The Chairperson welcomed those present and Member Brady led the meeting in a karakia.

4	Consideration of submissions on the Harbourview-Orangihina Park Masterplan
	The following submitters spoke in support of their presentation: Melanie Dixon addressed the hearings panel on behalf of Bike Te Atatu in support of their submission. Chris Burton addressed the hearings panel on behalf of Community Waitakere and tabled further information. Gerald Rowan addressed the hearings panel in support of his submission. Mate Marinovich addressed the hearings panel on behalf of Waitakere Grey Power as a late submission. Diane Taylor addressed the hearings panel in support of her submission. Trina Smith addressed the hearings panel on behalf of Birds New Zealand and tabled further information.
	The meeting adjourned at 11.35am and reconvened at 11.45am. Member Matt Grey was present when the hearing reconvened.
	Kent Xie addressed the hearings panel on behalf of Forest & Bird Motu Manawa Restoration Group. Michael Coote addressed the hearings panel on behalf of Friends of Harbourview.
	The meeting adjourned at 12.36pm and reconvened at 12.50pm.
	Michael Coote continued his address. John Fawcett addressed the hearings panel in support of his submission. Gary Osborne addressed the hearings panel in support of his submission and tabled further information. Jim Wood addressed the hearing as a witness. Elizabeth Grimmer addressed the hearings panel in support of her submission. Ian Wood addressed the hearings panel in support of his submission.
	The meeting adjourned at 1.57pm and reconvened at 2.02pm.
	Ian Wood continued his address. Derek Reeve addressed the hearings panel in support of his submission.
	Note:   A copy of the tabled documents have been placed on the file copy of the minutes and can be viewed on the Auckland Council website.
	The hearing adjourned at 2.18pm and reconvened in a closed session for deliberations at 2.35pm.  Following the deliberation, this matter will be reported to the Henderson-Massey Local Board in early 2019.
	Resolution number HM/2018/192 MOVED by Chairperson S Henderson, seconded by Deputy Chairperson P Chan: That the Henderson-Massey Local Board: a)      receive the summary of submissions and resulting staff recommendations on the draft Harbourview-Orangihina Park Masterplan. b)      hear submitters who have indicated they wish to speak to their submission. b)      receive the late submission from Waitakere Grey Power. c)      thank all submitters for their attendance and presentations. d)      direct staff to make amendments to the draft Harbourview-Orangihina Park Masterplan and report back to the Henderson-Massey Local Board meeting in 2019. e)      note that staff will undertake further consultation with mana whenua, if so requested by iwi, on the revised draft Harbourview-Orangihina Park Masterplan and report back to the local board any further changes proposed. CARRIED
