Resolution number MO/2019/33 MOVED by Chairperson L Sosene, seconded by Member T Lauese: That the Māngere-Ōtāhuhu Local Board: a) accept the apology from Carrol Elliott for absence and Lemauga Lydia Sosene for leaving early.

Note: Cr Efeso Collins and Cr Alf Filipaina tabled their apologies for absence.

Resolution number MO/2019/34 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) confirm the minutes of its ordinary meeting, held on Wednesday, 20 March 2019 as true and correct.

There were no leaves of absence.
· Congratulations to Krysta Hoani and Jennifer Feret – Brear of the Ōtāhuhu Softball Club who have been named in the NZ Women’s White Sox team.
· Māngere Arts Centre – 2129 people in the theatre last week. The highlight was Rosalina which was a sold out season and 40 per day for Sinarella rehearsals.
· Māngere-Ōtāhuhu Local Board community for the wonderful event to acknowledge our Volunteers and their families, without their genuine support and hard work, commitment and aroha for our community, there are a number of events and activities whom would struggle to be completed week in and week out.
· Māngere-Ōtāhuhu Local Board services staff and Auckland Council Events team for their commitment a very successful event was delivered to the community Thursday 28 March 2019.
· Māngere Bridge Safety working group have held its first initial meeting to discuss the issues facing Māngere Bridge Causeway. Acknowledge Māngere Bridge Residents and Ratepayers Executive, Māngere Bridge Association Executive, Police relieving Area Commander, Auckland Transport, Auckland Council officers and Māngere-Ōtāhuhu Local Board members. The group has agreed to meet frequently until a clear action plan is resolved.
· Al Farooq Community Trust event Toia Recreational centre, peace vigil service from local Muslim community and surrounding neighbours attended by distinguished guests.
· Thanks to Hon Aupito Su’a W Sio and to member Makalita Kolo for the visit to Free Tongan Church Favona Road Māngere Annual General Meetiong Church conference – over 500 people attended from nationwide and overseas. The Chair Lemauga Lydia Sosene had the opportunity to address the audience hosted by President Rev Semisi Fonua, Reverend Ministers and hundreds in the audience from the Tongan Community.
· The passing of Anzac Wallace, who attracted the world's attention with his debut performance as Te Wheke in Utu, has died at the age of 73.
· Congratulations to Mataatua Marae for their DIY project/refurbishment at their marae.
· Congratulations Roz Palethorpe who was appointed as principal to the Ambury School.
· Congratulation to the Manukau Rovers Rugby Club who have refurbished their clubrooms at Viscount Street Mangere.

Resolution number MO/2019/42 MOVED by Deputy Chairperson W Togiamua, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) receive the Auckland Transport April 2019 update report. b) support in principle closing the existing road on the causeway between the entrance to Waterfront Road Reserve and the Old Mangere Bridge. c) request that Auckland Transport investigate option to initiate the steps required to close the road between the entrance of the Māngere Bridge causeway and transfer ownership of the land to Auckland Council and report back with feasibility and likely cost. d) note that the board feedback on Auckland Transport Speed Bylaw 2019 is attached to Item 21 c) to this agenda.

Local board decisions and input into the Annual Budget 2019/2020 and the proposed amendment to the 10-year Budget 2018-2028 |

Resolution number MO/2019/46 MOVED by Deputy Chairperson W Togiamua, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) receive consultation feedback on the Māngere-Ōtāhuhu Local Board priorities for 2019/2020 (Appendix A) including the 23 late submissions and summary (tabled at the meeting). b) recommend the continuation of our business improvement district targeted rates to the Governing Body. c) recommend the continuation of our local targeted rate set as a uniform charge per separately used or inhabited part of a property, on residential properties in the Māngere-Ōtāhuhu Local Board area, for the purpose of fully subsidising entry to swimming pools for persons 17 years and over, noting that the rate for 2019/2020 is estimated at approximately $32.71. d) approve its advocacy initiatives for inclusion to its 2019/2020 Local Board Agreement, as tabled at the meeting. e) continue its focus on youth initiatives, waste reduction and recycling programmes and deliver these objectives in the Local Board Plan.
f) receive consultation feedback on regional proposals in the Annual Budget 2019/2020 and on the proposed amendment to the 10-year Budget 2018-2028 regarding property transfers from people or organisations based in the Māngere-Ōtāhuhu Local Board area. g) note that the parts of the proposed rates and fees that are relevant to Māngere-Ōtāhuhu Local Board are the annual waste management changes, religious properties rates and regulatory fees; and further that the number of local submissions and views received on the proposal are very low. h) support the proposed changes to rates and fees except proposed changes to regulatory fees. i) support the proposed amendment to the 10-year Budget 2018-2028 regarding property transfers for Panuku to Auckland Council.

Resolution number MO/2019/47 MOVED by Deputy Chairperson W Togiamua, seconded by Member T Lauese: That the Māngere-Ōtāhuhu Local Board: a) receive the 28 February 2019 Governing Body resolution on the Auckland Council Policy on Dogs and Dog Management Bylaw Statement of Proposal. b) note the meeting for the local board to present to the hearings panel on the Auckland Council Policy on Dogs and Dog Management Bylaw has been moved from the last week of the consultation period (3 May) to the first day of the panels deliberations (21 June). c) request that summary of submissions for individual local boards be provided along with all of the submissions (sorted by local board). d) delegate to the Chair to approve any feedback following receipt of the community feedback from the local board area.

Resolution number MO/2019/51 MOVED by Deputy Chairperson W Togiamua, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) endorse the Auckland Council submission tabled at the meeting to the Department of Conservation in the matter of the proposal on the revocation of certain delegations to territorial authorities under the Reserves Act 1977. b) note that within the Auckland Council decision making responsibilities, some Reserves Act powers have been delegated to local boards. These are: i. declaring a reserve (s.14(1)), ii. classifying a reserve (s.16(1) or 16(2A) iii. reclassifying a reserve (24(1)), and iv. proposing the revocation of reserve status (s.24(1)) in order to manage the land under the Local Government Act 2002 c) note that in addition to the delegated powers listed above, local boards have also been allocated responsibility for governance of local reserves in their local board areas. This means, local boards are charged with developing reserve management plans for local parks (s.41) and approving use of and activities within local reserves. d) is concerned that revoking the existing Ministerial delegations will create delays in confirming decisions that we currently make. These delays and additional processes could undermine our ability to respond to community needs in a timely manner and ensure our plans are community-led and locally appropriate.
