Resolution number MO/2019/16 MOVED by Chairperson L Sosene, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) confirm the ordinary minutes of its meeting, held on Wednesday, 20 February 2019, as a true and correct record.

There were no leaves of absence.
· Vigil was held for the Christchurch Muslim Community at Central Park. Thank you for all the support from the community.
· Pacifika Festival for the coming weekend is cancelled, 23-24 March 2019 because of the unprecedented nature of events.
· Māngere East Cultural Festival is going ahead on Saturday, 23 March 2019 at the Māngere Town Centre.
· Counties Manukau West Police, relieving commander Jared Pirret and police officers including supporting Superintendent Jill Rodgers for heightened response to the Māngere Bridge Causeway noise and disorder issues. Māngere-Ōtāhuhu Local Board and Auckland Transport continue to work with Police for a collaborative response, as the Māngere Bridge Community and MBRRA requests. The collaborative workshop involving the aforementioned groups will be held 28 March 2019, with objectives and recommendations sought.
· A recent fatality incident occurred in the Māngere East community of a young man, soon-to-be father Arthur Sililo Brown, 26 years old, who passed away in Vine Street, Māngere East last Saturday night 9 March 2019. The Chair has conducted a number of media interviews TV1, TV3 Newsub, Radio NZ, PMN Radio 531pi, Tagata Pasifika, and AC local communication on tv and radio, to encourage the public, the community to remain calm and encourage those to assist Police Crime Investigations on behalf of the Local Board. We also express our thoughts and sincere condolences and messages of support to Mr Brown’s bereaved family at this time. The full Police investigation continues to focus on the circumstances leading up to the fatal incident and bring those responsible to Justice. I will also be speaking to concerned community leaders in the Māngere-Ōtāhuhu area.
· Some Māngere Bridge residents are very upset at the Tupuna Maunga Authority program of Tree Restoration removing 150 exotic trees beginning 11 March 2019. All complaints received by elected members have been forwarded to the Tupunga Maunga Authority chair Paul Majurey and Operations team. The letter from Mr Paul Majurey has been sent out on 11 March 2019 to the Residents who are concerned at the Māngere Mountain Restoration programme. A number of residents have complained to pause the Tree Removal programme. The Chair spoke of the concerns at the Local Board Chairs forum on Monday, 11 March 2019 and supported a possible solution for the Chair and Tupuna Maunga Authority officers to consider, regarding early engagement and education with Local Boards and our communities who live around Maunga.
· Ethnic Food Festival Māngere Town Centre courtyard a success for the organisers, who want to continue in this format.
· Ōtāhuhu Family Fun Day, well done to organisers, and for Members support of this occasion enjoyed by our Community.
· South Auckland Poets 10-year celebration, congratulations to the Founders for their decade long birthday, the celebration was enjoyed by many.
· STEM (Science, Technology, Engineering, Mathematics) initiative organised by Mary Aue and partners supported by strategic management Microsoft and many others, opened by Hon Aupito S W Sio, MP for Māngere, very successful event congratulations to the organising team.
· Congratulations to Mary Aue, Managing Director of Coconut Wireless, winner of the Toloa Awards Scholarship 2019 on Monday, 11 March 2019.

Resolution number MO/2019/22 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) receive the Auckland Transport March 2019 update report. b) request Auckland Transport to investigate, options for improved lighting and safety in the Mangere Bridge causeway area, that the options include: rough order of costs and funding opportunities that could include resources from New Zealand Transport Agency, to deliver this project. c) request that New Zealand Transport Agency and Auckland Transport to work together and provide clear roles and responsibilities on how the disruption of the local community is minimized during the replacement of the Old Māngere Bridge. d) request New Zealand Transport Agency and Auckland Transport to support the implementation of safety initiatives, like lighting, to be developed into the planning phase of replacing the Old Māngere Bridge.

Resolution number MO/2019/23 MOVED by Chairperson L Sosene, seconded by Member C Elliott: That the Māngere-Ōtāhuhu Local Board: a) note the Auckland Council Māori Language Policy 2016 (Attachment A). b) endorse the Te Kete Rukuruku programme, including the Māori naming of parks and places, noting that it supports the visibility of te reo Māori and seeks to capture and tell the unique Māori stories of Māngere-Ōtāhuhu and Tāmaki Makaurau. c) invite mana whenua to provide a Māori name and narrative for the list of parks detailed in Attachment B of this report. d) note it is expected that the gifted names and narratives will be adopted by the local board for use as dual names to enrich the stories of parks and support the Māori language to be visible, heard, spoken and learnt.

Māngere Mountain Education Centre - funding for 2018/19 financial year |

Resolution number MO/2019/24 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) approve the release of the second tranche of funding of $206,000 for 2018/2019 to the Māngere Mountain Education Trust based on the proposed performance measures and reporting schedule. b) approve the shareholder comments on the draft statement of intent as follows: i) recognise the uncertainty that Māngere Mountain Education Trust is operating under and note the need for Māngere Mountain Education Trust to develop a strategic plan which can inform any review of its governance arrangements. ii) ask Māngere Mountain Education Trust to develop a measure about local school participation in the final statement of intent which can be endorsed by the local board and included in the funding agreement for 2019/2020. iii) ensure that the statement of intent reflects the Auckland Plan 2050. c) note that staff will provide advice on the funding for the 2019/20 financial year in June 2019. d) note that Auckland Council’s Internal Audit department will undertake another assessment against the agreed internal control standards in March 2019.

Resolution number MO/2019/27 MOVED by Chairperson L Sosene, seconded by Member C Elliott: That the Māngere-Ōtāhuhu Local Board: a) approve the new road name of Katatai Street, the board’s preferred name due to the reference to the banded rail which lives in the area, for the Gemscott Walmsley Ltd subdivision at 106 Walmsley Road, Māngere, in accordance with section 319(1)(j) of the Local Government Act 1974. |

Resolution number MO/2019/29 MOVED by Chairperson L Sosene, seconded by Member N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) nominate Member Makalita Kolo to attend the Local Government New Zealand 2019 Conference and Annual General Meeting in Te Whanganui-a-Tara Wellington, from Sunday 7 July to Tuesday 9 July 2019. b) confirm that conference attendance, including travel and accommodation, will be paid for in accordance with the current Auckland Council Elected Member Expense Policy. c) note that any members who wish to attend the AGM must provide their names to the Kura Kāwana programme team by Friday 12 April 2019 to ensure that they are registered with Local Government New Zealand. |
