Member Will Flavell opened the meeting with a Karakia and Chairperson Shane Henderson welcomed those present.
The local board observed a minute’s silence in honour of the lives lost, people injured and families affected by the Christchurch’s mass shooting on Friday 15 March 2019.

Mr Marinovich attended to address the meeting regarding the local board allocating funds to acknowledge seniors in the Henderson-Massey Local Board area, similar to what is currently offered in the Whau Local Board area. He also spoke about his concerns around the negative impact of rates increase on the elderly in Auckland.

Proposed kauri dieback mitigation in local parks in the Henderson-Massey Local Board area |

Resolution number HM/2019/25 MOVED by Member B Brady, seconded by Member P Bold-Wilson: That the Henderson-Massey Local Board: a) endorse the following high level kauri protection measures for local parks and reserves: i) undertake detailed investigations to determine appropriate mitigation measures (such as track upgrades, track re-alignment, track re-routing, or other physical works), and consider temporary closure until mitigation works are completed to prevent potentially infected kauri ecosystems in Category A park Shona Esplanade Reserve from becoming a source of infection. ii) discourage public access through barrier planting and signage in the Category B park Colwill Esplanade. iii) investigate appropriate measures to protect kauri in Category C park Moire Park. iv) discourage public access through closure of the northern entrance to Category C park Lowtherhurst Reserve to protect kauri. v) note that the remaining Category C and Category D parks are considered to be low value kauri ecosystems with low value recreational use, thus making them a lower priority for mitigation investment at this stage. These parks are: A) Epping Esplanade B) Palomino Esplanade C) Henderson Valley Park D) Sunhill Scenic Reserve E) Chorley Reserve b) note that a detailed kauri dieback mitigation programme with costs and timelines will be developed and submitted to a local board business meeting in mid-2019 for approval. |

Waitākere ki tua - An action plan in response to aspirations of west Auckland Māori |

Resolution number HM/2019/26 MOVED by Member P Bold-Wilson, seconded by Member W Flavell: That the Henderson-Massey Local Board: a) approve Waitākere ki tua – An action plan in response to aspirations of west Auckland Māori (Attachment A) as the basis of whakawhanaungatanga between the local boards and local Māori and its commitment to responding to Māori aspiration and working alongside local Māori. b) receive the Toitū Waitākere report 2017 (attachment B), thank participants for their contributions, and acknowledge Hauā Partnerships for their leadership around the kaupapa Māori methodology.
c) support the establishment of a three-year west Auckland Māori broker project, and allocate $15,000 annually for 2018/19, 2019/20 and 2020/21 years; with 2018/19 funded from the LDI opex Māori Responsiveness Fund, and the subsequent two years being integrated into future work programmes. d) request that this report be presented to the Independent Maori Statutory Board for their information. e) request that the action plan be updated to refer to recent Henderson-Massey local board project delivery. |

Resolution number HM/2019/27 MOVED by Member B Brady, seconded by Member W Flaunty: That the Henderson-Massey Local Board: a) endorse the new model for allocating funding to Citizens Advice Bureaux (based on 90 per cent population and 10 per cent deprivation), and increasing the baseline grant to Auckland Citizens Advice Bureaux Incorporated by $200,000 in 2019-2021. b) acknowledge the ongoing support of the Citizen Advice Bureaux (CAB), including their many volunteers and Justices of the Peace who provide hours of their time to residents across West Auckland and reconfirm the invitation for the CAB to present to the local board. |
