Recipients of AIMES Awards (Arts, Innovation, Music, Education, Sport and Service to the Community) |

The AIMES awards are provided by the North Harbour Club and Charitable Trust to outstanding young people, aged 10 to 25, who are achieving excellence in the following areas: · arts · innovation · music · education · sport · service to the community.
Since the North Harbour Club’s inception in 1995 over $2 million worth of AIMES awards grants have been made making the club one of the largest donors to individuals in New Zealand.

Resolution number DT/2018/189 MOVED by Deputy Chairperson G Gillon, seconded by Chairperson G Wood: That the Devonport-Takapuna Local Board: a) support the proposed online voting trial for the 2019 local body elections as described within the agenda report, on the condition that the following risks and issues are addressed and mitigated as much as possible:
i) ensuring the secrecy of the ballot and minimising the influence of ‘family pressure’ as much as possible ii) taking proactive steps to ensure that the risk of electoral fraud in minimised as much as possible iii) ensuring that sufficient verification processes and procedures are in place to enable efficient vote recalculation as required, such as in the event of judicial review or recount iv) ensuring the process is simplified and streamlined as much as possible to reduce the risk of invalid votes being cast v) ensuring the technology in place to support online voting is as robust as possible in order to protect against the risk of system failure vi) taking proactive steps to ensure the legitimacy of the election to create and instil voter trust and confidence in the system.

Resolution number DT/2018/195 MOVED by Chairperson G Wood, seconded by Deputy Chairperson G Gillon: That the Devonport-Takapuna Local Board: a) adopt the Devonport Takapuna Strategic Play and Sunsmart Provision Assessment 2018 as set out in Attachment A, to inform the improvement of network play experiences and shade provision at playgrounds.

Funding food scraps collection service through a targeted rate |

Theresa Pearce, Relationship Advisor, George Fietje, Resource Recovery Manager Waste Solutions and Sophien Brockbank, Team Leader Strategic Planning Waste Solutions were in attendance to address the board in support of this item.
A supplementary memo was tabled by staff in relation to the food scraps trial collection service and levy targeted rate.

Resolution number DT/2018/197 MOVED by Chairperson G Wood, seconded by Deputy Chairperson G Gillon: That the Devonport-Takapuna Local Board: a) support option one to continue to deliver the food scrap collection service to households within the trial area funded through the existing waste levy.
b) does not support option two to consult in the 2019/2020 annual plan on providing a food scrap collection service to households in the trial area by levying a targeted rate of $67 per annum and all households within the trial area to fund this.
c) receive the supplementary memo provided by staff in relation to the food scraps trial collection service and levy targeted rate.
d) note that majority of submitters from the local board area did not support the food waste targeted rate when the matter was consulted upon as part of the 2018 -2028 10-year budget.
e) request that there be greater emphasis placed on the use of worm farms and composting to manage food scrap waste.
f) request that the Governing Body make a submission to Central Government to increase the waste minimisation levy to help fund their programme.

Resolution number DT/2018/198 MOVED by Chairperson G Wood, seconded by Member J O'Connor: That the Devonport-Takapuna Local Board: a) support the proposed topics for inclusion in the Auckland Water Strategy as articulated within Attachment A to the agenda report. b) note that local board feedback on proposed topics for inclusion in the Auckland Water Strategy will be included in a report to the Environmental and Community Committee in December 2018, seeking approval of the draft Auckland Water Strategy discussion document for public consultation in early 2019. c) request that Auckland Council and its Council-Controlled Organisations take active measures to reduce the amount of storm water discharge into the Devonport-Takapuna local board lakes, beaches, parks and reserves.

Resolution number DT/2018/199 MOVED by Deputy Chairperson G Gillon, seconded by Member J McKenzie: That the Devonport-Takapuna Local Board: a) receive a summary of consultation feedback from Devonport-Takapuna residents on the Proposed Auckland Regional Pest Management Plan. b) provide feedback on the recommended changes to the Proposed Regional Pest Management Plan based on consultation feedback as follows: i. request that carp and eel grass be considered fresh water pests in the Regional Pest Management Plan.
ii. does not support the proposed plan to eradicate wallabies from Kawau Island.

Resolution number DT/2018/201 MOVED by Member M Cohen, seconded by Member M Sheehy: That the Devonport-Takapuna Local Board: a) approve iwi consultation and public notification of Auckland Council’s intention to grant a community lease and licence to The Lake House Trust for Part Lot 2 DP 61305 at Barrys Point Reserve, Takapuna (Attachment A). b) delegate to the Devonport-Takapuna Local Board Chair to appoint a panel to consider, if required, submissions or objections received and for the panel to make a decision; c) grant subject to there being no objections or objections received being resolved, a new lease to The Lake House Trust for the areas marked A and B being 1020m2 (more or less) on Part Lot 2 DP 61305 at Barrys Point Reserve, Takapuna on the following terms and conditions: i) Term – 10 (ten) years commencing from the date of final approval by the Minister of Conservation (or her delegate) with two 10 (ten) year right of renewal ii) Rent - $1.00 plus GST per annum if requested; d) grant subject to there being no objections, or objections received being resolved, a community licence to The Lake House Trust for 8,226m2 (more or less) on Part Lot 2 DP 61305 at Barrys Point Reserve, Takapuna on the following terms and conditions: i) Term – 10 (ten) years commencing from the date of final approval by the Minister of Conservation (or her delegate) with two 10 (ten) year right of renewal ii) Rent - $1.00 plus GST per annum if requested; e) all other terms and conditions in accord with the Auckland Council Community Occupancy Guidelines July 2012 and the Reserves Act 1977.

Resolution number DT/2018/202 MOVED by Deputy Chairperson G Gillon, seconded by Member M Cohen: That the Devonport-Takapuna Local Board: a) provide the following feedback on the draft Contributions Policy 2019:
i. Cost of development contributions: a. support the intent of the proposed draft Contributions Policy, as it places the burden of funding development onto those actors whose developments will impact the most on creating future demand on the infrastructure network (‘exacerbator pays’ principle).
b. support the proposed increase in the average urban Development Contribution price from $21,000 to $26,000 excluding GST
c. note concern that the level of development contribution paid by developers may not be high enough to recover the actual cost of growth infrastructure projects.
d. consider that more accurate scoping of growth projects would show a higher cost, and that the rate of development contributions should probably be higher in order to recover those costs.
ii. Unit of demand factors: a. support the principle that the cost of growth needs to lie where it is triggered.
b. support development types that place higher demand on infrastructure paying higher development contributions.
c. note concern that the demand placed on infrastructure by residential development has been undervalued, and do not support development contribution prices for these development types decreasing.
d. support the reduction of the transport component for residential dwellings
iii. Extending the timeframe for payment: a. note concern that the deferred payment schedule proposed for residential use and single residential consents that contain five or more dwelling units, creates potential for default that is not present under the current Contributions Policy.
b. note that the developer is responsible for payment of development contributions before the Code of Compliance Certificate is issued.
c. request that consideration be given to the cost of the new proposed extended credit on the Development Contributions be paid by the developer
iv. Other considerations: a. support further definition of catchments to ensure that growth funded infrastructure is reinvested to where contributions are being collected, which relates to the new and changed funding areas noted in the draft Contributions Policy.
b. note concern about the impact on potential future retail developments, and support further work on the unit of demand factors so the impacts on developments are more accurately understood.

Resolution number DT/2018/203 MOVED by Chairperson G Wood, seconded by Member J McKenzie: That the Devonport-Takapuna Local Board: a) request to see a more positive process and activity by Auckland Transport to control weeds that are rampant at present in the road reserve areas across the Devonport-Takapuna local board area.
b) request that the matter of inaction in relation to weed management (including the attached photographs of the current problems) be reported to the CEO of Auckland Transport.
c) delegate to the chair to write to Auckland Transport advising that the board fully support the actions to advise Watercare Services Limited that in future they must follow the protocols in relation to advertising road works on the Auckland Transport website.
d) receive the memo seeking feedback on the Natural Environment Targeted Rate and delegates responsibility to Chairperson G Wood to provide the feedback on behalf of the local board.
e) note the proposed changes to the Auckland Unitary Plan Special Character Areas Overlay – Residential, and request an update so that the Local Board can be advised of the changes and the impact to the area.

Resolution number DT/2018/204 MOVED by Member M Cohen, seconded by Deputy Chairperson G Gillon: That the Devonport-Takapuna Local Board: a) receive and thank Member M Cohen for his written report.
b) request that the Governing Body urgently recognise the lack of sunshade protection in Council playgrounds which presents a health and safety issues especially for the very young.
c) request that the Governing Body sufficiently fund renewed and new Council playground projects to sufficiently identify and address the need sun protection in the short and long term.
d) request that in addition to sun shades, Council prioritise investment in the planting of deciduous trees in council’s playgrounds to provide a long term shade solution.
