The board like to acknowledge the passing of council staff member Dean Martin from Te Waka Anga Mua. Dean supported the signing of the relationship agreement in 2017 between Ngati Tamaoho Settlement Trust, Auckland Council and the Papakura Local Board. Our thoughts are with his family and colleagues at this time.

a)            congratulate and acknowledge the exceptional performance of Alexa Kennedy of Papakura and her teammate Maddie Davidson, for placing third in the F16 Trampoline World Cup Women’s Synchronised Finals competition in Belarus.

b)            request the chairperson to write a letter of congratulations to Alexa Kennedy on behalf of the Papakura Local Board.

Papakura Ward Councillors Update

That the Papakura Local Board:

a)      receive the verbal report from Councillor Daniel Newman regarding:

i)          renewals, standards and maintenance issues and driving these to enable good outcomes.

ii)         Annual Plan budget implications with the City Rail Link budget blowout, and the proposed sale of inner city carparks.

iii)        Environment and Community Committee meeting sign-off in May for the new Citizens Advice Bureau funding model.

iv)        Papakura One Local Initiative (OLI) – Papakura park and ride, and concerns that Auckland Transport will not support the multi-storey carpark despite the board’s advocacy.

That the Papakura Local Board:

a)      receive the verbal report from the Papakura Local Board Chairperson regarding:

                      i.        The Papakura Dawn and Civic Anzac Day services Anzac Day services.

                    ii.        Streetfest on 4 May the second year running. Rain day will be 11 May.

                   iii.        Edmund Hillary drop in for the Dog Management Policy Bylaw 4 May, 10am – 12noon.

                   iv.        Bruce Pulman Park Netball Parade day on 4 May.

                    v.        Youngs Reserve playground opening on 5 May.

                   vi.        New Blood local television series currently being filmed around Papakura.

                  vii.        Drury - Paerata Structure Plan consultation period closes on 30 April.

                viii.        Attended the Auckland Transport board meeting to express concerns about the Single Stage Business Case for the Papakura park and ride.

                   ix.        Papakura has recently been rated as one of the top three suburbs for millennials to live in terms of facilities and amenities.

Auckland Transport update to the Papakura Local Board - April 2019

MOVED by Member MV Turner, seconded by Deputy Chairperson F Auva'a:  

That the Papakura Local Board:

a)         receive the Auckland Transport update to the Papakura Local Board - April 2019 report.

b)        request that the Auckland Transport Connected Communities team urgently attend a workshop with the board to provide an update on the Great South Road, Takanini project, and how the board’s formal preference resolved in August 2018 has been given effect to.

c)         request Auckland Transport improve the safety around Takanini School on Takanini School Road as there has been an  increase in traffic with the new Takanini park and ride carpark.

d)         request Auckland Transport provide safety improvements along the length of Manuroa Road in conjunction with the roundabout project at the Manuroa Road / Takanini School Road intersection.

Approval for a New Road at 74-78 Opaheke Road, Papakura

That the Papakura Local Board:

a)      approve the name Tautaiao Lane for the new private road created by way of subdivision at 74-78 Opaheke Road, Papakura in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent reference BUN60328869, SUB60328873).

Auckland Council Policy on Dogs and Dog Management Bylaw Statement of Proposal resolution from Governing Body

That the Papakura Local Board:

a)      receive the 28 February 2019 Governing Body resolution on the Auckland Council Policy on Dogs and Dog Management Bylaw Statement of Proposal.

b)      acknowledge that staff have now moved the date for local boards to present their views to the Hearings Panel from 3 May 2019, which would have been during the public consultation period, to 21 June 2019 after the public consultation has concluded, and agreed to provide local boards with information on submissions made by their communities.

Local board decisions and input into the Annual Budget 2019/2020 and the proposed amendment to the 10-year Budget 2018-2028

That the Papakura Local Board:

a)      receive consultation feedback on the Papakura Local Board priorities for 2019/2020. 

b)      approve the following advocacy initiatives for inclusion to the 2019/2020 Papakura Local Board Agreement:

Congestion

       Papakura Park n Ride – 300 carparks

       Expanded Bus Metro with improved pedestrian safety and provision for off-street bus layovers

       Mill Road (route protection and funding)

       East west links through grade separation

       Impact of growth on roading infrastructure (Structure Plan)

       Third rail line

       Electrification of the train line Papakura to Hamilton

       Transport integrated routes:

o   Weymouth Bridge

o   Manukau Spur

o   Botany to airport

o   Hamilton to Papakura train line

Growth

       Impact of growth on infrastructure such as parks, sports and recreation facilities

       Legacy underfunding of play spaces. The number of pieces of play equipment needs to meet the community need.

       Increased funding for the development of playgrounds so provision levels can keep pace with growth. Access to development contributions and the timing of access to funds to deliver playgrounds needs to be considered.

Climate Change

       Coastal erosion

       Inundation – the sea coming up fresh waterways

Water Quality

       Manukau Harbour Forum – there is a need to work further up and along the catchment to make the water quality better for the receiving environment

       Impact of growth – riparian planting

       Where waterways are alongside industrial areas – looking at ways for treatment

       Litter reduction through our stormwater network to protect our streams and harbour

Waste Management

       Southern resource recovery- minimising items to landfill that can be upcycled or recycled (potentially a social enterprise opportunity)

       Illegal dumping – is on the rise in the south.  Suggest a trial of a free one ticket a year dump fee as a way of minimising illegal dumping.

       Replacement of inorganic collection system – replacing inorganic collection with a trial of a free one ticket a year dump fee (let people take it to the dump when it suits them)

       Industrial waste – advocate for legislative change to encourage developers to minimise waste to land fill.

       Advocate for product stewardship in terms of packaging to reduce the amount of plastic and polystyrene being used for packaging

Kauri Dieback in Kirks Bush

       Support working with Council to ensure appropriate pathways and boardwalks are provided within the reserve to reduce the spread of Kauri Dieback and which allow continued community access.

 

c)      receive consultation feedback on regional proposals in the Annual Budget 2019/2020 and on the proposed amendment to the 10-year Budget 2018-2028 regarding property transfers from people or organisations based in the Papakura Local Board area.

d)      provide the following feedback on the Annual Budget 2019/2020:

Changes to rates and fees

Proposal

Feedback

Increase to the waste management targeted rate base charges.

The board does not support. Public perception is that waste should be covered under our existing rates. Papakura has user pays for waste already.

Extending food scraps collection targeted rates to the North Shore former trial area.

The board support. The board believes the implementation of the three-bin system has been successful in Papakura and should be rolled out across all of Auckland.

Phasing out the Waitākere rural sewerage service and targeted rate.

The board support removing the targeted rate. This has no impact on the Papakura Local Board. However, the board believes it is fairer to remove the targeted rate.

Adjusting the urban rating area.

The board support on the assumption that urban services currently not being provided to rural properties will start to be provided to these properties when they are zoned urban.

Changes to rating of religious use properties.

The board support not charging rates to religious facilities.

Increases to some regulatory fees to maintain cost recovery

The board does not support any fee increase. Council processes need to be made more efficient to reduce operational costs.

 

e)      supports the proposed amendment to the 10-year Budget 2018-2028 regarding the transfer of legal ownership of properties within the council group.

A copy of the feedback entitled “Papakura Local Board feedback on the Papakura rail station access single stage business case (ref 503617) for the park and ride and bus metro was tabled at the meeting. A copy has been placed on the offical minutes and will be available on the Auckland Council website as a minute attachment.
