Deputation - Keys Down Real Talk: anti drink-driving campaign |

Noma Sio-Faiumu, Anonymouz and Rosie Potter, Sustainability Manager, DB Breweries were in attendance to share a project being worked on which addresses drink driving in South Auckland as part of a music focused, anti-drink driving campaign. |

Resolution number MR/2018/172 MOVED by Chairperson A Dalton, seconded by Member A Cunningham-Marino: That the Manurewa Local Board: a) receive the resignation of Member Rangi McLean for the position of deputy chairperson. b) elect a deputy chairperson for the remainder of the 2016 – 2019 political term, utilising System B of Schedule 7, Part 1, Clause 25 of the Local Government Act 2002. |

Auckland Transport – Manurewa Local Board Transport Capital Fund: proposed new projects |

Jenni Wild, Relationship Manager (South), Auckland Transport was present and tabled cost estimates for the Wordsworth Quadrant raised table and the VSID signs which form part of the Wordsworth quadrant safety improvements. The tabled documents have been attached to the official minutes and are available on the Auckland Council website as a minutes attachment. |

Resolution number MR/2018/181 MOVED by Member K Penney, seconded by Member DP Pizzini: That the Manurewa Local Board: a) authorise construction for ‘Package 1’ of the Wordsworth quadrant safety improvements (comprising four solar-powered driver feedback signs on Wordsworth Road and a raised speed table at the existing zebra crossing on Rowandale Avenue outside Rowandale School), to be funded from the Local Board Transport Capital Fund based on the rough estimate of $219,328, and requests Auckland Transport to expedite implementation of this work as soon as possible. b) request Auckland Transport to proceed to detailed design and costing on ‘Package 2’ of the Wordsworth quadrant safety improvements (comprising five proposed new raised tables/pedestrian crossings at 157 Wordsworth Road and on all four legs of the Wordsworth/Rowandale roundabout), to be funded from the Local Board Transport Capital Fund based on the rough estimate of $647,294. c) request Auckland Transport to proceed to detailed design and costing on ‘Package 3’ of the Wordsworth quadrant safety improvements (being a residential speed management project for the quadrant as shown in the concept plan at Attachment A of the agenda report), to be funded from the Local Board Transport Capital Fund based on the rough estimate of $500,000. d) authorise installation of photo film wraps on two Exeloos units located at the Manurewa bus station and the Northcrest shops on Great South Road, themed using old photos from the area as depicted in Attachment B of the agenda report, to be funded from the Local Board Transport Capital Fund based on the firm estimate of $10,500 + GST each ($21,000 + GST total). e) request Auckland Transport to provide a rough order of costs for the installation of new bus shelters at the following bus stops: i) Stop 2125 – 123 Weymouth Road ii) Stop 2276 – 2 Riverton Drive iii) Stop 6796 – Wattle Farm Road (opposite Ranger Place) iv) Stop 2314 – 4 Turnberry Drive v) Stop 2273 – 59 Browns Road vi) Stop 2178 – 96 Browns Road vii) Stop 2171 – opposite 98 Browns Road viii) Stop 6383 – 41 Redoubt Road ix) Stop 2457 – 99 Shifnal Drive. f) note that the deaths and serious injuries recorded in the Manurewa Local Board area in 2017 were the highest of any urban local board area g) request that Auckland Transport partner with the local board in providing investment into the road safety improvements at Wordsworth Quadrant so that the Christmas and Jellicoe Quadrants can be progressed.

Resolution number MR/2018/183 MOVED by Member J Allan, seconded by Member S Colcord: That the Manurewa Local Board: a) adopt the Healthy Environments Events Principles in Attachment A and A Guide to Creating a Health Promoting Event in Attachment B for use at Auckland Council funded or delivered events in the Manurewa Local Board area commencing in the 2018/2019 events season. b) endorse leisure centres as the second priority area for the Healthy Environments Framework and request Healthy Families Manukau Manurewa-Papakura to work with the Parks, Sport and Recreation department to investigate how leisure centres can become healthier environments. |

Resolution number MR/2018/184 MOVED by Chairperson A Dalton, seconded by Member DP Pizzini: That the Manurewa Local Board: a) endorse its feedback on the draft Code of Conduct attached to this report as follows: i) support the proposal to replace the independent review panel with a Conduct Commissioner ii) support the principle of limiting political involvement in determining complaints iii) support the proposed addition of providing professional development as a sanction for breaching the code iv) support the proposal for elected members to receive advice on conflict of interest complaints from Legal Services or Audit and Risk v) generally support the proposed access to information protocol, but do not support the proposed use of the Audit and Risk Committee to review decisions by the Chief Executive. The board considers that this is not consistent with the principle of limiting political involvement in decisions. |

Resolution number MR/2018/185 MOVED by Chairperson A Dalton, seconded by Member DP Pizzini: That the Manurewa Local Board: a) endorse the draft Facility Partnerships Policy with the following feedback: i) request consideration of the complexity within culturally and economically diverse communities when developing and applying regional policy and impacts on equity ii) question where the Council Controlled Organisations (CCOs) fit within the application of this policy iii) support commercial activities that are appropriate to the immediate community and complimentary to the purpose of the facility iv) support the Lead Relationship Broker Position and recommend they are funded via the Long-term Plan v) recommend local board grant funding is not considered available to fund the implementation of this policy (paragraph 39 of the report entitled Draft Facility Partnership Policy) vi) acknowledge and support Māori feedback as detailed in Appendix C of the agenda report, pages 127 – 129. |
