Resolution number PPK/2018/126 MOVED by Member K Winn, seconded by Member G Hawkins: That the Papakura Local Board: a) receive the Auckland Transport July 2018 update report. b) request Auckland Transport consider the quality and visibility of disability parking in the Papakura town centre business area as part of the proposed parking survey and that consultation with local businesses also be part of this review. c) approve the inclusion of Greenways Plan project #13 (Freelance Terrace to proposed SH1 overbridge at Pescara Point) with the delivery of Greenways Plan project #12 (Elliot Street to Freelance Terrace), as community facilities staff have advised that these two projects can be delivered within the $1.28million Local Board Capital Transport Fund (LBCTF) budget already allocated. d) request Auckland Transport to meet with affected residents about the traffic light installation at Bellfield Road and Great South Road. e) request the provision of T2/T3 lanes in Great South Road, as previously requested, to ease the considerable traffic congestion. The board sees this as a higher level priority than the provision of on-road cycling infrastructure. f) request that the Chairperson, Deputy Chairperson and Councillor Newman present to the Board of Auckland Transport about the local board’s concerns and priorities in relation to the removal of the cycleway and improving traffic flow on Great South Road. |

Variation and subletting of community lease - 76 Chichester Drive, Papakura |

Resolution number PPK/2018/127 MOVED by Deputy Chairperson F Auva'a, seconded by Member MV Turner: That the Papakura Local Board: a) approve the amendment to clause 9.1 of the community lease dated 29 May 2013 for 76 Chichester Drive, Papakura to read: “9 Assignment and subletting 9.1 The Tenant may, subject to the Council’s prior written consent, which consent shall not be unreasonably withheld, sublet all or part of the premises subject to the tenant fulfilling the following preconditions: (a) the proposed subtenant is to be a respectable, responsible, solvent and suitable occupier of part of the premises (b) the proposed subtenant may only use the premises or part of the premises for: (i) a not-for-profit kindergarten. (c) the sublease to be entered into between the tenant and the proposed subtenant must be on the following basis: (i) the subtenant will not be entitled to request any variation to its use (ii) the rent charged under the sublease will be the same rental payable under the head lease (Ten dollars ($10.00 + GST per annum if demanded) (iii) the subtenant will pay all outgoings (iv) the subtenant will take out the required public liability insurance cover (v) provide for the usual terms for subleasing including usually acceptable review of rental as would be agreed in any arms-length negotiation.” b) approve the amendment to clause 6.1 of the community lease dated 29 May 2013 for 76 Chichester Drive, Papakura to read: “6.1 Use 6.1 The tenant will use the premises solely for the purposes of a playcentre, kindergarten or similar early childhood education service.”
c) approve the sublease between Counties Playcentre Association Incorporated and Counties Manukau Kindergarten Association Incorporated for the property at 76 Chichester Drive, Papakura, for a period expiring no later than 29 September 2020. |

Resolution number PPK/2018/128 MOVED by Deputy Chairperson F Auva'a, seconded by Member G Hawkins: That the Papakura Local Board: a) amend resolution PPK/2016/174 (17 August 2016) to correct the site plan for the lease awarded to Papakura Budgeting Service Incorporated to: i) exclude the entry/waiting area from the leased area (area of lease marked in red in Attachment A to the report entitled “Community lease - Papakura Budgeting Service Incorporated, 57R Wood Street, Papakura”) ii) include the two offices within the building (marked in blue in Attachment A to the report entitled “Community lease - Papakura Budgeting Service Incorporated, 57R Wood Street, Papakura”) with the terms and conditions as previously approved. |
