3          Declaration of Interest

 

Deputy Chair Robertson and Member Autagavaia declared a conflict of interest in item 18  Ōtara-Papatoetoe Quick Response Round Two 2018/2019 grant applications.

The Deputy Chair acknowledged the work, commitment and dedication that made the recent Papatoetoe Santa Parade very sucessful.

 

 

Kaumatua Bobby Clarke:

The Otara-Papatoetoe Local Board acknowledges the passing of local kaumatua Bobbly Clarke.  Tāmaki Makaurau lost a loved Māori leader with the death of Te Akitai kaumātua Bobby Clarke in November 2018.

Mr Clarke was a member of a close-knit group of kaumātua who were available to meet the cultural obligations of mana whenua, including blessing the opening of new buildings.  Matua Bobby helped the local board to officiate many formal occasions such as the ANZAC Day memorial services and the Citizenship ceremonies.

He was a gentle, mild mannered kaumatua who will be missed by our local board and community.

 

 

Lemalu Andrew Fredrick Pouniu

The Otara-Papatoetoe Local Board acknowledges the passing of a son of Papatoetoe who served his community as a youth leader, teacher and Deputy Principal. 

Andrew was born and grew up in Papatoetoe where he attended Aorere College and worshipped at St Martins Church. He was a school and youth leader and played the piano in many church services. After graduating from his tertiary studies, Andrew returned to teach in Papatoetoe and became the Deputy Principal at Papatoetoe West Primary school before leaving to take up a position as Deputy Principal in Palmerston North. 

He passed away surrounded by loving aiga on Monday 19 November 2018, aged 38 years old. Dearly loved soulmate of Nat, loving father of Vilisoni, loved son of Viliamu and Lusia. He will be greatly missed by all of his aiga and friends and the Papatoetoe community.

 

 

Otara Sports Awards Hall of Fame Inductees 2018 - Monique Hirovanaa, Brett and Mark Leaver

The local board acknowledges the three accomplished New Zealand athletes from Otara who were inducted into the Hall of Fame at the 2018 Ōtara Sports Awards on Saturday 1 December at Kia Aroha College.

Brothers Brett and Mark Leaver, both former Black Sticks, alongside former Black Fern Monique Hirovanaa, each received a lifetime achievement award before being inducted into the Hall of Fame.

Monique Hirovanaa played for the Black Ferns for 24 test matches and was named the World Rugby Women's Player of the Year in 2002. Brett Leaver and Mark Leaver played 157 and 42 times respectively for the NZ Mens Black Sticks hockey side between 1991 and 2002.

The local board would also like to acknowledge the organisers for a wonderful awards evening.

New community lease - PHAB Association (Auckland) Incorporated - Allan Brewster Centre, Tavern Lane, Papatoetoe

 

Resolution number OP/2018/236

MOVED by Chairperson L Fuli, seconded by Member M Gush:  

That the Ōtara-Papatoetoe Local Board:

a)      note the public notification and iwi engagement of an intention to grant a lease for the area marked “C” on Attachment A, at the Allan Brewster Centre, Stadium Reserve, Tavern Lane, Papatoetoe.

b)      appoint a hearings panel consisting of Chair Lotu Fuli and member Trenberth and one alternate member Gush to consider any submissions or objections received following the public notification and for the panel to make a decision.

c)      grant, under section 138 of the Local Government Act 2002, subject to the resolution of any objections to the lease, a new community lease to PHAB Association (Auckland) Incorporated for the room marked “C” on Attachment A, an area of 130 square meters (more or less) being Part Lot 29 Deposited Plan 7551 (3356 m2) NA394/126 (Part-Cancelled), subject to the following conditions:

i)       term – five (5) years commencing 1 February 2019 with a single five-year right-of-renewal and a final expiry on 31 January 2029

ii)      rent – one dollar ($1.00) plus GST per annum, if requested

iii)     rent review date – on renewal

iv)     permitted use – for the operation and in accordance with the objectives of PHAB Pasifika

v)      the approved community outcomes plan (Attachment B), to be included in the deed of lease as Schedule 3

vi)     all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012 and the Local Government Act 2002.

d)       seek clarification and report back on the proposed operational charge of three thousand, two hundred and fifty dollars ($3,250) (plus GST) per annum.

b)      approve the Community Centre Management Contract for Service, for a term of three years, from 1 July 2019, for $46,084 per annum, annually adjusted for inflation.

a)      agree to hold two Have Your Say events in the local board area during the Annual Budget 2019/2020 consultation period:

·         Service Providers Hui- Ōtara on Tuesday 5 March 2019

·         Community Hui- Papatoetoe on Tuesday 12 March 2019

b)      delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the Annual Budget 2019/2020.

i)       local board members and chairperson

ii)      General Manager Local Board Services, Local Board Relationship Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

iii)     any additional staff approved by the General Manager Local Board Services or the Chief Financial Officer.         

c)      adopt Attachment A: local content for consultation and Attachment B: local supporting information for consultation.

d)      delegate authority to the local board chair to approve any final changes required following review by the council’s legal team of the consultation content of the Annual Budget 2019/2020 prior to publication, including online consultation content.
