Minutes of a meeting of the Waitākere Ranges Local Board held in the Waitākere Ranges Local Board Office, 39 Glenmall Place, Glen Eden on Thursday, 28 March 2019 at 4.00pm.

Chairperson Greg Presland opened the meeting and welcomed those present.
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

Resolution number WTK/2019/24 MOVED by Chairperson G Presland, seconded by Member S Coney: That the Waitākere Ranges Local Board: a) confirm the ordinary minutes of its meeting, held on Thursday, 14 March 2019, as true and correct. |
There were no leaves of absence.
The Waitākere Ranges Local Board acknowledges the tragic events of 15 March in Christchurch and the death of 50 people. Linda Armstrong, a local Glen Eden resident, died sacrificing her life to save others. Board members and members of the public stood for 1 minute’s silence in acknowledgement of this tradegy.

Resolution number WTK/2019/28 MOVED by Deputy Chairperson S Toms, seconded by Member N Henderson: That the Waitākere Ranges Local Board: a) support the retention of 4,900 square metres of the property for greenways purposes. b) oppose divestment of the balance of land as: i) likely sale price is limited
ii) Glen Eden is experiencing considerable growth and open space is already at a premium
iii) the area has considerable potential use either as a playground or for open space and recreation iv) the land is in a strategically important location v) the local board is currently in the process of finalising its vision for Glen Eden and decisions should be deferred until this is completed. d) thank officers Anthony Lewis and Lisa Gooding for their attendance. |

Resolution number WTK/2019/29 MOVED by Member S Tollestrup, seconded by Chairperson G Presland: That the Waitākere Ranges Local Board: a) receive Auckland Transport’s update for March 2019. b) provides the following feedback on the proposed Speed Limits Bylaw 2019: i) supports the proposed Speed Limits Bylaw 2019 and the aim of Vision Zero to reduce deaths and serious injuries on Auckland’s road network
ii) supports the proposed speed reduction on roads and parts of road in the Waitākere Ranges that are included in the bylaw. Town centres iii) supports the policy intent to reduce speed limits in town centres to 30 km/h
iv) supports safer speeds in Glen Eden Town Centre
v) notes that Auckland Transport is currently analyzing feedback on proposed safety improvements to West Coast and Captain Scott Road that includes reducing the speed limit in Glen Eden Town Centre to 30km/h. vi) supports 30 km/h around schools.
Safer rural roads
vii) supports reducing speed limits on the following rural roads:
viii) notes that the lack of pedestrian amenity on rural roads is a significant safety concern for many rural residents in the Waitakere Ranges. We ask for a report back on the issues and options. Local Policy Context
ix) request that Auckland Transport take into account the policies, objectives and actions for speed reduction and making rural roads safer in the Local Area Plans for Te Henga and Waitakere River Valley; Muddy Creeks (Waima, Woodlands Park, Parau and Laingholm); Henderson Valley / Opanuku; Oratia; and Waiatarua (refer Attachment A) |

Resolution number WTK/2019/31 MOVED by Deputy Chairperson S Toms, seconded by Member N Henderson: That the Waitākere Ranges Local Board: a) endorse the new model for allocating funding to Citizens Advice Bureaux (based on 90 per cent population and 10 per cent deprivation) and increasing the baseline grant to Auckland Citizens Advice Bureaux Incorporated by $200,000 in 2019-2021. |

Waitākere ki tua - An action plan in response to aspirations of west Auckland Māori |

Resolution number WTK/2019/33 MOVED by Deputy Chairperson S Toms, seconded by Chairperson G Presland: That the Waitākere Ranges Local Board: a) approve Waitākere ki tua – An action plan in response to aspirations of west Auckland Māori (Attachment A) as the basis of whakawhanaungatanga between the local boards and local Māori and its commitment to responding to Māori aspiration and working alongside local Māori. b) receive the Toitū Waitākere report 2017 (Attachment B), thank participants for their contributions, and acknowledge Hauā Partnerships for their leadership around the kaupapa Māori methodology. c) support the establishment of a three-year west Auckland Māori broker project, and allocate $15,000 annually for 2018/19, 2019/20 and 2020/21 years; with 2018/19 funded from the LDI opex Community Response line, and the subsequent two years being integrated into future work programmes. |
