Notice of Motion - Deputy Chairperson G Gillon - 40 Anzac Street, Takapuna

 

A copy of the resolutions passed by the board during the current 2016-2019 term regarding 40 Anzac Street, Takapuna has been attached to the official minutes and are available on the Auckland Council website as a minutes attachment.

A copy of the resolutions passed by the board on 18 November 2014 regarding the Proposed Takapuna Centre Plan has been attached to the official minutes and are available on the Auckland Council website as a minutes attachment.

 

MOVED by Deputy Chairperson G Gillon, seconded by Member M Cohen: 

That the Devonport-Takapuna Local Board:

a)      forward its current and previous resolutions regarding 40 Anzac Street to the Mayor and councillors

b)      requests the Mayor and the North Shore Ward councillors familiarise themselves with the Devonport Takapuna Local Board’s position on the above land.

c)      notes that the statements made by the Mayor & Councillor Darby at the public meeting on the afternoon of 5th August do not completely reflect the Board’s position and the Mayor and Councillor Darby should not maintain that they so do;

d)      expresses its disappointment that it was criticised by the Mayor and Cr Darby for not advocating for tens of millions of dollars for the Anzac Quarter noting such criticism was misleading and ill-advised as the Board advocated its one project of the Lake Rd upgrade in the LTP, as the Board was instructed.

e)      notes that it has received feedback from the community that it considers the scale of the proposed development to be too great, that short-term carparking must be provided on site and that the size of the proposed open space is far too small for the public need. 

f)       supports the community view heard at this meeting, that is opposed to the sale of 40 Anzac St, a site purchased by Council in 1964 with a loan re paid over 31 years by way of a targeted rate over the local business area.

g)      reiterates its offer to work constructively in conjunction with Panuku, Council and the community on a concept for the total site that meets community needs, and not just the site of the small open space area.

h)      that these resolutions be copied to all councillors and local board members for their information on this important issue.

ii)         short term parking on 40 Anzac Street for shoppers to replace the current 250 car parks

iii)        and that the scale of buildings proposed for the site seems to dominant.

Auckland Transport monthly update - August 2018

 

Marilyn Nicholls, Elected Member Relationship Manager was in attendance to address the board in support of this item.

MOVED by Chairperson G Wood, seconded by Member J O'Connor: 

That the Devonport-Takapuna Local Board:

a)       receive the Auckland Transport August 2018 monthly update report and thank Marilyn Nicholls, Elected Member Relationship Manager, for her presentation and attendance.

b)       note concerns regarding the increase in Deaths and Serious Injury (DSi) incidents in the local board area and requests the following: 

            i)               a far more balanced speed enforcement programme with more deployment of high profile uniform traffic enforcement officers across our local board area and the rest of the North Shore.

           ii)               provision of more pedestrian zebra crossings at strategic locations on arterial roads, especially in conjunction with citizens crossing these busy roads to access their bus stops, before upgrading the zebra crossings at 422 Lake Road, Takapuna and 58 and 209 East Coast Road and investigate the viability and the improved safety that would come about through the use of lights and standing pedestrian pads.

          iii)               pedestrian zebra crossing and other pedestrian safety provisions on Sunnynook Road outside the Sunnynook Bus Station to handle passengers, who will include school children, transferring from the 907 feeder buses to the Northern Express services.

c)       recommend that the Auckland Transport Safety and Speed Management Programme be evaluated and reported back to the local board once its impacts are known.

d)       support Auckland Transport undertaking a speed management investigation 2018-2019 in Devonport Town Centre and Milford Town Centre as indicated in the agenda report.

Land owner approval for NZ Sculpture OnShore at Fort Takapuna Reserve

That the Devonport-Takapuna Local Board:

a)      grant land owner approval to NZ Sculpture OnShore, an entity wholly owned by Friends of Women's Refuges Trust, to temporarily access and occupy Fort Takapuna Recreation Reserve legally described as Section 3 Survey Office Plan 355498 from 24 October to 20 November 2018 to hold a community sculpture exhibition,

b)      waive the standard concession fee required under Section F of Form 3b for one-off concessionary events held on land owned by the Department of Conservation as NZ Sculpture OnShore is hosting the sculpture exhibition to raise funds for charitable purposes.

Auckland Council’s Quarter Four and Year End Performance Report: Devonport-Takapuna Local Board 2017/2018 Work Programme

That the Devonport-Takapuna Local Board:

a)       receive the performance report for the financial quarter and year ending 30 June 2018.

b)       express concerns with the overall delivery of the 2017/2018 Community Facilities Work Program and requests a workshop with relevant staff to address the outstanding issues and improve project delivery.

c)       note that project ID: 2930 Black Rock – coastal walkway – Milford to Takapuna, is an active project and request its status be changed to deferred.

d)       requests further details of what work has been completed at the O’Neills Point cemetery entranceway a set out in ID 2326 which is having been completed in May 2018.

e)       requests an overview of the scope, timelines and deliverables for the following projects:

i)          Devonport- Takapuna - renew park play spaces 2018/2019 (ID 2796)

ii)         Devonport- Takapuna - renew park walkways and paths 2018-20 (ID 2795)

iii)       Devonport-Takapuna – renew park lighting (ID 2792)

Resolution number DT/2018/143

MOVED by Deputy Chairperson G Gillon, seconded by Chairperson G Wood:  

That the Devonport-Takapuna Local Board:

e)       recommend as a principle that applies to the whole local board area that all:

i)       berms, roundabouts, traffic islands and other traffic controlling mechanisms are maintained to the highest standard and on an outcome basis

ii)     plantings, flowerbeds and fauna detailed in clause a) i) are maintained on an outcome basis

iii)    assets in streetscapes services (e.g. clocks and community noticeboards) are included in the asset register and included in the renewals programme.

f)          recommend that in line with the Auckland Council’s Weed Management Policy and the Devonport-Takapuna Local Board Plan 2017, minimal agrichemical weed control methods are used for weed management on berms, round-abouts and traffic islands.

g)        recommend a consistent process and level of service that allows for maintenance to be undertaken on adjacent parcels of land but are owned by different entities (e.g. land owned by Auckland Council and the New Zealand Transport Agency that are next to each other).

h)        provide the following feedback on town centre cleaning and loose litter collection. That:

i)       all areas depicted as category B in Takapuna be upgraded and become category A to ensure consistency throughout the town centre

ii)     all areas depicted as category B in Devonport be upgraded and become category A to ensure consistency throughout the town centre

iii)    the boundary for the Devonport area extend along Kerr Street to the Takarunga / Mt Victoria entranceway, and also include the carparking area at 14 Queens Parade, Devonport

iv)    all of Milford be categorised as ‘B’.

i)          recommend that the following highly-visible areas be given priority when undertaking berm maintenance:

i)       Esmonde Road, Takapuna

ii)     along the war memorial drive on Lake Road, Devonport

iii)    the corner of Beach Road and The Esplanade, Castor Bay.

j)          recommend that Narrow Neck – Old Lake Road beach carpark be upgraded to category B.

k)         recommend that the following assets be given priority for town centre cleaning and loose litter collection:

i)       bins and where opportunities exist the placement of recycling bins within existing budgets  

ii)     lights

iii)    trees and flowerbeds, including leaf fall

iv)    bus shelters, cleaning and inspecting all loose litter pick up of leaf fall, detritus, organic material and branches

v)     sweeping hard surfaces and cleaning

vi)    steam cleaning of seating, footpaths, paved walkways, including shared spaces and civic spaces

vii)   street furniture cleaning and minor maintenance.

l)          request clarification from Community Facilities on how community organisations or business associations can take a community-led approach to berm and vegetation management.

m)       request a workshop with Community Facilities management and Ventia to present an update on:   

i)        Project 17 maintenance contract audits and service delivery

ii)       approach to Project Streetscapes service delivery

iii)     rationale on how levels of service in town centres are determined.

Resolution number DT/2018/144

MOVED by Member J McKenzie, seconded by Deputy Chairperson G Gillon:  

That the Devonport-Takapuna Local Board:

a)      allocate $1,000,000 towards the Patuone Reserve walkway enhanced renewal from the following budget sources:

i)       $292,000 from the 2015–2018 locally driven initiatives (LDI) capital fund

ii)      $585,406 from the 2018-2021 locally driven initiatives (LDI) capital fund

iii)     $122,594 from the 2018/2019 and 2019/2020 local board transport capital fund budgets.

b)      allocate $1,100,000 towards the Esmonde Road to Francis Street connection from the following budget sources:

i)       $13,958 from the 2017/2018 local board transport capital fund

ii)      $1,086,042 from the 2018/2019 and 2019/2020 local board transport capital fund budgets.

c)      allocate $250,000 from the 2018/2019 and 2019/2020 local board transport capital fund budgets towards the Wairau Estuary Boardwalk Road community-led project.

d)      recommend that the scope and budget allocated to the Patuone Reserve walkway enhanced renewal focus on delivering a safe and accessible 2.5-metre-wide path to enable cycling and walking.

e)      request a workshop with Community Facilities staff to determine cost savings and efficiencies to implement clause d) above.

f)       recommend that the Esmonde Road to Francis Street connection be the priority project as part Auckland Transport’s investigative work for the new cycling and walking routes in the Devonport peninsula.

g)      request a workshop with Auckland Transport staff to determine the scope, feasibility and timelines for completing the investigative work for the new cycling and walking routes in the Devonport peninsula.

h)      recommend the Korean Gardens memorial project be included as a new locally driven initiative (LDI) capital project in the 2018/2019 Community Facilities work programme.

i)       recommends that, to ensure staff support and delivery for the Korean Gardens memorial project:

i)       the $150,000 operational funding resolved at the 21 April 2015 business meeting (resolution number DT/2015/63) to support the Korean Gardens memorial project be allocated to the Community Facilities department

ii)      that the Polly's Glade to Wesley Street - develop coastal walk (ID 1661) project be deferred, and reallocate its $20,000 LDI capital fund allocation to the Devonport-Takapuna - LDI minor capex fund 2018/2019 (ID 1640).
