Mr Hooper attended to discuss the poor drainage at Starling Park, which has led to losing part of the field. He also requested for direction on how to get permission to place a 40 ft container at McLeod Park. Finally, Mr Hooper discussed his many attempts to reach a Council staff member and requests support in this regard. |

Ms Paratene attended to request for opportunities for her church volunteers to receive local, regional and national awards/recognition for the work they do in the community and especially in the Henderson-Massey Local Board area. The church has received recognition in different countries for the work they do. |

Doug Grinter from Lions Club of Henderson, West Auckland |
|
|
Mr Grinter spoke to the board about their connection to the Lloyd Morgan Lions Club Park, The St John’s hall in Te Atatu South and how our club serves the local community. He also requested inclusion with the development of the Lloyd Morgan Lions Clubs Park and the St John’s Hall. |

Sir Bob Harvey and Hone Pene |

|
Sir Harvey and Mr Pene attended to request local board support to plant native trees at Oranghina, the Te Atatu Marae site. They also stated that fifty of the trees will be planted for the 50 lives lost at the Christchurch shootings on 15 March 2019. |

Auckland Council Policy on Dogs and Dog Management Bylaw Statement of Proposal resolution from Governing Body |

Resolution number HM/2019/40 MOVED by Member W Flaunty, seconded by Member M Grey: That the Henderson-Massey Local Board: a) receive the 28 February 2019 Governing Body resolution on the Auckland Council Policy on Dogs and Dog Management Bylaw Statement of Proposal. b) is of the view that further consideration be given to the time and season definition of 10.00am to 7.00pm from Saturday of Labour Weekend to 31 March to those areas that have been identified by local boards. c) note that there are no time and season rules in the Henderson-Massey Local Board area. d) notes that any bylaws are only as effective on behavioural change as the resources for enforcement allow. e) delegate to the chair and/or Parks portfolio holder to speak on behalf of the board at the hearing. |

Local board decisions and input into the Annual Budget 2019/2020 and the proposed amendment to the 10-year Budget 2018-2028 |

Resolution number HM/2019/41 MOVED by Member W Flaunty, seconded by Chairperson S Henderson: That the Henderson-Massey Local Board: a) receive consultation feedback on the Henderson-Massey Local Board priorities for 2019/2020. b) approve the following advocacy initiatives for inclusion (as an appendix) to its 2019/2020 Local Board Agreement:
c) receive consultation feedback on regional proposals in the Annual Budget 2019/2020 and on the proposed amendment to the 10-year Budget 2018-2028 regarding property transfer of legal ownership of properties within the council group. d) provide the following feedback on the regional proposals in the draft Annual Budget 2019/2020:
e) support the proposed amendment to the 10-year Budget 2018-2028 regarding transfer of legal ownership of properties within the council group, noting the proposal is financially prudent and simplifies the handover of maintenance and operational activities once developments are complete. |

Resolution number HM/2019/42 MOVED by Member V Neeson, seconded by Member P Bold-Wilson: That the Henderson-Massey Local Board: a) allocate $7,920 from the Community Response Fund to the following groups: i) $5,920 to Ranui Action Project as a contribution towards unscheduled staff time in support of the Western Park Village Hub.
ii) $2,000 to Ranui 135 to test and pilot a new leadership programme for Māori and Pacific boys and young men. |
