1.       Mason Ngawhika from Healthy Families Manukau, Manurewa-Papakura will be in attendance to introduce their concept for more accessible Puhinui reserve. This will promote well-being and will create better connectivity for all of South Auckland.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

Approval of the updated 2018/2019 Manukau Harbour Forum work programme

1.       To approve the updated 2018/2019 Manukau Harbour Forum work programme, totalling $81,000 of locally driven initiatives operational expenditure.

Whakarāpopototanga matua / Executive summary

2.       The Manukau Harbour Forum is a joint governance group with representation from each of the nine local boards (Franklin, Māngere-Ōtāhuhu, Manurewa, Maungakiekie-Tāmaki, Ōtara-Papatoetoe, Papakura, Puketāpapa, Waitākere Ranges and Whau) surrounding the harbour.

3.       The agreed vision and strategy for the forum is that ‘the Manukau Harbour is recognised and valued as a significant cultural, ecological, social and economic treasure/taonga’. To give effect to this, staff developed options for projects for the forum to consider funding through the 2018/2019 Manukau Harbour Forum work programme.

4.       On 16 February 2018 the forum approved the proposed 2018/2019 Manukau Harbour Forum work programme which totalled $72,000.

5.       In June 2018 the member local boards allocated funding to the 2018/2019 Manukau Harbour Forum work programme as part of their local environment work programme budgets. The total budget received was $81,000, a $9,000 increase in funding from the work programme approved in February 2018.

6.       In response to this increase in funding, and to reflect findings from projects undertaken in the 2017/2018 financial year, staff have updated the forum’s 2018/2019 work programme. The updated work programme recommends a $9,000 increase of funding for the communications plan, a $5,000 increase for the youth leaders programme, and a reduction of $5,000 funding for the industry education programme.

7.       This report recommends that the forum approve the updated work programme and associated budgets for delivery within the 2018/2019 financial year. Copies of the recommended project briefs are attached to this report.

Horopaki / Context

8.       The agreed vision and strategy for the forum is that ‘the Manukau Harbour is recognised and valued as a significant cultural, ecological, social and economic treasure/taonga’. The four objectives supporting that vision and strategy are noted below:

·     raise the profile of the Manukau Harbour as a significant cultural, ecological and economic asset

·     have a robust knowledge base to support integrated management

·     champion and advocate for the development and implementation of planning frameworks and projects to support integrated management of the Manukau Harbour

·     ensure there are sufficient resources, including officer input and budget, to support the forum to deliver on the vision.

9.       In response to the direction set by the forum, Infrastructure and Environmental Services staff provided a draft work programme for the board’s approval at a business meeting on 16 February 2018. This work programme was developed on the basis that each member local board would allocate $8,000 of funding towards the forum’s work programme.

10.     The forum approved the work programme and resolved that member local boards would each be requested to allocate $10,000 as part of their 2018/2019 local environment work programmes to implement the Manukau Harbour Forum work programme (resolution MHFJC/2018/6).

11.     In June 2018 each of the member local boards formally allocated funding to the Manukau Harbour Forum work programme as follows:

·     Franklin Local Board ($5,000)

·     Māngere-Ōtāhuhu Local Board ($10,000)

·     Manurewa Local Board ($8,000)

·     Maungakiekie-Tāmaki Local Board ($10,000)

·     Ōtara-Papatoetoe Local Board ($10,000)

·     Papakura Local Board ($8,000)

·     Puketāpapa Local Board ($10,000)

·     Waitākere Ranges Local Board ($10,000)

·     Whau Local Board ($10,000).

12.     The 2018/2019 work programme has been amended to reflect the findings from the available end-of-year reports and the increase in funding, totalling $81,000 locally driven initiatives operational expenditure.

Tātaritanga me ngā tohutohu / Analysis and advice

Governance and management support review ($22,000)

13.     At the February 2018 business meeting the forum agreed to allocate $22,000 towards a governance review of the Manukau Harbour Forum.

14.     The terms of reference for the forum notes that its purpose is strategic, not operational. However, the forum’s work programme has largely been operationally focused, reflecting the operational focus of Infrastructure and Environmental Services.

15.     As the forum is in its third term, it is appropriate to review the forum’s current work programme and how it can move towards being more strategic and governance oriented. All council advisory panels are reviewed at the end of each term providing the incoming panel with guidance for implementing future work programmes.

16.     Beyond a change in the project title to better reflect that how the forum may be better support is within scope this report does not seek any significant changes to the scope of the governance review, there is no change to the budget required to undertake it. A copy of the governance and management support review project brief is attached to this report (Attachment A).

Symposium and community morning ($25,000)

17.     At the February 2018 business meeting the forum agreed to allocate $25,000 towards a symposium in the second half of the 2018/2019 financial year.

18.     The forum has hosted two symposiums since its inception to bring together elected members, mana whenua, and other stakeholders to hear about current impacts on the harbour, and harbour improvement projects. Both symposiums were well-attended, with positive feedback received from attendees.

19.     At previous workshop discussions the forum suggested hosting a symposium only every second year. This means that no symposium would be held in the year immediately after local elections enabling the forum to have input to the symposium theme and schedule of speakers.

20.     This report seeks a change to scope of the symposium project but not the budget required to undertake it.

21.     Following reflection on past events and commentary from current Forum members it is proposed that the Symposium have two elements to enhance user friendliness and to broaden the ability for wider range of persons to attend. Firstly, a more traditional Symposium element of a number of specialist / more technical speakers with networking opportunities and static displays over an evening, followed the next day with a more co-hosted community organisation family friendly education / experience style event.

22.     This split symposium approach can be scaled back to the traditional day long seminar style event if felt more appropriate.

23.     A copy of the symposium project brief is attached to this report (Attachment B).

Communications plan ($14,000)

24.     At the February 2018 business meeting the forum agreed to allocate $5,000 towards the continued support of regular communication to stakeholders on the forum, and issues impacting on the Manukau Harbour. In the 2017/2018 financial year, the forum allocated $15,000 towards these initiatives.

25.     Staff have developed a general communications plan which has been upscaled to use the additional $9,000 of funding. This plan will enable an increased level of stakeholder communication including a bi-monthly newsletter, promotional videos, and the development of forum specific resources including an updated forum brochure. A copy of the communications project brief is attached to this report (Attachment C).

26.     It is recommended that the forum allocate $14,000 of its updated work programme budget to give effect to the communications plan in the 2018/2019 financial year. This is an increase of $9,000 in funding from the work programme approved in February 2018.

Education programmes ($20,000)

27.     At the February 2018 business meeting the forum agreed to allocate $20,000 towards the continued support of education projects to:

·    increase awareness amongst business and industry of how they can support the objectives of the Manukau Harbour Forum

·    support young people to lead environmental action through the youth leadership programme.

28.     At the February 2018 business meeting, it was noted that the details of the 2018/2019 industry education programme would be discussed upon the completion of the two 2017/2018 industry education programme final reports.

Industry education programme

29.     At the 15 June 2018 workshop the forum received the flagship sites evaluation report and discussed the report recommendations with the contractor. A copy of this report was provided to the forum on the 15 June 2018 business meeting agenda. Staff have advised that the preferred supplier for delivery of a flagship sites programme is not available in the 2018/2019 financial year. Staff are investigating the possibility of this programme being delivered by other suppliers

30.     At the 17 August 2018 workshop being held directly before the forum’s business meeting, the forum will receive the final report for the small sites ambassador programme and discuss the report recommendations with the contractor. Staff have advised that sedimentation education programmes may receive regional funding.

31.     It is recommended that the forum approve one of the following options:

Option A – approve the allocation of $10,000 to an industry education programme in 2018/2019, noting that the programme will be either a flagship sites or a small sites ambassador project as per the approved work programme in February 2018. Details of the programme will be agreed at workshop in quarter two.

Option B – approve the reallocation of $5,000 to the youth leadership programme, and allocation of the remaining $5,000 towards a downscaled industry education programme. The details of the downscaled industry education programme will be developed and agreed at a workshop in quarter two. This is the recommended option as it will enable greater support for the youth leadership programme as well as delivery an industry education initiative.

Option C – defer the allocation of this $10,000 of funding until an alternative project has been developed and discussed at workshops with the forum. This option is not recommended as there is a risk that the proposed project may not be able to be delivered within the 2018/2019 financial year and that the budget will be under spent.

Youth leadership programme

32.     At the June 2018 workshop the forum received a presentation update on the completed 2017/2018 young leaders programme. The forum indicated support for the continuation of the programme with further discussions about the details of the 2018/2019 youth leadership programme to be discussed at the August 2018 workshop. A copy of the Youth Leadership programme project brief is appended to this report as Attachment D.

33.     In the 2017/2018 financial year, the forum allocated $15,000 towards this initiative. This programme offers high school students the opportunity to participate in a workshop style environmental education programme. Funding from the forum supports students from across the region to attend the programme by providing necessary equipment, workshop expenses and transport costs.

34.     It is recommended that the forum allocate $15,000 of its updated work programme budget towards this programme in the 2018/2019 financial year. This is an increase of $5,000 in funding from the work programme approved in February 2018. This budget increase will enable the workshop to be delivered at the preferred location at Te Manukanuka o te Hoturoa marae and provide participants with forum sponsored T-Shirts.

Ngā whakaaweawe ā-rohe me ngā tirohanga a te poari ā-rohe /
Local impacts and local board views

35.     The establishment of the forum recognises that improving the Manukau Harbour would benefit from joint advocacy of all nine local boards (Franklin, Māngere-Ōtāhuhu, Manurewa, Maungakiekie-Tāmaki, Ōtara-Papatoetoe, Papakura, Puketāpapa, Waitākere Ranges and Whau) surrounding the harbour. The nine boards agreed to re-constitute the forum in early 2017. Local board plans continue to highlight the importance of water quality, and the Manukau Harbour, to local communities.

36.     Member boards also fund projects impacting on the harbour through their local environment or parks work programmes. The criteria for some local grant funds include support for groups and individuals undertaking action to improve water quality and local streams in the Manukau Harbour catchment.

Tauākī whakaaweawe Māori / Māori impact statement

37.     Te Mānukanuka o Hoturoa, the Manukau Harbour is highly significant to mana whenua. Feedback from mana whenua received through previous council consultations is strongly supportive of improving water quality in the harbour and its catchment streams. This feedback also notes the importance of the harbour as a source of kai.

38.     The forum has noted its interest in strengthening its relationship with mana whenua. Previous advice to the forum was that co-opting mana whenua representatives as members of the forum was inappropriate. The proposed governance review can include an objective to investigate other methods of strengthening the relationship between the forum and mana whenua.

39.     Mana whenua have presented at the last two Manukau Harbour symposiums. Mana whenua will also be invited to present at the 2019 symposium.

Ngā ritenga ā-pūtea / Financial implications

40.     The proposed updated 2018/2019 Manukau Harbour work programme will see the allocation of $81,000 of the member local board’s locally driven initiatives operational budget. This is the total amount of the forums 2018/2019 budget.

41.     The forum’s approval will not have significant financial implications unless projects experience an overspend or underspend. Regular quarterly updates on projects will be provided to the member local boards, tracking expenditure and identifying any projects at risk of non-delivery, over or underspend.

Ngā raru tūpono / Risks

42.     If the proposed Manukau Harbour Forum work programme is not approved at the forum’s August 2018 business meeting, there is a risk that the proposed projects may not be able to be delivered within the 2018/2019 financial year.

43.     Subject to the forum’s approval, the delivery of this updated work programme will commence in August 2018. Regular reporting on project delivery will be provided to member local boards through the Infrastructure and Environmental Services’ contribution to the local board’s quarterly performance report.
