Member Peter Chan led the meeting in prayer.

- Mr McDonald raised health and safety concerns on the state of the footpaths coming down from Waitakere Gardens. He suggested widening the bridge and that the board contact the Manager of Waitakere Gardens. |

Andrew Wilson from Massey Community Men’s Shed |

- Mr. Wilson from Massey Community Men’s shed, spoke about their seven years of operating in Massey. - The club is running well and current sessions are on Tuesdays. - They are thankful for the support received from the Henderson-Massey local board and the elected members. - The club was nominated for the 2018 Zero Waste awards and 15 financial members have joined them within 5 months of operating from the Don Buck Road facility. - He further requested elected members to look out for potential avaialble spaces for Massey Community Men’s shed. |

Resolution number HM/2018/153 MOVED by Member V Neeson, seconded by Member B Brady: That the Henderson-Massey Local Board: a) receive the report entitled Auckland Transport Update to the Henderson-Massey Local Board – October 2018. b) provide the following feedback on the Supporting Growth programme i. Outcome 5 in the Henderson-Massey Local Board Plan 2017 is “It is easy to get around without a car” and the board is encouraged that the supporting growth programme is being guided by the “mode neutral” principle to provide transport choice through public transport, walking and cycling. ii. The Henderson-Massey Local Board supports the approach of integrating transport with land use planning. An integrated planning approach is crucial - creation of key routes must provide for new community nodes and business centres in the growth areas. iii. In feedback to the Transport for Future Urban Growth in 2016 the board considered that the project must future proof the north western route for light rail. It is thrilled that the City Centre to North West light rail line is being accelerated for delivery this decade (2018-2028) under the Auckland Transport Alignment Project. |

Resolution number HM/2018/156 MOVED by Member B Brady, seconded by Chairperson S Henderson: That the Henderson-Massey Local Board: a) approve the allocation of the SH16/20 General Restoration Budget of $1,843,670 to the following projects in order of priority with estimate values: i) Royal Reserve improvements - ongoing project commitment of $1,581,750 ii) Jack Pringle Sports Park skate park upgrade ($101,000) iii) Jack Pringle Sports Park basketball half court upgrade ($45,500) iv) Danica Esplanade to Te Atatu Road pathway connection ($86,520) v) Kelvin Strand seating installation ($7,800) vi) McLeod Park drinking fountain installation ($6,500) vii) Te Atatu Peninsula Park drinking fountain installation ($6,500) viii) Springbank Esplanade Reserve restoration programme ($15,600) ix) Harbourview-Orangihina Park ecological restoration plan ($40,000) x) programme management time charges ($4,200) b) note that estimate values are indicative only and are provided to give insight to the scale of project. c) agree to revisit and allocate the remaining funds in the order of $779,830 to future improvements to parks in FY19/FY20, with priority given to projects in the Te Atatu South area. |

Resolution number HM/2018/157 MOVED by Member B Brady, seconded by Member P Bold-Wilson: That the Henderson-Massey Local Board: a) approve the concept design of the overall Ōpanuku Link project comprising the Ōpanuku Reserve enhancement, new walking and cyclist bridge to Corban Estate and Henderson Valley Road upgrade including its pedestrian crossing between Smythe Road and Stevies Lane. b) endorse Panuku Development Auckland to lead and progress the concept design to developed drawings, resource consent and delivery. c) approve the vesting of the greenway component of the Ōpanuku Link (located on part of 2-4 Henderson Valley Road council property – an area of approximately 485m2) to Auckland Council (Community Facilities). d) approve the vesting of the Kakogawa Japanese Friendship Garden (an area of approximately 1,200m2) to Auckland Council (Community Facilities). e) requests that with regard to playground design, safety considerations about the proximity to the road of the markings for traditional ball games (ki-o-rahi) be addressed and that alternative site options be explored. |

Resolution number HM/2018/159 MOVED by Member W Flaunty, seconded by Member W Flavell: That the Henderson-Massey Local Board: a) approve the classification of Lot 59 & Lot 60 DP 130290 as a recreation reserve pursuant to Section 16 (2A) of the Reserves Act 1977 (Attachment A). b) grant a licence to occupy under Section 74 (2) (a) of the Reserves Act 1977 to Ranui Community Centre Incorporated for part of the land at 22 Marinich Drive, Ranui being 4,173 m² (more or less) (Attachment B) subject to the following terms and conditions: i) term – five years commencing 16 October 2018 with one five year right of renewal; ii) rent - $1.00 plus GST per annum if requested; iii) the approved Ranui Community Centre Incorporated Community Outcomes Plan (Attachment C) be attached to the lease document. c) all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines July 2012. |

Resolution number HM/2018/160 MOVED by Member W Flaunty, seconded by Member B Brady: That the Henderson-Massey Local Board: a) approve the public notification of Auckland Council’s intention to grant a community lease to Royal New Zealand Plunket Trust for part of Cranwell Park, 5/20 Alderman Drive Henderson. b) approve if required, the appointment of a hearing panel consisting of the Chair, Deputy Chair and Member Vanessa Neeson to consider submissions or objections received following the public notification of the intention to lease, and for the panel to reach a decision. c) grant subject to there being no objections, or any submissions or objections received being resolved on, a new community lease to Royal New Zealand Plunket Trust, located within the council owned West Wave complex on part of Cranwell Park described as being Part DP 2251 being 50m² (more or less) (Attachment A) on the following terms and conditions: i) term – five years commencing 16 October 2018 with one five year right of renewal; ii) rent - $1.00 plus GST per annum if requested; iii) operational charge - $1,250.00 plus GST per annum; iv) the approved Royal New Zealand Plunket Trust Community Outcomes Plan (Attachment B) be attached to the lease document; v) all other terms and conditions in accordance with the Local Government Act 2002 and the Auckland Council Community Occupancy Guidelines July 2012. |

With regard to conflicts of interest and predetermination, notes that it is not always an exact science. iv. Supports the replacement of the independent review panel with a Conduct Commissioner. |
