a)      receive the verbal report from the Papakura Local Board Chairperson regarding:

          i)            Papakura Key Messages event held and thanks to the Papakura Business Association for organising the event. Four key messages have been developed

          ii)           Papakura Street Fest – second year for the festival and it was a successful event, again thank you to the Papakura Business Association

          iii)          Road Safety Programme launch focusing on safety around the Takanini School

          iv)          Takanini Community Library and Hub lease agreement is signed and construction is progressing

          v)           Papakura Project launch in the Papakura Library for the third year running focusing on the young people of Papakura

          vi)          Papakura Netball parade day opening of the 2019 season

          vii)         Youngs Reserve opening and a special thank you to the Papakura Sea Scouts.

Auckland Transport update to the Papakura Local Board - May 2019

 

Resolution number PPK/2019/66

MOVED by Member W McEntee, seconded by Member MV Turner:  

That the Papakura Local Board:

a)      receive the Auckland Transport May 2019 report.

b)      return the $397,000 allocated for the McLennan Park shared pathways 1 and 2 to the Transport Capital Fund for reallocation given the project cannot be delivered in the current term.

c)      continue to be seriously concerned about Auckland Transport’s proposal to use Opāheke Road for bus layovers and requests that Auckland Transport urgently conduct a feasibility study to construct a bus layover area in the current cemetery parking area (former bus depot area), between Great South and Settlement Roads so this location can be established as the permanent bus layover area before the start of the summer period 2019.

Papakura Local Board Sports Needs Assessment - allocation of funding for projects in 2018/2019

 

 

Member Bill McEntte declared a conflict of interest in item 14 – Papakura Local Board Sports Needs Assessment – allocation of funding for projects in 2018/2019,  as he has an assocation with the Prince Edward Park, and did not take part in the dicsusion or voting on this item.

That the Papakura Local Board:

a)      approve the following allocation of funds from the 2018/2019 Parks Sport and Recreation work programme line item 720 – Facility Partnerships:

i)          $50,000 to complete a master plan for Drury Sports Complex

ii)         $38,000 toward the preparation of a master plan for Prince Edward Park.

b)        request staff to provide further information on the proposed Opāheke Sports Park needs assessment, feasibility study and business case proposed for the 2019/2020 financial year at a cost of $60,000, and in particular what additional information is required that was not received during the development of the landscape design and the Papakura Sports Needs Assessment.

Papakura Local Board Open Space Network Plan: Key Moves

i)       celebrate our natural areas and cultural history

iv)     improve our open space resilience and sustainability.

Member George Hawkins declared a conflict of interest in item 16, in relation to the grant application LG1914 –233 Papakura Theatre Company Incorporated.  He declared he was the patron for the Papakura Theatre Company, and did not take part in the discussion or vote for that application.

Auckland Council’s Quarterly Performance Report: Papakura Local Board for quarter three 2018/2019

That the Papakura Local Board:

a)      receive the performance report for the financial quarter ending 31 March 2019.

b)      reallocate the $15,000 budget from the 2018/2019 work programme line item #2727 - Takanini Business Association pre-BID establishment project (locally driven initiatives (ATEED)) and $6,500 from the work programme line item #158 Event Partnership Fund – Papakura (Movies in the Park) (local events fund)) to:

i)          $5,000 for local board engagement supplies; and

ii)         $16,500 to 2018/2019 work programme line item #334 – Community Grants (PPK) – Local Community Grants.

c)         approve $29,250 to be allocated to the Papakura Business Association from line item #781 – Community Led Placemaking as a one off payment, towards a part-time paid role for monitoring of the town centre CCTV system.
