Chairperson Greg Presland opened the meeting and welcomed those present.
Resolution number WTK/2019/50 MOVED by Chairperson G Presland, seconded by Member N Henderson: That the Waitākere Ranges Local Board: a) accept the apology from Member S Tollestrup for absence. |
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.
Note: Deputy Chair person S Toms declared an interest in item LG1919-210 Kate Parker under the umbrella of Tungsten Works Limited and took no part in the discussion or voting on the matter.

Resolution number WTK/2019/52 MOVED by Chairperson G Presland, seconded by Member S Coney: That the Waitakere Ranges Local Board: a) acknowledges the passing of Fiona Cunningham a long term council officer who died recently from cancer. Our thoughts are with her family and close friends at this difficult time. b) also acknowledges the passing of talented musician Malcolm Black whose group Netherworld Dancing Toys had a huge hit with their song For Today in 1985. He died after a long struggle with cancer. Our thoughts are with his family and close friends at this difficult time. |

Resolution number WTK/2019/60 MOVED by Member N Henderson, seconded by Deputy Chairperson S Toms: That the Waitākere Ranges Local Board: a) grant a renewal of community lease to The Waiatarua Ratepayers & Residents Association Incorporated for Waiatarua Hall, Waiatarua Reserve, 911 West Coast Road, Waiatarua for a term of five years commencing 1 June 2019 b) grant a variation of the renewal of community lease to: i) include the Smokefree Policy clause as approved by the Waitākere Ranges Local Board on 12 June 2014, Resolution WTK/2014/65 (Attachment A) c) approve all other terms and conditions as contained in the existing deed of community lease dated 23 December 2015. |

Resolution number WTK/2019/61 MOVED by Member S Coney, seconded by Member N Henderson: That the Waitākere Ranges Local Board: a) approve the public notification of Auckland Council’s intention to classify Titirangi War Memorial Reserve described as Part Lot 17 on Deposited Plan 6678 under section 16 (4) of the Reserves Act as proposed in the site plan (Attachment A) b) delegate to the Waitākere Ranges Local Board Chair to appoint a panel to consider submissions or objections received following the public notification of the intention to classify Titirangi War Memorial Reserve and for the panel to make a decision. c) request that council staff report back to the local board following public notification for a decision on the classification of Part Lot 17 on Deposited Plan 6678 from recreation reserve to local purpose (community purposes and historic war memorial site) reserve, recreation reserve and scenic reserve. |

Resolution number WTK/2019/65 MOVED by Chairperson G Presland, seconded by Member S Coney: That the Waitākere Ranges Local Board: a) receive the performance report for the financial quarter ending 31 March 2019. b) confirm that any likely underspends will be confirmed and may be reallocated via the local grants process or to progress discretionary initiatives. Known underspends are from: i) 186: Community Response Fund ii) 198: Local Events Fund iii) 719: Kauri Dieback Coordinator iv) 740: Coastal and Marine v) 65: Glen Eden Innovation Attraction. c) approve allocation of a $15,000 contribution to the costs for Ethkick 2020, a multi-ethnic football tournament and cultural celebration in the Glen Eden area out of the unused budget line 719: Kauri Dieback. d) approve allocation of a $10,000 contribution to the costs for 'Welcome Home community led initiative’ “to give new residents all the information they need to find their feet in their new community”, from the unused budget line 2811: Community Response Fund. e) note and support the proposed carry forward identified in paragraph 25 a), b) and c) of the report. |

Resolution number WTK/2019/71 MOVED by Chairperson G Presland, seconded by Member N Henderson: That the Waitākere Ranges Local Board: a) receive the 11 April 2019 Regulatory Committee resolution on the proposed Waste Management and Minimisation Bylaw and amendments to the Trading and Events in Public Place. b) note that public consultation on the proposal is scheduled from 10 May to 16 June 2019. A panel will consider any feedback, deliberate and make recommendations to the Governing Body. A final decision on any new bylaw and bylaw amendments will be made on 22 August 2019. |
