Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arose between their role as a member and any private or other external interest they might have.

 

 

3          Confirmation of Minutes

a)         confirm the ordinary minutes of its meeting, held on Tuesday, 26 February 2019, as a true and correct record.

Public Input - Save Our Unique Landscapes (SOUL) - Ihumaatao

 

Farrell Cleary, Nicola Short and Brendan Corbett addressed the panel regarding land at Ihumaatao and requested support for the following recommendations:

·         The Heritage Advisory Panel agrees to support the 20,000 signature SOUL petition to the Government and Auckland Council presented to the Mayor of Auckland and Councillor Penny Hulse on April 9, 2019. 

·         The Heritage Advisory Panel recommends that the Auckland Council Governing Body take action (in line with the 20,000 signature SOUL Petition) to protect Puketaapapa (SHA62) for future generations, either by contributing to the purchase of the land or mandating a process that produces an outcome that affected parties can live with.

 

·         To ensure informed decision-making on cultural heritage issues, the Heritage Advisory Panel recommends that the Governing Body direct:

o    Auckland Council to engage with SOUL, updating them on what work is being undertaken by the Māori Cultural Heritage Project on both the Historic Reserve and the Puketaapapa blocks (SHA 62)

o    Auckland Council to work with SOUL on assessing the cultural heritage landscape values at Ihumaatao

o    Auckland Council to engage with SOUL updating them on the current status of adding Maori heritage sites on private land by Council including work being undertaken on the Puketaapapa Blocks (SHA62)

That the Heritage Advisory Panel:

a)         receive the presentation from SOUL and thank Farrell Cleary, Nicola Short and Brendan Corbett for their attendance.

b)        provide a letter to the mayor in support of Soul’s objectives including the matters SOUL raised at the meeting.

Symonds Street Cemetery Update

 

A PowerPoint presentation was provided at the meeting. A copy of the presentation has been placed on the official  minutes and is available on the Auckland Council website as a minutes attachment.

That the Heritage Advisory Panel:

a)        thank Lynda Lucas, Programme Specialist from the Parks, Sport and Recreation for her presentation

b)        congratulate the Waitemata Local Board and Friends of Symonds Street on the success of their ongoing conservation programme.

City Centre Masterplan refresh

 

Member G Burgess retired from the meeting at 7.00pm.

That the Heritage Advisory Panel:

a)      receive the information regarding the City Centre Masterplan 2040 vision.

b)      provide feedback on Factor 8 of the CCMP (the importance of heritage) and how this can be reflected in the refreshed Masterplan.

Carlile House Update

 

Resolution number HER/2019/13

MOVED by Member E Aitken-Rose, seconded by Member L Wilson:  

That the Heritage Advisory Panel:

a)         notes the council’s Category A and Heritage New Zealand’s Category 1 heritage status of the Carlile House property

b)        confirms its support for the long-standing policy of council acquiring the Carlile House property to secure its outstanding heritage values.
