Proposed Regional Public Transport Plan

Resolution number RODTP/2018/51

MOVED by Member P Pirrie, seconded by Member T Berger:  

That the Rodney Local Board Transport, Infrastructure and Environment Committee:

a)        express concern over a lack of ‘regional’ focus within the Regional Public Transport Plan, noting that rural parts of the region have not been significantly captured in diagrams and text within the document;

b)        note that Rodney’s growing townships should have the same choices for quality public transport as the rest of Auckland and that significant growth areas within Rodney (such as Kumeu, Helensville, Dairy Flat and Warkworth) will require significant increases in viable public transport options over the next ten years;

c)        note that many communities outside of metropolitan areas have limited safe and accessible transport choices to/in their local area;

d)        note that bus services to/in to Helensville, Riverhead and Wellsford (being introduced early 2019) referred to in the Regional Public Transport Plan are funded as part of the Rodney Transport Targeted Rate;

e)        request that Rodney Transport Targeted Rate funded bus services be included in the wider public transport budget as soon as potentially viable in order to reinvest targeted rate funds into further transport needs within Rodney; targeted rate funded bus services include:

i)          new bus service from Wellsford to Warkworth

ii)         new bus service from Helensville to Silverdale (via Kaukapakapa)

iii)       new bus service from Westgate to Albany (via Riverhead and Coatesville)

iv)       new bus service from Huapai to Albany

v)         additional bus services on Route 122 Huapai/Kumeu to Westgate

f)         support continuing the development of the Rapid Transport Network (RTN), specifically City Centre-Northwest Light Rail;

g)        note that City Centre-Northwest Light Rail should enable increased public transport services as a commuter service to Kumeu and Waimauku;

h)        provides the following feedback on specific aspects of the focus areas of the Regional Public Transport Plan:

Expanding and enhancing rapid and frequent networks

·         Support busway to Albany and Rosedale station as a key project within the rapid and frequent networks.

·         Support City Centre-Northwest Light Rail/RTN, following motorway alignment.

o   Suggest Kumeu as a Light Rail destination to cater for current and projected growth.

 

·         Supports the aspirational plans for the Rapid Transport Network and Frequent Transport Network extending to Kumeu and Silverdale as noted in the plan as soon as possible to cater for current and projected growth.

Improving customer access to public transport

·         Support investment and use of park and ride services to connect communities to public transport in places where walking and cycling are not appropriate noting that the current provision of 1900 carparks is completely inadequate to cater for current and planned growth.

·         Support improving pedestrian safety and wayfinding improvements around public transport infrastructure including crossings, lighting and CCTV.

·         Support providing bikes on rural services

·         Support measures to address real and perceived road and personal safety (being and feeling safe) concerns regarding walking and cycling within the road corridor.

·         Support the aspiration to improve the safety, security and convenience of access around rapid transport network stations as part of a funded walking and cycling programme.

·         Support engagement at the local level to understand how public transport can assist local communities to design and realise placemaking aspirations as well as identifying and removing barriers in first and last leg access to public transport.

·         Support Auckland Transport working with local boards to better meet community expectations.

·         Note that investigation of pricing models for park and ride facilities should account for location of the facility (rural/urban) and the availability of public transport feeder options to and from the facility.

Improving Maori responsiveness

·         Support the use of Te Reo on signage and audio announcements throughout the public transport network.

·         Support partnering with iwi is an opportunity to connect Māori communities with their marae or wahi tapu (places of cultural significance) in areas that are difficult to service with conventional public transport.

·         Support opportunities to investigate Māori and local community employment and business development opportunities through social procurement and partnering opportunities.

Harnessing emerging technologies

·         Note interest in on-demand dynamic-route trails in first and last leg connections to public transport in areas where there is little alternative access and/or low-demand areas where traditional public transport services may not be viable.

i)    request a workshop with Auckland Transport within the 2018/2019 financial year to further understand their investigation, trial and implementation of appropriate publicly subsidised on-demand, dynamic-routing services;

j)   request a workshop with Auckland Transport to discuss the scope and parameters of the Auckland Future Ferry Strategy;

k)  advocate to Auckland Transport and the Governing Body for additional investment to enable viable public transport choices for communities throughout Rodney.

A change of Road Name in the Fulton Hogan Land Development Ltd Subdivision at 17 Old Pine Valley Road, Silverdale

That the Rodney Local Board Transport, Infrastructure and Environment Committee:

a)      revoke part of resolution RODTP/2018/44 dated 18 October 2018 which reads as follows:

approve the new road name …Carthy Road…for the Fulton Hogan Land Development Limited subdivision at 17 Old Pine Valley Road, Silverdale in accordance with section 319(1)(j) of the Local Government Act 1974

and replace it with:

approve the new road name …Carthey Road…for the Fulton Hogan Land Development Limited subdivision at 17 Old Pine Valley Road, Silverdale in accordance with section 319(1)(j) of the Local Government Act 1974

as shown as Attachments A and B to the agenda report.
