Chairperson Mulholland opened the meeting and welcomed everyone present.
Resolution number WH/2018/105 MOVED by Chairperson T Mulholland, seconded by Deputy Chairperson S Zhu: That the Whau Local Board: a) accept the apologies from member Derek Battersby and member Te’eva Matafai for absence. |
Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

Resolution number WH/2018/109 MOVED by Deputy Chairperson S Zhu, seconded by Member D Whitley: That the Whau Local Board: a) request Auckland Transport to prepare a Rough Order of Cost for renewal and replacement of the Avondale town centre footpath pavers and streetscape items on the main road (Great North Road) as part of an overall streetscape improvement project. b) note its disagreement with the Auckland Transport’s recommendation around parking restriction issue at St Georges Road and request further investigation by Auckland Transport of possible options and report back to the board. |

Resolution number WH/2018/111 MOVED by Member D Macdonald, seconded by Member D Whitley: That the Whau Local Board: a) approve the wider public notification calling for expressions of interest to lease the Auckland Council owned clubrooms and two garage spaces being a total area of 122m² (more or less) but with a building footprint of 82m² (more or less) (Attachment A) located on Eastdale Reserve, 33-37 Eastdale Road, Avondale. |

Resolution number WH/2018/112 MOVED by Chairperson T Mulholland, seconded by Member D Macdonald: That the Whau Local Board: a) agree the following allocations for the Whau Quick Response Round One 2018/2019 applications as outlined in Table One: Table One: Whau Quick Response Grants Round One 2018/2019 applications
b) note that Silver Fern Motor Sport Charitable Trust (LG1921-102) have notified the board that in light of reduced amount of approved funding in September funding round (round one of Whau Local Grants), the programme will be delivered to a reduced number of participants (from 25 to 10). |

Resolution number WH/2018/115 MOVED by Member D Whitley, seconded by Deputy Chairperson S Zhu: That the Whau Local Board: a) provide its feedback on the draft Code of Conduct in Attachment of the agenda report as below: i) support the added principles approach to Auckland Council’s Code of Conduct. ii) support the more clear and transparent approach to the Code and considers that the material breaches section is useful as it sets out what constitutes a material breach, however the Board believes that this section could do with more refinement to ensure members are 100 per cent clear on what constitutes a material breach of the Code. iii) support the new complaints process and the clarity of the roles of the Investigator, Conduct Commissioner and Mediators and supports the move to minimise political involvement in the complaints process. iv) support the independent nature of investigating proposed complaints but considers that the Code should include support for elected members through the complaints process, so members understand the process and can seek advice on how to best engage in the process. v) support the principle in the Code that the concepts of natural justice and fairness will apply in determination of any complaints under the Code. |
