Resolution number GB/2019/41 MOVED by Mayor P Goff, seconded by Cr D Simpson: That the Governing Body: a) accept the apology from Cr J Bartley for absence; Cr C Darby and Cr R Hills for lateness, on council business; and Cr C Casey and Cr G Sayers for early departure. |

Resolution number GB/2019/42 MOVED by Mayor P Goff, seconded by Cr L Cooper: That the Governing Body: a) confirm the ordinary minutes of its meeting, held on Thursday, 2 May 2019 and the extraordinary minutes of its meeting, held on Wednesday, 22 May 2019, as a true and correct record. |

Approval of terms of reference for cultural heritage review stage two |

joined the meeting at 9.39am. |

Resolution number GB/2019/43 MOVED by Mayor P Goff, seconded by Cr P Hulse: That the Governing Body: a) approve the terms of reference for stage two of the cultural heritage review b) note that the five main institutions participating in the review (Auckland Art Gallery, Auckland War Memorial Museum, Museum of Transport and Technology, New Zealand Maritime Museum, and Stardome Observatory and Planetarium), Regional Facilities Auckland and the Mana Whenua Kaitiaki Forum all support the terms of reference and the collaborative review process which it establishes, and thank those organisations for their participation and commitment thus far. |

Resolution number GB/2019/44 MOVED by Mayor P Goff, seconded by Deputy Mayor BC Cashmore: That the Governing Body: a) approve the high-level summary of the council submission on the Ministry of Business, Innovation and Employment’s Building System Legislative Review discussion paper b) delegate final approval of the submission to the Mayor, Chair of the Planning Committee and Chair of the Regulatory Committee. |
Note: His Worship The Mayor accorded precedence to Item 16 – Procedural motion to exclude the public; Item C1 – Civic Administration Building – sale and redevelopment at this time.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows. This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows: C1 Civic Administration Building - sale and redevelopment

MOVED by Cr M Lee, seconded by Cr J Watson: That the Governing Body: a) instruct Panuku – Development Auckland to suspend any sale or transfer of ownership of the historic City Administration Building until the Council has been provided with a full report of the commercial details of the proposed transaction, including the price, and how the outstanding heritage concerns relating to this Category A listed building have been resolved. A division was called for, voting on which was as follows:
The motion was declared lost by 4 votes to 13.
