9.1

Public Forum – Oakland Residents Group - Freedom Camping

 

Paula Edie tabled a petition on behalf of the Oakland Residents Group requesting freedom camping be prohibited from Bottletop Bay.  She also tabled photographs to support her presentation.  A copy of these documents can be found on the Auckland Council website as an attachment to the minutes.

That the Papakura Local Board:

a)      thank Paula Edie from the Oakland Residents Group for her presentation on freedom camping.

b)        receive the petition from the Oakland Residents Group, requesting freedom camping be prohibited at Bottletop Bay.

c)         encourage the Oakland residents Group to put in a formal submission to the Proposed Freedom Camping in Vehicles Bylaw, which closes on 18 February 2019.

d)        request Auckland Transport review the road surface erosion and council staff investigate the coastal erosion at Bottletop Bay.

Auckland Transport December 2018 report to the Papakura Local Board

That the Papakura Local Board:

a)         receive the Auckland Transport December 2018 report to the Papakura Local Board.

b)        request Auckland Transport, at its own cost, install a sign or plaque at the Takaanini Station on both sides of the platform shelter, ensuring appropriate consultation is undertaken with Te Ākitai Waiohua.

c)         reiterate the local board’s expectation that the Papakura Park and Ride will be a multi storey facility as recorded in the Regional Land Transport Plan with at least 300 car parks.

d)        request Auckland Transport to agree a scope and methodology for the Parking Study with the Papakura Local Board before commencing the work.

Local Board Transport Capital Fund December report to the Papakura Local Board

That the Papakura Local Board:

a)      allocate $249,606 from the Auckland Transport Local Board Transport Capital Fund to construct a 3 metre wide shared path and provide additional lighting through Central Park linking the Papakura Station via Railway Street West to King Edward Avenue.

Takanini Community Hub Concept Plan

a)      approve the Takanini Community Hub Concept Plan as detailed in Attachment D to the report entitled “Takanini Hub Concept Plan”.

Development of pocket parks within the Waiata Shores development

 

Resolution number PPK/2018/217

MOVED by Member MV Turner, seconded by Deputy Chairperson F Auva'a:  

That the Papakura Local Board:

a)      approve the detailed landscape design for the development of pocket parks 1 and 2 as shown in Attachment A of the report entitled “Development of pocket parks within the Waiata Shores development” (identified as Lot 90 and 91 and lot 134 respectively on approved scheme plan “Overall subdivision Plan of Pt Lot DP26562, Lots 1-2 DP 47559 Section 7 & 23 BLK XIV Otahuhu”, revision 14, prepared by Harrison Grierson, dated 22.09.17 for resource consent LUC60135619-E).

b)      delegate the detailed landscape design of the two remaining pocket parks (3 and 4) in the development to the General Manager Parks, Sport and Recreation noting that they will be designed to the same quality as parks 1 and 2 above.

c)      note that due to the nature of the detailed design, the developer’s contribution of $25,000 is expected to cover 2.5 years of maintenance for the four parks and that future maintenance costs for all four parks will be funded through the council’s general maintenance budget.

d)      express surprise at the degree of change for the maintenance cost from the original estimate in 2017 of $3,500 per annum to maintain all four parks, to the current estimate of maintenance costs being anywhere between $6,310 and $27,876 per annum, noting that if the actual maintenance cost was to be toward the upper end of the estimate, the developer’s contribution will not cover even one year of maintenance for the four parks.

Amendment to the Papakura Youth Council Terms of Reference

Annual Budget 2019/2020 consultation

That the Papakura Local Board:

a)      agree, subject to approval by the Governing Body, to hold the following Have Your Say event in the local board area during the Annual Budget 2019/2020 consultation period:

i)             Wednesday 13 March 2019, 5pm at the Papakura Library

b)      delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the Annual Budget 2019/2020.

i)       local board members and chairperson

ii)      General Manager Local Board Services, Local Board Relationship Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor

iii)     any additional staff approved by the General Manager Local Board Services or the Chief Financial Officer.         

c)      adopt Attachment A: local content for consultation and Attachment B: local supporting information for consultation as attached to the report entitled “Annual Budget 2019/2020 consultation”.

d)      delegate authority to the local board chair to approve any final changes required following review by the council’s legal team of the consultation content of the Annual Budget 2019/2020 prior to publication, including online consultation content.
