a)            remember the 50 members of the Muslim community who lost their lives in the tragic terrorist attacks on mosques in Christchurch on Friday 15 March 2019 and acknowledge the outpouring of love and support from around the country. 

 

In the days and weeks to come, we need to look out for each other, support one another and continue to remind each other that we are in a safe, supportive and compassionate country.  It is important that we support the community’s young people who are stepping up and showing us the way.

 

The values of this country, our beliefs, our tolerance for one another and our ability to get along with each other, have made New Zealand the sort of place where people want to live. It should, and will, remain so.

Public Forum – Request for park bench at Karaka Lakes - Amanda Gemmell

That the Papakura Local Board:

 

a)            thank Amanda Gemmell for asking for the installation of a public seat at the Lake Drive pond, Karaka Lakes, Papakura, for contemplation, rest and in remembrance of her late mother.

b)            refer the request for public seating at Lake Drive pond, Karaka Lakes, Papakura, to the Park, Sports and Recreation team to check the requirements of the consent from the developer for installation. If there are gaps in this budget, then staff to provide a rough order of costs to be presented to the board for consideration as part of the 2019-2020 work programme, by the May workshop when the board considers that work programme.

That the Papakura Local Board:

a)         request that both Panuku and Community Facilities urgently repair the historic Centennial Building at 35 Coles Crescent, so that the facility can be used by the Papakura community, and report back to the board by the April meeting.

That the Papakura Local Board:

a)      receive the verbal reports from Councillor Daniel Newman regarding:

·         Mayors budget and NZTA funding

·         Eden Park funding

·         Acknowledgement of council staff who hosted a memorial service at very short notice at the Manukau Memorial Gardens to meet the needs of the Auckland community in relation to the Christchurch tragedy.

iii)       onsite meeting regarding parking at the Papakura Old School Hall

iv)       Awakeri wetlands

v)         Neighbours day events – Marybeth Park and McLennan Park

vi)       Neighbourhood Support events – neighbours meeting neighbours.

Auckland Transport Monthly Update to the Papakura Local Board - March 2019

 

Resolution number PPK/2019/30

MOVED by Chairperson B Catchpole, seconded by Member G Hawkins:  

That the Papakura Local Board:

a)         receive the Auckland Transport March 2019 report.

b)        support the need for an improved bus interchange at the Papakura train station, but does not agree with Auckland Transport that the bus interchange be funded out of the $11.7 million budget previously allocated for only the Papakura Park and Ride.

c)         request Auckland Transport to urgently consider the safety improvement issues raised by the Takanini Residents Action Group (TRAG) including:

i)     an onsite meeting with traffic engineers; TRAG; the chairperson, deputy chairperson and Member Michael Turner

ii)   an update at the April workshop in advance of a report at the April meeting.

d)      request Auckland Transport put a hold on the proposal to relocate the bus layovers in Chapel Road and Opaheke Road until the park and ride review is complete.

Airfield Reserve Concept Plan

That the Papakura Local Board:

a)         approve the final concept design proposal dated September 2018 (Attachment A to the report entitled “Airfield Reserve Concept Plan”),

i)           as the preferred site arrangement for a new playground and associated recreational space, and

ii)          note that the reserve will be referred to as Kauri Heart Park.

b)        recommend staff install further park benches around the perimeter.

Proposed kauri dieback mitigation in local parks in the Papakura Local Board area

 

Resolution number PPK/2019/34

MOVED by Deputy Chairperson F Auva'a, seconded by Member G Hawkins:  

That the Papakura Local Board:

a)      endorse the following high level kauri protection measures for local parks and reserves:

i)       undertake a detailed investigation to determine appropriate mitigation measures (such as track upgrades, track re-alignment, track re-routing, or other physical works), and consider temporary closure until mitigation works are completed to prevent potentially infected kauri ecosystems in Category A park Kirk’s Bush from becoming a source of infection.

ii)      note that Category B park area at Butterworth House is closed to the public.

iii)     note that the Category C parks are considered to be low value kauri ecosystems with medium value recreational use, thus making them a lower priority for mitigation investment at this stage. These parks are:

·         Central Park Reserve

·         Massey Park – Papakura

·         Ray Small Park

 

b)      note that a detailed kauri dieback mitigation programme with costs and timelines will be developed and submitted to a local board business meeting in mid-2019 for approval.

c)         wants to ensure staff are aware that Kirk’s Bush is owned by Te Akitai Waiohua, and maintained by Auckland Council with significant support from the Friends of Kirks Bush volunteers.

d)        requests  that staff obtain local board, Te Akitai Waiohua and Friends of Kirks Bush  approval for all track closures, including temporary closures, prior to them being implemented in the Papakura Local Board area.

e)         request that staff assess the kauri eco system in Jack Farrell Park.

f)          request the chairperson, on behalf of the board, write to the Minister of Forestry, for funding for new kauri planting in Papakura, by local schools and volunteers.

Allocation of funding to Citizens Advice Bureaux

That the Papakura Local Board:

a)      support, in general, the new model for allocating funding to Citizens Advice Bureaux (based on 90 per cent population and 10 per cent deprivation).

b)      support increasing the baseline grant to Auckland Citizens Advice Bureaux Incorporated by $200,000 in 2019/2021.

c)       provide the following feedback on the new model for allocating funding to Citizens Advice Bureaux (based on 90 per cent population and 10 per cent deprivation):

What are the local board views on the preferred model for allocating funding to CABs, including:

1.    The basis of funding allocation, including the population estimates and deprivation index

The Papakura Local Board in general supports the preferred jointly developed model (2019) to fund Auckland Citizens Advice Bureaus (ACAB), i.e. Population (90%); Deprivation/Accessibility (10%). 

 

2.    Bureau areas served (eg: alignment with local board boundaries)

 

The Papakura Local Board agree with the jointly developed 2019 model for “local board boundaries and subdivisions to bureau level”, noting that:

·         Local Board boundaries and subdivisions to bureau level means that local board populations have been assigned to individual bureaux to make the population based calculations in the funding model. This compares to the current model where population based funding is set for the southern cluster of CABs and then apportioned to individual bureaux on legacy funding rates. In the current model Franklin population is not included in the southern cluster calculations.

·         In the preferred model Papakura Local Board area population and most of Franklin Local Board area (with the exception of Maraetai / Beachlands which goes to Pakuranga CAB) is assigned to Papakura CAB. 

·         It is noted that to moderate the funding redistribution impact between bureaux, population factor based increases in funding to CAB would be capped at 10 per cent.

·         The assignment of population will help set a basis for the regional network service provision piece of work ie: on how to encourage good access to the service across Auckland.  

The board welcomes the acknowledgement that the Papakura CAB provides services for clients from the Franklin Local Board area. 

It is important for the CAB to maintain its identity as outsourcing, for example to a legal firm, will create confusion for the users.

3.    Other local funding considerations

 

The Papakura Local Board support the proposed additional $200,000 per annum to make the changes within the preferred 2019 jointly developed model and maintain current service levels. 

 

The board questions whether this additional sum will keep pace with the rapid growth occurring in the Auckland region. 

 

4.    Any other local feedback regarding CABs

 

The Papakura CAB has reached capacity and is in desperate need of a larger facility.

 

The board requests that the funding allocation calculation be completed bi-annually to take into account population changes in local board areas.

 

There is significant growth occurring in and around Papakura and along the Franklin / Papakura Local Board boundary.  The opening of a Franklin service will not necessarily impact on the Papakura CAB office.

 

The CAB relies heavily on volunteers.  Underfunding causes tension and stress for the volunteers which impacts on retention.

 

 

d)      request that a copy of this feedback be forwarded to the Franklin Local Board for its information.

2019 Local Government New Zealand Conference and Annual General Meeting

MOVED by Member G Hawkins, seconded by Member MV Turner:  

That the Papakura Local Board:

a)      nominate Chairperson Brent Catchpole, with Deputy Chairperson Felicity Auva’a as an alternative, to attend the Local Government New Zealand 2019 Conference and Annual General Meeting in Te Whanganui-a-Tara Wellington, from Sunday 7 July to Tuesday 9 July 2019.

b)      confirm that conference attendance, including travel and accommodation, will be paid for in accordance with the current Auckland Council Elected Member Expense Policy.

c)      note that any members who wish to attend the AGM must provide their names to the Kura Kāwana programme team by Friday 12 April 2019 to ensure that they are registered with Local Government New Zealand.

Feedback on draft Increasing Aucklanders’ participation in sport: Investment Plan 2019-2039

That the Papakura Local Board:

a)         endorse the draft Increasing Aucklanders’ participation in sport: Investment Plan 2019-2039 and provide the following feedback for consideration of the Environment and Community Committee:

i)          there is the potential for undue complexity in the application process due to requirements for strategic alignment with council plans, cost benefit analyses, and business cases, which may be too technical and cumbersome for local sports administrators and volunteers.

ii)         the requirements in i) above will discourage local sport and community organisations from completing the application process.

iii)       does not support user charges being applied to sports fields as a part of any future refresh of the plan.
