Minutes of a meeting of the Whau Local Board held in the Whau Local Board Office, 31 Totara Avenue, New Lynn on Wednesday, 12 December 2018 at 6.00pm.

Chairperson Mulholland opened the meeting and welcomed everyone present.
Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

Ladi Ajayi was in attendance to address the local board asking for the return of football tournament back to Riversdale Reserve in Avondale. A copy of signed petition along with supporting document was tabled at the meeting. A copy signed petition has been placed on the official minutes and copy of supporting document has been placed on the official minutes and is available on the Auckland Council website. |

Kerry Allan and Lynette Adams from Sport Waitakere were in attendance and provided an overview of Healthy Families Waitakere to the board and introduced the Healthy Environments framework (developed in partnership with Healthy Families Manukau, Manurewa – Papakura and Auckland Regional Public Health Service). A document with overview of the Healthy Families Waitakere and the Healthy Environments Framework Project was tabled and a PowerPoint presentation was provided; copies of the tabled document and the presentation have been placed on the official minutes and are available on the Auckland Council website.

Resolution number WH/2018/141 MOVED by Deputy Chairperson S Zhu, seconded by Member C Farmer: That the Whau Local Board: a) approve Korowha Place as the name for the new private road created by way of subdivision at 30 & 30A Links Road, New Lynn, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references LUC-2011-1362 (LUC60014222) & SUB-2016-1166 (SUB60039170). |

Resolution number WH/2018/142 MOVED by Member D Battersby, seconded by Member C Farmer: That the Whau Local Board: a) agree, subject to approval by the Governing Body, to hold the following Have Your Say event in the local board area during the Annual Budget 2019/2020 consultation period: i) Annual Budget 2019/2020 Have your Say at the Public Forum section of the Whau Local Board Business Meeting scheduled for 6pm, 27 February 2019 in the Whau Local Board office, 31 Totara Avenue, New Lynn. b) delegate to the following elected members and staff the power and responsibility to hear from the public through “spoken (or New Zealand sign language) interaction” in relation to the local board agreement at the council’s public engagement events during the consultation period for the Annual Budget 2019/2020. i) local board members and chairperson. ii) General Manager Local Board Services, Local Board Relationship Manager, Local Board Senior Advisor, Local Board Advisor, Local Board Engagement Advisor. iii) any additional staff approved by the General Manager Local Board Services or the Chief Financial Officer. c) adopt Attachment A: local content for consultation and Attachment B: local supporting information of the agenda report for consultation. d) delegate authority to the local board chair to approve any final changes required following review by the council’s legal team of the consultation content of the Annual Budget 2019/2020 prior to publication, including online consultation content. |

Resolution number WH/2018/143 MOVED by Chairperson T Mulholland, seconded by Member D Battersby: That the Whau Local Board: a) provide the following feedback on the Regional Public Transport Plan focus areas: i) the Whau Local Board supports expanding and enhancing rapid and frequent transit networks, in particular where this enables mode shift away from single occupancy vehicles, noting increasing commute times for residents in the Whau; ii) the Whau Local Board supports increasing access to the rapid and frequent transit networks through improved walking and cycling connections, and through the construction of new park and ride facilities where required; iii) the Whau Local Board supports improving customer access to public transport through enhanced pedestrian and mobility access in town centres and around transport hubs; iv) the Whau Local Board supports improving customer access to public transport through improvements to the safety and amenity of transport hubs and the pedestrian links that provide access to the public transport network; v) the Whau Local Board supports improving customer access to public transport through provision of cycle storage facilities; vi) the Whau Local Board supports improving Māori responsiveness in respect of public transport; vii) the Whau Local Board supports harnessing emerging technologies to increase awareness of local transport links; and viii) the Whau Local Board supports harnessing emerging technologies to reduce CO2 emissions and reduce the impact of the public transport system on the environment. b) provide additional feedback on the following local specific interests: i) the Whau Local Board supports the expansion of the rapid transit network through the implementation of the proposed Northwest Rapid Transit Network and notes the need for as stop at Rosebank to support business commute and ease congestion for freight; ii) the Whau Local Board supports the construction of a new park and ride facility in the Whau, noting the current pressure for parking around Fruitvale, Avondale and in particular New Lynn stations; iii) the Whau Local Board requests that Auckland Transport investigate parking supply and demand in New Lynn that could be used by Auckland Transport or the private sector to develop a business case to respond to current and future demand; iv) the Whau Local Board supports the increased frequency of buses on key routes but notes the lack of layover capacity at New Lynn Interchange and urges Auckland Transport to address this growing issue; v) the Whau Local Board notes that work is underway to improve integration of bus and train timetables in New Lynn and reiterates the importance of this; and vi) the Whau Local Board notes that the completion of key walking and cycling routes including the Te Whau Pathway and the New Lynn to Avondale Shared Path will improve access to public transport hubs and have potential to increase public transport patronage. |

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.
