4          Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

Heritage Evaluations

Purpose of the report

1.       To continue discussion with Heritage Advisory Panel members on the prioritisation of heritage evaluations.

Executive summary

2.       At its October meeting the Heritage Advisory Panel received a report on the process Auckland Council follows in determining which sites to evaluate for potential scheduling in the Unitary Plan. Staff were seeking feedback on the prioritisation process.

3.       There are more sites to evaluate than council has resources or time to consider. It is anticipated that there will be further plan changes with between 10 -15 sites evaluated. There will not be a plan change every year as time needs to be allocated for the hearings process.

4.       Additional resources and hence sites, can be evaluated where local boards provide additional funding. A recent example is where the Orakei Local Board provided funding. This project to evaluate additional sites has been undertaken with input from Remuera Heritage.

5.       Remuera Heritage will present on their views on the process so far.

Purpose of the report

1.       To update Heritage Advisory Panel members on the Heritage Counts publication.

Executive summary

2.       Late in December last year, David Bade – Specialist Built Heritage, presented a draft of the very first edition of Auckland’s Heritage Counts.

3.       This document is a collection of up-to-date statistics and research relating to Auckland’s heritage. Auckland’s Heritage Counts will be updated annually. Its main purpose is to raise awareness of heritage in Auckland including economic and social benefits.

Purpose of the report

1.       To update the Heritage Advisory Panel on issues relating to St James Hall, Mt Eden.

Executive summary

2.         In considering Auckland Council’s decision to reject the application to demolish the St James Hall, the Environment Court concluded unanimously (and reluctantly) that the hall should be demolished to avoid issues of public safety. The court was not convinced that there were any other alternatives that would render the building safe for use and occupation, and provide for public safety.  The court granted resource consent for the hall’s demolition, subject to conditions.

3.       In considering conditions, the court suggested that they address particular matters including salvaging heritage fabric (excluding the walls).

4.       Over the Christmas period, the hall was badly damaged by fire which has resulted in the loss of all but the front vestibule. As a result, council submitted to the court, that consideration of retention of the vestibule be given, as a condition of the consent.

5.       The court did not accept this position and decided that the remaining part of the hall be demolished.

6.       Rebecca Fogel -Team Leader, Built Heritage Implementation, will be in attendance to answer any questions.

3.       2019 Panel meetings: The following dates have been set for the 2019 Heritage Advisory Panel meetings.

·         Tuesday 26 February at 5.30pm

·         Tuesday 30 April at 5.30pm

·         Tuesday 25 June at 5.30pm

·         Tuesday 27 August at 5.30pm

4.       Plan Change 7: The Commissioners decision on Plan Change 7 has been released. Plan Change 7 added 48 sites to the Unitary Plan Heritage schedule.

5.       Proposed plan change to the Auckland Unitary Plan Special Character Areas Overlay:  At the 6 November Planning Committee meeting it was resolved to approve the development of a proposed plan change to the Auckland Unitary Plan (Operative in Part) to resolve the current conflict between the Special Character Areas Overlay – Residential and the underlying zones.

The issues that have become apparent since the Environment Declaration and the development of the plan change were raised in a report to the October Heritage Advisory Panel meeting.

The plan change is to be notified mid to late March 2019.

6.         Regional Historic Heritage Grants (RHH): The RHH grants programme will open for applications from 4 March to 12 April 2019. It has a total value of $83,640 to distribute for financial year 2018/2019.

Applications are accepted from private individuals, iwi or Māori groups, community groups, trusts and other organisations who will be able to apply for a grant of up to $20,000.

Potential applicants can find the fund’s guidelines, FAQ’s, and a link to the online application funding portal on the council website by searching ‘heritage funding’. The application form will be available to applicants once the funding round has opened.

The RHH grants programme will provide grants to projects that advance historic heritage outcomes identified in the Auckland Plan, the Long-term Plan, the Auckland Unitary Plan and the Heritage Incentives Framework.

Applicants will be able to request financial assistance for projects which promote the conservation, protection and restoration of regionally significant heritage places, structures, archaeological sites, and sites of cultural and spiritual significance.

7.       Proposed plan change: The Heritage Unit is preparing a proposed plan change to the Auckland Unitary Plan (Operative in Part) that seeks to correct errors and update columns in Chapter L, Schedule 14.1: Schedule of Historic heritage for approximately 80 places. This plan change follows the 2018 plan change which corrected errors and updated information for 145 historic heritage places in Schedule 14.1. 

The plan change is for places already on the schedule, which have primarily been scheduled for their known built heritage values. However, the plan change is likely to include a few places that have been scheduled for their archaeological values and/or are identified as being places of Māori interest or significance, where there is considered risk to these places, or where the error relating to these places is causing significant implementation issues.

Examples of the types of changes proposed in the plan change include:

·     correctly naming the place

·    accurately describing the location of the place

·    adding legal descriptions

·    listing the primary feature (the key component of the place’s identified values)

·    listing exclusions (if any)

·    correctly mapping the extent of the place

The proposed plan change is planned to be reported to the Planning Committee in April 2019 for approval to notify the plan change in the same month.
