Resolution number FR/2018/179 MOVED by Deputy Chairperson A Baker, seconded by Chairperson A Fulljames: That the Franklin Local Board: a) acknowledge Alison Farrell, who started with the Pukekohe Borough Council in 1985, worked for the Franklin Borough Council, and has been with Auckland Council since 2010. She is the second longest serving member of the local council staff.

Denise Moyle from the Kawakawa Bay Community Association was in attendance to address the Franklin Local Board regarding cottonwood trees in Kawakawa Bay and to present the petition. Petition Request:
“We, the residents of Cottonwood Place and Ferndale Drive, Kawakawa Bay, petition the Auckland City Council to remove the cottonwood trees growing on the island on the corner of Cottonwood Place and Ferndale Drive, Kawakawa Bay and plant something smaller in its place”.
The petition was provided. A copy has been placed on the official minutes.

Resolution number FR/2018/184 MOVED by Deputy Chairperson A Baker, seconded by Member A Cole: That the Franklin Local Board: a) receive the Panuku Development Auckland Local Board update for 1 April to 30 September 2018. b) acknowledge the inclusion of Pukekohe as an Unlock location and thank Panuku Development Auckland and the Planning Committee for their support; c) look forward to working collaboratively with Panuku Development Auckland in a partnership approach to Pukekohe town centre development.

Resolution number FR/2018/186 MOVED by Member A Cole, seconded by Member N Kloeten: That the Franklin Local Board: a) supports the four focus areas of the Regional Public Transport Plan 2018-2028 (the Plan). b) welcomes the following elements of the Plan: i. the emphasis on customer experience, embedded within the vision, objectives and policies; ii. the references to the role of public transport in supporting local place making; iii. proposed policy 1.2B on the coverage of public transport services beyond the RTN/FTN/Connector network, in particular to the rural township communities; iv. proposed policy 1.3B on investigating the feasibility, costs and funding options for an extension of regular train services beyond Pukekohe, to the townships in north Waikato; v. proposed policy 1.4A on the early provision of services for greenfield areas; vi. proposed policy 2.7A on the opportunities for public transport infrastructure to support broader social, environmental and economic outcomes; vii. proposed policy 6.4A on identifying appropriate public transport services and facilities for rural areas. c) requests inclusion of a reference to Local Board Plans in the Plan at Appendix 1 (policy context). d) supports the proposed ‘non-discretionary’ improvements to bus services in the following areas: i. Beachlands-Maraetai and the new linkages with Pine Harbour ferry sailings; ii. Drury to Papakura via Opaheke and extension to the Auranga greenfield development; iii. Clarks Beach to Papakura, via Kingseat and requests that the service be brought forward in parallel with development of the Clarks Beach special housing area, rather than the proposed commencement date of 2028; iv. enhanced frequency on the Pukekohe loop services and on the connecting services with Waiuku and requests an immediate review of current routes and investigation of enhanced services to coincide with the electrification of the Papakura to Pukekohe section of the main rail line. e) confirms our support for the airport to Botany Rapid Transit Network as a priority, ahead of light rail. f) supports the Papakura Park and Ride development in the first three years g) supports the use of electronic monitors in buses to enhance the customer experience of communicating route location, current affairs and general information (this could be further enhanced with local messages and promotions linking to Our Auckland) h) supports the provision of free WiFi on all public transport services as an incentive to use and to enhance the customer experience. i) requests that consideration be given to a peak time feeder bus service from Clevedon to the Papakura train station, towards the end of the ten-year Plan period, to alleviate pressure on train and ferry park and ride facilities as Clevedon growth is delivered. j) requests that consideration be given to the introduction of weekend services on the Pine Harbour ferry to Downtown route at an earlier date, rather than as a ‘ten-year aspiration’.
k) requests an investigation of the opportunities and options for the introduction of a Manukau Harbour ferry crossing. l) supports the proposed enhancements to Puhinui interchange and improved public transport services to the airport from southern and eastern areas of Auckland. m) confirms our support for the continued gating programme for rail stations and any other public safety initiatives. n) requests provision of bus stops along Linwood Road, from Kingseat to Hingaia, as part of the proposed Clarkes Beach services. o) requests that transit lanes be provided on rural arterial routes serving the rural growth areas (eg Hingaia Road, Linwood Road, Karaka, Whitford-Maraetai). p) requests consideration for the purchase of hybrid EMU’s to provide cost-effective capacity for the extension of services without massive infrastructure investment to the North Waikato, north-west Auckland and Glenbrook. |
