a)        acknowledges and congratulates the appointments of the 2018 New Year Honours in New Zealand as follows:

             i.             Sir Stephen Robert Tindall (KNZM) to be Knight Grand Companion of The New Zealand Order of Merit (GNZM) For services to business, the community, and the environment.

            ii.             Ms Carmel Miringa Fisher to be Companion of The New Zealand Order of Merit (CNZM) for services to business.

          iii.             Mrs  Andrée Elizabeth Talbot to be Companion of The New Zealand Order of Merit (CNZM) for services to the Plunket Society

          iv.             Mrs Joan Lardner-Rivlin (QSM) to be a Member of The New Zealand Order of Merit (MNZM) for services to seniors

            v.             Mrs Marilyn Anne Glover awarded the Queens Service Medal (QSM) for services to the community and education

          vi.             Ms Tracey Lyn Swanberg awarded the Queens Service Medal (QSM) for services to victims of domestic violence

a)        acknowledge and congratulate Wakatere Boating Club on its hosting of the 2019 OK Dinghy World Championships, where the club received a gold level clean regattas certification as awarded by Sailors for the Sea

a)       advise the Planning Committee that the private plan change request by Northcote RD1 Holdings Limited for Smales Farm should be accepted in terms of the Resource Management Act 1991.

a)         agree that Item No.14 -  2018/19 Local Economic Development Work Programme grants to Takapuna Beach, Devonport and Milford Business Associations be accorded precedence at this time.

2018/19 Local Economic Development Work Programme grants to Takapuna Beach, Devonport and Milford Business Associations

 

Resolution number DT/2019/11

MOVED by Chairperson G Wood, seconded by Deputy Chairperson G Gillon:  

That the Devonport-Takapuna Local Board:

a)            approve the delivery of the proposed initiatives and events by the local business associations in the 2018/19 Devonport-Takapuna Local Board’s Local Economic Development Work Programme Devonport described in Attachments A - D to the agenda report.

 

b)           approve the payment of the following grants:

i.          $38 000 to the Takapuna Beach Business Association

ii.         $25,000 to the Devonport Business Association

iii.        $10,000 to the Milford Business Association

iv.        $30,000 to the Takapuna Beach Business Association to deliver the Shore Coast Tourism Initiative in association with Devonport and Milford Business Associations.

 

c)            approves the reallocation of the $15,000 that was not required by the Milford Business Association to deliver the Christmas by the Lake 2018 event to the 2018/2019 Devonport-Takapuna Local Board contestable grant fund.

 

d)           request that the funding line items relating to the Milford, Takapuna Beach and Devonport business associations be assessed and discussed as part of the Devonport-Takapuna Local Board 2019/2020 work programme

Auckland Transport monthly update - February 2019

MOVED by Chairperson G Wood, seconded by Member M Cohen:   

That the Devonport-Takapuna Local Board:

a)           receive the Auckland Transport February 2019 monthly update report and thank Marilyn Nicholls for her presentation and attendance

 

b)           notes with concern the inconsistent low penalties for driving offences, with great potential for causing death or serious injury, of failing to stop at a red traffic light and driving at a speed in excess of the speed limit where the offence is detected by either a fixed or mobile camera device

 

c)        urges Auckland Transport to make strong representations to the appropriate authorities to ensure our infringement penalties, for driving offences, are more reflective of the seriousness of offences that are attributable to causing death and serious injury. (especially infringements for driving in excess of the speed limit, failing to stop at red traffic lights and failing to wear a seat belt)

 

d)        requests that Auckland Transport investigate and consider overseas and Australian examples of good practice in measures and equipment to improve the reaction time of drivers of vehicles when traffic lights turn green.

Feedback on draft Increasing Aucklanders’ participation in sport: Investment Plan 2019-2039

 

A printed power point presentation “Draft Sport Investment Plan - Public Consultation Feb-March 2019” was tabled.

MOVED by Member J McKenzie, seconded by Member M Sheehy:  

That the Devonport-Takapuna Local Board:

a)         delegate to Member Cohen, Deputy Chairperson Gillon and the Chairperson Wood to provide feedback on the draft Investment Plan 2019-2039, noting that

                      i.        Feedback will be presented to the March business meeting for consideration and endorsement; and

                    ii.        Local board feedback is required in order to inform regional decision-making by the Environment and Community Committee at its May meeting.

Memorial park bench application at Muritai Road end of Milford Beach

a)        approve land owner consent for a memorial plaque to be installed on a new park bench at Sunnynook Park to commemorate Hine Grindlay.

b)        requests Community Facilities to take urgent action to clean up the weeds infestation in O’Neil’s Point Cemetery.

 

c)           requests Community Facilities to inspect the quality of the workmanship in the renewal/repairs of the hoggin section of the path through Northboro Reserve and carry out remedial work as required

MOVED by Chairperson G Wood, seconded by Deputy Chairperson G Gillon:  

That the Devonport-Takapuna Local Board:

a)         receive the performance report for the financial quarter ending 1 October – 31 December 2018.

 

b)        that the Devonport-Takapuna Local Board notes with a sense of pride and pleasure the achievements in the delivery of projects in the period 1 October - 31 December 2019;

 

c)         note the construction of the renewal of the Windsor Park, Devonport playground in May 2019

 

d)           that the board notes that there are four projects that that have an amber or red status namely:

                i.             Barry's Point Reserve – development (Korean Gardens) (ID 2833);

 

               ii.             43 Vauxhall Road, Devonport - renew retaining wall (ID 1627);

 

              iii.             Claystore Heritage building - renew building structure & electricals - community workspace (ID 1635); and

 

              iv.             Devonport Yacht Club - renew wharf - King Edward Parade (ID 1638).

 

e)            that the Devonport-Takapuna Local Board members thank the board officers and council delivery teams for their diligence and hard work in delivering these excellent outcomes in the Devonport-Takapuna Local Board work programme
