That the Waiheke Transport Forum: a) confirm the ordinary minutes of its meeting, held on Wednesday, 20 February 2019, including the confidential section, as a true and correct record.

At the close of the agenda no requests to present petitions had been received.
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

In 2013, The Waiheke Local Board commissioned a report to take action on the barriers on Waiheke to those with accessibility challenges. 3. With the development of the Waiheke 10 Year Transport Plan, the opportunity has arisen for a renewed focus on the completion of the accessibility actions which are still outstanding.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Purpose of the report
1. To review the current parking situation for the Ostend Markets and discuss alternative options to alleviate congestion.

Executive summary
2. Waiheke Transport Forum Member Sergeant Martin Felton advised that there is currently a lack of organised parking available for the Ostend Markets which often results in numerous close calls. It is suggested that a review of alternative parking areas be conducted to alleviate congestion and safety concerns.

Discussion on process for nominating and appointing a permanent Chairperson

Purpose of the report
1. To discuss the process for nominating and appointing a permanent Chairperson for the Waiheke Transport Forum.

Executive summary
2. At its inaugural meeting on 6 December 2018, the Waiheke Local Board Chair, Cath Handley was appointed the interim chairperson for the Waiheke Transport Forum to allow the new committee members to familiarise themselves with the committee’s meeting procedures in accordance with the Standing Orders.
3. The nomination and appointment of a Chairperson for the Waiheke Transport Forum is required to be made in accordance with the Waiheke Local Board Standing Orders December 2017, clause 1.11.1 provisions for election or appointment of chairperson and deputy chairperson of the local board and committees and representatives of the local board, as per the attached extract.
4. It is intended that nominations for the role of chairperson be received from committee members by the next scheduled meeting of the Forum being held on 30 May 2019 to allow an appointment to be made.

Recommendations That the Waiheke Transport Forum: a) note the process and nomination of a chairperson. b) request nominations for the role of chairperson from committee members be put forward prior to the next scheduled meeting of 30 May 2019 for voting and appointment purposes.
