4          Confirmation of Minutes

That the Māngere-Ōtāhuhu Local Board:

a)         confirm the ordinary minutes of its meeting, held on Wednesday, 12 December 2018, including the confidential section, as a true and correct record.

5          Leave of Absence

 

Members Togiamua and Lauese advised the board they will be away in March.

 

6          Acknowledgements

 

·                  Māngere Arts Centre topped the charts in ‘The Pantograph Punch, 10 Exhibitions to Celebrate from 2018’ with two shows.

·                  Everyone is back from a well-deserved Christmas break 2018.

·                  Congratulations also to staff who have been working with Māngere-Ōtāhuhu Local Board who have now moved on - Scott Malcolm.

·                  Summer events on the Council calendar and in Māngere Arts Centre continue.

·                  Soul Ihumatao Peaceful protest - Fletchers HQ Penrose.

·                  Mayor Phil Goff, Māngere-Ōtāhuhu Local Board members, Counties-Manukau Police Senior Sgts Steve Smith Jared Pittel, Auckland Council officers, thank Māngere Bridge Residents and Ratepayers Executive Committee, Chair Val Payne, Secretary Evie Mahoney for the Community Meeting Māngere Bridge Monday 18 February 2019 (over 300 community members attended the meeting).

·                  Acknowledge organisers MUMA for the annual Portage Crossing Event from Tamaki Estuary Ōtāhuhu to Manukau Harbour.

·                  Tūpuna Maunga Authority and TMA officers for the Love Your Maunga Event Māngere Mountain held recently.

·                  Mary Crighton, Ōtāhuhu, stalwart of the local Historical Society - on turning 100.

·                  Ōtāhuhu Softball Club on winning the annual, national Wayne Roper Memorial Tournament.

·               Cast and crew of the Wizard of Ōtāhuhu production for their success at the Auckland Theatre Awards 2018.

·               Lorraine Makutu, former Deputy Principal of Māngere Central School for her service to the school and community over 16 years.

·               Ōtāhuhu College traditional annual Haka Waiata  and the winning house was Massey.

Auckland Transport February 2019 update to the  Māngere-Ōtāhuhu Local Board

 

Resolution number MO/2019/8

MOVED by Chairperson L Sosene, seconded by Member M Kolo:  

That the Māngere-Ōtāhuhu Local Board:

a)      receive the Auckland Transport February 2019 update report.

b)      requests Auckland Transport officers to reflect accurate and recent details on project updates in the monthly reports.

c)      requests that the board be updated on details on specific initiatives identified in the local board area, supported through the Auckland Community Bike Fund.

d)      requests Auckland Transport develop a rough order of cost for bus shelters and progress with urgency the Local Board Transport Capital Fund initiative, ‘Bus Shelter Improvement Project’ based on a list be provided by the board; further asks for a report at the 20 March 2019 meeting.

e)      asks  officers to follow-up on maintenance, replacement and or repairs of existing bus-shelters in the local area - bus shelters, seats at bus stops, smashed bus shelter windows (e.g. Bus shelter outside 126 Mangere Road Ōtāhuhu) and overall cleanliness of the bus shelter infrastructure on a frequent basis.

f)       requests that the overall public transport and bus infrastructure be made current as there are bus stop/s no longer in use, poles, yellow lines marked but bus routes have changed (e.g route nos. 313, 309 , 32) and only school buses pass through.

g)      requests that all bus shelters be clearly marked with signage on ‘no smoking’.

Auckland Council’s Quarterly Performance Report: Māngere-Ōtāhuhu Local Board for quarter two 2018/2019

 

Resolution number MO/2019/9

MOVED by Chairperson L Sosene, seconded by Member C Elliott:  

That the Māngere-Ōtāhuhu Local Board:

a)      receive the performance report for the financial quarter ending 31 December 2018.

b)      reallocate $150,000 from the local board’s Community Response Fund to its 2018/2019 Community Grants Programme.

c)      notes in light of the transfer of responsibility on delivery of the Youth Connections programme with The Southern Initiative, the board asks officers to ensure timely input and governance oversight from the board to shape delivery to achieve results for local objectives, as the Mangere-Otahuhu Local Board has had a key role in funding and supporting the goals of Youth Connections from inception and its goals continue to be a priority in the Local Board Plan.

d)      notes with appreciation, that following additional funding from Governing Body, council’s regional partnership with Auckland Citizen Advice Bureau (ACAB) will ensure continuity of funding to the Māngere CAB for running services in Ōtāhuhu and the board requests officers to ensure operational planning to maintain this service level of CAB services in Ōtāhuhu through regional funding in future years.

Auckland Council participation in Tuia Te Here Tangata 2019

 

Resolution number MO/2019/10

MOVED by Chairperson L Sosene, seconded by Member C O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)      receives and accepts the Auckland Council participation in Tuia Te Here Tangata 2019 report.

b)      notes the updates in the report.

c)      agrees to participate in the regional pilot of the Tuia programme 2019 and welcomes the budget contribution of $7,500 towards local expenses.

d)      agrees to incorporate the Tuia programme into the Māngere-Ōtāhuhu Local Board 2019 work programme. 

e)      nominate Deputy Chair Walter Togiamua to participate as a mentor in the Tuia rangatahi leadshership development progrmme for the Māngere-Ōtāhuhu Local Board area for 2019.

f)       note that due to the late notice of acceptance to the 2019 Tuia programme, as acknowledged in the report, the rangatahi selection process employed by the local board will be streamlined and involve nominations from the local board members.

g)      request officers to provide a final update to the board on completion of this year’s programme.

Continuation of funding for the Mangere Town Centre Crime Prevention Officer initiative

That the Māngere-Ōtāhuhu Local Board:

a)      approve $31,000 to the Mangere Town Centre Business Association incorporated from work programme line 1065 - Capacity Building: Business Improvement Districts to fund the continuation of the Crime Prevention Officer initiative in Māngere and Māngere East town centres for six months from February 2019.
