and responsibilities and to provide support to the individual playcentres. Consequently, at the local centre level, parents can focus on supporting their children’s experience at the playcentre, while also undertaking their own playcentre education programme without being burdened with the extra responsibilities such as compliance, administration and maintenance.
11. The Rosehill Playcentre community has suffered more than most from the problems of the former system. Enrolments at the playcentre fell in recent years, and the parents have experienced difficulty carrying out all of the associated compliance responsibilities. As a result of this, the decision was recently made to place the Rosehill Playcentre into recess. This means that the early childhood education licence of the playcentre will be suspended for a period of 12 months, after which the playcentre will either be reactivated or permanently closed.
12. The Federation feels that, because of the playcentre restructure and the general nature of the Rosehill community (with a large number of pre-school children living in homes where both parents are not working), the restructured Federation will be able to carry out a successful promotion programme that will result in a much stronger playcentre being established in Rosehill.
13. The Federation has concerns about the prospect of the existing building of the Rosehill playcentre sitting unused while this redevelopment programme is established; particularly being prone to vandalism.
14. The land at 76 Chichester Drive, Papakura is described as Lot 22 Deposited Plan 77148 comprising 782 m2 - NA33C/524 and is held in fee simple by the Auckland Council under the Local Government Act 2002.

15. At the end of 2017 the Playcentre Federation was approached by the Counties Manukau Kindergarten Association Incorporated, which operates the Park Estate Kindergarten at 38 Park Estate Road, Papakura. The Park Estate Road property requires major refurbishment to meet current licencing standards and fulfil current service requirements. Having become aware of the situation at Rosehill Playcentre, the Kindergarten Association sought to relocate its operations to the site of the Rosehill Playcentre for a period of at least 12 months while the refurbishment and upgrade of their existing building takes place.
16. The lease with the Counties Manukau Playcentre Association Incorporated does not allow for the assignment or subletting of the property. It is recommended that the lease be varied to allow a sublease of the property to Counties Manukau Kindergarten Association Incorporated.
17. During the preliminary assessment of the lease staff discovered that the purpose of the centre under the lease is stipulated as “a resource centre for playcentre administration, training and all purposes ancillary to that purpose”. The actual use of the centre is for the provision of “satisfactory play experience for children 0-6 years under trained supervision; encourage full parent participation and responsibility in the setting up and conduct of Playcentres; and operate a parent training programme…” (extract from the rules of the Counties Playcentre Association Incorporated). It is recommended that the lease be varied to correct the use of the property to “Playcentre, kindergarten or similar early childhood education service”.
18. The playcentre is now unused and the variation to the lease would allow for continued use enabling the property to be sublet to another provider of early childcare. As a result the Rosehill Playcentre, Kindergarten Association and the wider community would benefit.
19. Variation of the “use” clause within the lease would correct a drafting oversight made in the original deed of lease.
20. The proposed variations do not materially alter the use of the property. As the lease is due to expire in September 2020, any new lease will revert to the current general terms that do not allow for assignment or subletting.
21. Council staff recommend that the variations be approved.

22. Staff were first advised of the under-utilisation of the Rosehill Playcentre by a local board member and contacted the Federation to find out the situation and advise them of their legal responsibilities under the current lease. As a result, a formal request had been received from the Federation asking for approval to sublet the property to the Kindergarten Association.
23. The proposal was discussed with the Papakura Local Board at their 20 June 2018 workshop. The local board were supportive of the proposal.
24. Providing early childhood education meets the Papakura Local Board Plan 2017 outcome: People in Papakura lead active, healthy and connected lives.
25. Furthermore, the local community would benefit from the continuation of the services and programmes provided by the Kindergarten Association. The Rosehill Playcentre would be used while the national association undertakes its revitalisation and redevelopment project for a playcentre in the area. The Kindergarten Association would benefit by not having to close during the renovation of its own building.

27. As there are no changes in the general use or operational activities being conducted on the land iwi engagement has not been sought.

1. To amend the 17 August 2016 resolution of the Papakura Local Board that granted a new community lease to Papakura Budgeting Service Incorporated for space at the Papakura Old Central School building, 57R Wood Street, Papakura, to:
i) reflect the correct area of the lease within the building (excluding the entrance hallway/waiting area)
ii) include within the leased area two additional rooms within the Papakura Old Central School building.

2. At the Papakura Local Board business meeting of 17 August 2016 the board resolved (PPK/2016/174):
That the Papakura Local Board grant a new community building lease for the following groups under the terms and conditions as specified in the schedule (Attachment A – Grant of new community leases, group owned buildings:

ii) Papakura Budgeting Service Incorporated, 57R Wood Street, Papakura (as outlined in red on the plan in Attachment F)…
3. The group has not yet signed the deed of lease and has requested a lease for two additional offices within the building. These offices are currently empty.
4. Staff recommend that resolution PPK/2016/174 ii) be amended to reflect that the hallway/entry is not within the exclusive leased area of the budgeting service (marked in red on Attachment A); and to include the two additional offices (marked in blue on Attachment A). The terms and conditions will remain as approved for the existing lease.

5. In August 2016 the Papakura Local Board approved a new community building lease to Papakura Budgeting Service Incorporated for space at the Papakura Old Central School, at 57R Wood Street, Papakura.
6. Unfortunately the approved site plan for the building showed the entry/waiting space within the exclusive leased area. This area is also used to access the venue for hire spaces within the building. This report corrects the unintended error made in the attachment to the 2016 report. The group has not yet signed this deed of lease.
7. The group has also applied to lease two currently unoccupied offices within the building. The rooms had been occupied (without a lease) by the Genesis Youth Trust, who have now relocated their service to Papakura Police Station.
8. The group currently occupy three offices and a reception area at the western end of the building. The addition of two more interview rooms will enable them to increase the number of clients that can be seen at any one time.
9. Papakura Budgeting Service Incorporated was established in 1974 and provides free budgeting advice and education to people from Papakura and the surrounding districts. In 2008 the group moved to their current location in the Papakura Old Central School building. The service offers appointments between 9.00am and 4.00pm each weekday, on Saturday mornings and out-of-hours at clients’ homes.

10 To rectify the error, it is recommended resolution PPK/2016/174 (ii) be amended to reflect the correct area occupied by Papakura Budgeting Service Incorporated. This recommendation is procedural.
11. As the group is an existing tenant within the building it is also recommended that the area of the lease is extended to include the two currently vacant offices within the building, as requested by the tenant.

12. The recommendations within this report fall within the local board’s allocated authority relating to the local recreation, sports and community facilities.
13. The services provided by the Papakura Budgeting Service Incorporated supports the Papakura Local Board 2017 plan for a vibrant and prosperous metropolitan centre.
14. The recommendation has been discussed with the local board during the board workshop of 20 June 2018 and no concerns or questions were raised by the board. The board supports the expansion of the budgeting service to the residents of Papakura and surrounding areas.

15. Community leases support a wide range of activities and groups and are awarded based on an understanding of local needs, interests and priorities.
16. Twenty-eight percent of Papakura residents identify as Māori, the second largest ethnic grouping in the ward. The services provided by the Papakura Budgeting Service Incorporated assists all members of the community, including Māori.
17. The request from Papakura Budgeting Service Incorporated was reported to the 30 May 2018 Mana Whenua South/Central Iwi Forum. No objections were received from those present.

18. All costs involved in the preparation of lease documents are borne by Auckland Council.

19. The risk of not correcting the error in the site map identifying the leased area is that the tenant will be responsible for an area of the building that they do not have exclusive use of. This correction is an administrative function.
20. There are minimal risks associated with the granting of an additional two office spaces to an existing tenant of the building: Papakura Budgeting Service Incorporated.

9. A heritage trail can provide local and regional benefits for heritage outcomes. It can highlight authentic sites through experiential rather than passive experiences. It can inform the site’s role in local history for example in industrial, built, arts, sport and recreation. A heritage trail can promote the conservation of sites. For the local area it can also promote visitors, tourism and link to economic development. It creates awareness and an understanding of a key heritage outcome from the Auckland Plan. It will also promote community engagement through involvement in the trail concept and development.
10. This project is in stage one of developing a Heritage Trail. Stage one consists of an external project manager managed by the Heritage Unit who will stock take existing heritage interpretation, define expectations and parameters of the Heritage Trail, conduct initial research and site visits to define tour options and outline of content, and work with iwi and local community on the concept.
11. The implementation of the Manurewa – Takanini – Papakura Integrated Area Plan activity was approved at the Papakura Local Board business meeting on 27 June 2018 (Resolution number PPK/2018/112). The coordination role will ensure that actions within the plan are delivered by the relevant responsible bodies in a timely manner.

2. This report presents the Governance Forward Work Calendar: a schedule of items that will come before local boards at business meetings and workshops over the next three months. The Governance Forward Work Calendar for the Papakura Local Board is included in Attachment A.
3. The calendar aims to support local boards’ governance role by:
i) ensuring advice on agendas and workshop material is driven by local board priorities
ii) clarifying what advice is required and when
iii) clarifying the rationale for reports.
4. The calendar will be updated every month, be included on the agenda for business meetings and distributed to relevant council staff. It is recognised that at times items will arise that are not programmed. Board members are welcome to discuss changes to the calendar.

5. The council’s Quality Advice Programme aims to improve the focus, analysis, presentation and timeliness of staff advice to elected representatives. An initiative under this is to develop forward work calendars for Governing Body committees and local boards. These provide elected members with better visibility of the types of governance tasks they are being asked to undertake and when they are scheduled.
6. The calendar brings together in one schedule reporting on all of the board’s projects and activities that have been previously approved in the local board plan, long-term plan, departmental work programmes and through other board decisions. It includes governing body policies and initiatives that call for a local board response.
7. This initiative is intended to support the boards’ governance role. It will also help staff to support local boards by providing an additional tool to manage workloads and track activities across council departments, and it allows greater transparency for the public.
8. The calendar is arranged in three columns, “Topic”, “Purpose” and “Governance Role”:
i) Topic describes the items and may indicate how they fit in with broader processes such as the annual plan.
ii) Purpose indicates the aim of the item, such as formally approving plans or projects, hearing submissions or receiving progress updates.
iii) Governance role is a higher-level categorisation of the work local boards do. Examples of the seven governance categories are tabled below:

- Approved the Opaheke Concept Plan prepared by Surface Design Inc, dated August 2016. - Approved the allocation of the encumbrance funds ($1.75 million) to be paid by Motleon Ltd, towards the development of the southern portion of Opaheke Park. - Adopted the final 2017/2018 Locally Driven (LDI budgets by project, within the funding envelopes. - Agreed to advocate for grade separation of the Takanini rail crossings with Walters Road and Manuroa Road and also to advocate to Auckland Transport to develop a multi-story park and ride at the Papakura Train Station. - Agreed the board’s one key priority for the organisation to work on was to alleviate traffic congestion through building transport infrastructure before intensification. - Agreed that a total of $300,000 for mangrove removal of the 2016/2017 Locally Driven Initiatives (LDI) operational expenditure (Opex) be deferred to 2017/2017. |
