The board like to acknowledge the passing of council staff member Dean Martin from Te Waka Anga Mua. Dean provided invaluable advice to us and had an infectious smile. Our thoughts are with his family and colleagues at this time.

A moment of silence for Dean was acknowledged at this time.

Manurewa Ward Councillors Update

That the Manurewa Local Board:

a)      receive the verbal report from Councillor Daniel Newman regarding:

          i)   overview of environmental effects as it relates to the social impact of the proposed change in designation at the Whakatakapokai residence being moderate to high for Weymouth residents

          ii)  Citizens Advice Bureau funding model being favourable for Manurewa and Papakura but noting concerns regarding the lack of support from central government given the Citizens Advice Bureaux are responding to many central government issues and referrals

          iii) animal attacks in Weymouth and the successful intervention of Auckland Council staff in resolving the issue

          iv) increased costs associated with the City Rail Link funding.

Chairperson's Update

That the Manurewa Local Board:

a)      receive the verbal report from the Manurewa Local Board Deputy Chairperson on behalf of the Chair, regarding:

i)          10 year budget consultation feedback. Key themes included illegal dumping, improving parks, youth initiatives and improving safety features especially in Clendon

ii)         submitted feedback on the Speed Bylaw, Reserves Act, Misuse of Drugs Amendment Act and the proposed designation change at Whakatakapokai residence in Weymouth

iii)       Manurewa road safety improvements consultation is currently open

iv)       completed the consultation period for the Manurewa Greenways Plan.

Auckland Transport update to the Manurewa Local Board - April 2019

That the Manurewa Local Board:                                                              

a)      receive the Auckland Transport March 2019 update to the Manurewa Local Board.

b)      request firm orders of costs and a project timeline for new bus shelters at:

i)       Stop 2457, 99 Shifnal Drive, Randwick Park; and

ii)      Stop 6796 – Wattle Farm Road (opp Ranger Place), Wattle Downs.

Local board decisions and input into the Annual Budget 2019/2020 and the proposed amendment to the 10-year Budget 2018-2028

MOVED by Member J Allan, seconded by Member DP Pizzini:  

That the Manurewa Local Board:

a)      receive consultation feedback on the Manurewa Local Board priorities for 2019/2020.

b)      approve its advocacy initiatives for inclusion (as an appendix) to its 2019/2020 Local Board Agreement as follows:

One Local Initiative:

War Memorial Park

 

Continue advocacy for our One Local Initiative: to create Manurewa War Memorial Park as a multi-purpose shared space with improved utilisation of its playing fields and provision of greater access to community facilities.

Illegal dumping

Continue advocacy for measures to address illegal dumping, including:

·           a southern regional resource recovery centre and rubbish transfer station;

·           restoring the traditional inorganic collection;

·           changes to the Crimes Act to target commercial and entrepreneurial illegal dumpers;

·           application of the Lean Model of continuous improvement to create efficiencies;

·           supporting development of an app to report illegal dumping;

·           increasing community engagement and participation in waste management through education. 

Regional policy

Simplify regional policies and processes so that they enable rather than restrict local boards’ ability to meet the needs, priorities and preferences of their communities. Reduce the number of non-statutory policies and consolidate overlapping policies to reduce confusion and duplication.

Shared governance

Acknowledge the unique role of local boards in the shared governance model. Apply recommendations and learnings from the Governance Framework Review, Local Government Commission recommendations on enhancing local government for Aucklanders, and the Waiheke Pilot, to allow local boards to more effectively implement their subsidiarity delegations.

CCO partnerships

Strengthen and develop relationships with CCOs to create formal strategic partnerships that deliver mutually beneficial outcomes for our community and for the CCOs.

 

 

c)      receive consultation feedback on regional proposals in the Annual Budget 2019/2020 and on the proposed amendment to the 10-year Budget 2018-2028 regarding property transfers from people or organisations based in the Manurewa Local Board area.

d)      provide the following feedback on the Annual Budget 2019/2020:

Changes to rates and fees

Increase to the waste management targeted rate base charges

The board does not support the proposed increase to the annual waste management charge

Extending food scraps collection targeted rates to the North Shore former trial area

The board has no position on this as it does not relate to its local board area

Phasing out the Waitākere rural sewerage service and targeted rate

Adjusting the urban rating area

The board supports adjusting the urban rating boundary to incorporate areas that receive the same service as adjacent urban neighbours

Changes to rating of religious use properties

The board supports continuing to not charge rates on all religious property

Increases to some regulatory fees to maintain cost recovery

The board supports the proposal to increase some regulatory fees to cover the increased costs

 

e)      provide the following feedback on the proposed amendment to the 10-year Budget 2018-2028:

             i)  supports the proposed amendment to the 10-year Budget 2018-2028  

                regarding  the transfer of legal ownership of properties within the council

                group.

New Lease at 7 Hill Road, Manurewa

 

Resolution number MR/2019/54

MOVED by Member DP Pizzini, seconded by Member S Colcord:  

That the Manurewa Local Board:

a)      approve a new commercial lease to Lumino Dental Limited at 7 Hill Road, Manurewa, subject to the following terms:

i)      term – three years with three further rights of renewals of three years    each

ii)     final expiry of 31 August 2032

iii)    rent to be reviewed to market levels on commencement of the new lease and on each renewal date

iv)    tenant to pay for 100% of directly attributable outgoings and a    proportional share of the outgoings attributable to the entire property.

Approval for New Road Names at 20-725 Barrowcliffe Place Manukau

a)      approve the following seven new road names, for the roads created by way of subdivision at 20-725 Barrowcliffe Place, Manukau, in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent references BUN60326246, SUB60326270, and LUC60326249):

·  Road 1: Tuaiwi Street

·  Road 2: Tuhono Street

·  Road 3: Haroto Street

·  Road 4: Manga Street

·  Road 5: Kotuitui Steet

·  Coal G: Taruna Lane

·  Coal T: Rara Lane

Auckland Council Policy on Dogs and Dog Management Bylaw Statement of Proposal resolution from Governing Body

That the Manurewa Local Board:

a)         receive the 28 February 2019 Governing Body resolution on the Auckland Council Policy on Dogs and Dog Management Bylaw Statement of Proposal.

b)        acknowledge that the hearing has been delayed from 3 May 2019 to 21 June 2019 to allow local boards to consider their communities’ views on the proposal before providing feedback.

c)         delegate to the chair to provide views on the Auckland Council Policy on Dogs and Dog Management Bylaw Statement of Proposal to the hearings panel on 21 June 2019.

Reprioritisation of the Manurewa Local Board 2018/2019 budget

 

The Senior Advisor, Local Board Services, was in attendance to support the item.

That the Manurewa Local Board:

a)      note that it currently has $85,227 of its Locally Driven Initiatives (LDI) operational funding available for reallocation.

b)      allocate from the Locally Driven Initiatives (LDI) operational budget:

i)       $4,789 from the Puhinui Stream Restoration budget line item 598 to Community Grants (MR) line item 331 as a top up to the existing allocation

ii)      $54,000 from the Town Centre revitalisation implementation budget line item 385 to Community Grants (MR) line item 331 as a top up to the existing allocation

iii)     $8,438 from the Keith Park: Review service provision budget line item 735 to Community Grants (MR) line item 331 as a top up to the existing allocation

iv)     $11,300 from the Community Response Fund budget line item 2808 to Community Grants (MR) line item 331 as a top up to the existing allocation

v)      $6,700 from the Community Response Fund budget line item 2808 for local board community engagement collateral.

c)      note that recommendations for further reallocations of the board’s Locally Driven Initiatives budgets (LDI) will be presented to the local board in the Auckland Council quarterly performance report for quarter three 2018/2019.
