Purpose of the report
1. To receive the Waste Bylaw Statement of Proposal, adopted by the Governing Body on 2 May 2019, and to delegate approval of formal local board feedback on this proposal to the Chairperson of the Hibiscus and Bays Local Board.

Executive summary
2. On recommendation from the Regulatory Committee on 11 April 2019 (REG/2019/21), the Governing Body adopted a Waste Bylaw Statement of Proposal for public consultation and confirmed:
· a proposed new Waste Management and Minimisation Bylaw 2019
· proposed amendments to the Trading and Events in Public Places Bylaw 2015 (GB/2019/34).
3. The proposed new Waste Management and Minimisation Bylaw is suggested to replace the Solid Waste Bylaw 2012. The proposed amendments to the Trading and Events in Public Places Bylaw will align waste plan requirements with the proposed new Waste Management and Minimisation Bylaw.
4. The Regulatory Committee also requested at its 11 April 2019 meeting that the report and attachments on the waste bylaw statement of proposal be included in local board business meeting agendas for their information (REG/2019/21). The Waste Bylaw Statement of Proposal report and attachments can be found in Attachment A of this agenda report.
5. The proposal is open for public feedback between 10 May and 16 June 2019. Local board input is also requested within this timeframe.
6. Local board feedback is required before the next Hibiscus and Bays Local Board business meeting on 19 June 2019. Therefore, a delegation to the chairperson of the Hibiscus and Bays Local Board to approve local board feedback would allow feedback to be formalised by 16 June 2019.
7. All public feedback and local board input will be considered by a panel at a public meeting on 2 August 2019. The panel will then make recommendations to the Governing Body on the proposal at the 22 August 2019 Governing Body meeting.
Recommendation/s That the Hibiscus and Bays Local Board: a) receive the Waste Bylaw Statement of Proposal report from the 11 April 2019 Regulatory Committee meeting as approved by the Governing Body on 2 May 2019. b) delegate to the Chairperson of the Hibiscus and Bays Local Board authority to provide formal feedback from the local board on the proposed new Waste Management and Minimisation Bylaw 2019 and amendments to the Trading and Events in Public Places Bylaw 2015. c) note that formal local board feedback on this proposal is required by 16 June 2019.
