Terms of Reference
1. These terms of reference set out the roles, responsibilities and working arrangements for the Auckland City Centre Advisory Board.
2. The board is a key advisory body, with no decision-making or autonomous budgetary authority.
3. The board will assist the Auckland Council, specifically the Governing Body and the Waitematā Local Board and Auckland Council Controlled Organisations to oversee and be a key advisor to the Auckland Council on achieving the vision and strategic outcomes of the Auckland Plan, the City Centre Masterplan, the expenditure of the city centre targeted rate and city centre issues.
Membership:
Includes one councillor and one local board member.
The board should include members who can provide expert advice on many areas including transport, landscape, environment and youth sectors. The membership includes a position for Mana Whenua. Representatives from CCOs may be board members without voting rights. The number of the board members should be between 16 and 21 at any time.
The new panel’s term should end one month prior to the next local government elections in 2019. The membership of the panel may be rolled over for more than one electoral term of three years.

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

(i) That item is a minor matter relating to the general business of the local authority; and

Wellesley Street bus improvements project update

1. To update the Board on recent progress and upcoming next steps for the Wellesley Street bus improvements project.
Whakarāpopototanga matua / Executive summary
2. The Wellesley Street bus improvements project is a key Midtown project to deliver quality and reliable East-West bus facilities along Wellesley Street as part of implementing the regional New Network bus system.
3. An Indicative Business Case was completed late 2017, which confirmed Wellesley Street as the preferred route for bus services and the need for high quality streetscape to be delivered as part of the works.
4. A Detailed Business Case is now underway to develop further design detail and create a final concept which will be publicly consulted upon and then, subject to approvals, be taken forward for implementation.
5. The project team continues to work with teams from Victoria Street linear park project, City Rail Link Ltd, the NZTA light rail team, and stakeholders, including the two universities.
6. Once further detailed designs are developed, these will be brought to the Board for feedback.
Horopaki / Context
7. The Wellesley Street bus improvements project delivers one of the key public transport network components for the city centre and region. An efficient and effective bus corridor, carrying tens of thousands of people each day, is critical to enable the operation of the New Network bus system. The project also recognises the unique inner city location and the need for high quality public realm to support pedestrian activity and the continued operation of surrounding land uses.
8. The first part of the project - an Indicative Business Case – is now complete and confirmed Wellesley St (as opposed to Mayoral Drive or Victoria Street) as the preferred route for the main East-West bus corridor. This work also highlighted the need for high quality streetscape and deliver on certain cycling facilities towards the East.
9. The next phase is to commence a Detailed Business Case to develop further design detail and create a final concept for the corridor, which aligns with surrounding city centre plans and meets the needs of bus customers. This emerging design concept will be publicly consulted upon and, eventually, taken forward for detailed design, consenting and then implementation.
10. The project team continues to work with equivalent teams from the Victoria St linear park project (as a parallel and related scheme), City Rail Link Ltd, the NZTA light rail team (both of which cross the Wellesley St corridor), and stakeholders, including the two universities.

11. The Wellesley Street bus improvements project will be a challenging and complex project to deliver within a busy city centre, and the project team will need a range of skills and to involve a range of stakeholders in order to achieve successful outcomes.

12. The Waitematā Local Board, along with the Auckland City Centre Advisory Board, will continue to be engaged with as part of developing the project, including seeing and being invited to give feedback on the emerging corridor designs.

13. Local iwi will be engaged through the project and Māori values will be incorporated into the corridor designs.
