Ross Gillespie was in attendance to pass on feedback from the venerable Wei, a feng shui master who visited the island from Taiwan.

a)      do not progress option four, a request to the Governing Body that Rangihoua Reserve and Onetangi Sports Park are incorporated into Whakanewha Regional Park.

Development of a local park management plan for Rangihoua Reserve and Onetangi Sports Park

 

The reccommendation was taken in parts.

That the Waiheke Local Board:

a)      approve option three – separate and concurrent development of a management plan for Rangihoua Reserve and Onetangi Sports Park, with the Waiheke omnibus management plan (noting that the development of a Waiheke omnibus management plan has been approved under resolution WHK/2018/91), using the process outlined in the Reserves Act 1977.

That the Waiheke Local Board:

b)      agree to exclude Te Rangihoua maunga and the surrounding Landscape Amenity Area from the management plan as these areas are under the terms of reference of the Rangihoua and Tāwaipareira Committee but seek to convene a meeting of the co-management committee forthwith with the purpose of requesting consideration of including the maunga and the landscape amenity area into the scope of the management planning process.

c)      approve option (a) appointment of all local board members as the Rangihoua Reserve and Onetangi Sports Park management plan committee to hear objections and comments from submitters, consider the extent to which they have been allowed or accepted or disallowed or not accepted and approve the management plan.

a)         appoint all local board members to the Waiheke Local Area Plan working             party.

That the Waiheke Local Board:

b)        request that in the context of the Governance Framework Review and Waiheke             Governance Pilot decisions, officers provide advice to the board on the             options and implications for the board having maximum decision-making             authority over the area plan and also over the subsequent plan change             process to integrate the Hauraki Gulf Islands District Plan into the Unitary             Plan.

That the Waiheke Local Board:

c)         request the inclusion of Ngati Paoa as representative of tangata whenua in the             Waiheke Local Board area in the development, consultation and finalisation of             the Waiheke Local Area Plan.

Funding the Preparation of a Lightscape Management Plan for Waiheke

That the Waiheke Local Board:

a)      approve the allocation of $15,000 in the Locally Driven Initiative Opex for the preparation of the Lightscape Management Plan for Waiheke, to be coordinated by the Plans and Places Department in conjunction with Dark Skies Waiheke in 2018/19.

Approval of the 2018/2019 Waiheke Local Board Community Facilities Work Programme

That the Waiheke Local Board:

a)      approve the Waiheke Local Board 2018/2019 Community Facilities Work Programme as detailed in Attachment A subject to:

·         the Owhanake  / Matiatia culvert and bridge (ID 2431) being funded from renewals.

b)        request that the item Waiheke Tennis Club – renew carpark and tennis courts (ID 2422) be completed prior to the summer sport season as per the report and if need be that funding be brought forward for phase two.

c)         request that all contracts be made available for tender by local contractors through local advertising.
