Resolution number DT/2019/87 MOVED by Chairperson G Wood, seconded by Deputy Chairperson G Gillon: That the Devonport-Takapuna Local Board: a) acknowledges and congratulates the following people who reside or are known in the Devonport-Local Board area who have received appointments in the Queens Birthday Honours 2019 in New Zealand as follows: i) Sir Roger Leighton Hall, CNZM, QSO, to be a Knight Companion of the New Zealand Order of Merit (KNZM KNZM) for services to theatre. ii) Sir Graham Michael Lowe, ONZM, QSM, to be a Knight Companion of the New Zealand Order of Merit (KNZM) for services to youth and education. iii) The Reverend John Alexander Marsden, QSO, JP, to be a Companion of the New Zealand Order of Merit (CNZM) for services to Maori and the community. iv) Mr Gary Vernon Taylor, QSO, to be a Companion of the New Zealand Order of Merit (CNZM) for services to the environment and resource management. v) Mr Michael King to be an Officer of the New Zealand Order of Merit (ONZM) for services to mental health awareness and suicide prevention. vi) Mr Gordon William McLauchlan to be an Officer of the New Zealand Order of Merit (ONZM) for services to historical research. vii) Ms Allison Muriel Dobbie to be a Member of the New Zealand Order of Merit (MNZM) for services to library and information management and the arts. viii) Ms Janferié Bryce-Chapman, JP, awarded The Queens Servies Medal (QSM) for services to seniors. b) requests that Chairperson G Wood writes to congratulate each recipient on behalf of the Devonport-Takapuna Local Board. |

Resolution number DT/2019/88 MOVED by Chairperson G Wood, seconded by Member J McKenzie: That the Devonport-Takapuna Local Board: a) acknowledges the long-time dedication of Mr. Alan Reekie to the performing arts on the North Shore as chairman of the North Shore Performing Arts Society (Inc.) and also his receipt of a Lifetime Achievement award from the Performing Arts Competition Society of New Zealand. b) requests that Chairperson G Wood writes to congratulate Mr Alan Reekie on behalf of the Devonport-Takapuna Local Board. |

Te Uru Tapu / Sacred Grove Concept Designs and Engagement Plan |

MOVED by Member J McKenzie, seconded by Chairperson G Wood: That the Devonport Takapuna Local Board: a) approve two concept plan options for the development of Te Uru Tapu / Sacred Grove for public consultation, as attached to this agenda report in Attachment A. b) request staff undertake public consultation on the approved concept plan options in accordance with the engagement plan as outlined in Attachment D to the agenda report subject to the following amendments to the engagement plan; i) include an additional hui between the local board and Mana Whenua; ii) include a dedicated engagement opportunity for the body corporates of the surrounding residential blocks, namely The Mon Desire, The Sands and The Rocks apartment complexes; and iii) include an additional informal public engagement opportunity during the engagement period at the northern end of Takapuna Beach (or next to the Takapuna Beach Café) to capture the views of beach users. |

Resolution number DT/2019/90 MOVED by Chairperson G Wood, seconded by Deputy Chairperson G Gillon: That the Devonport-Takapuna Local Board: a) adopts local content for the Annual Budget 2019/2020 as tabled including; i) a Local Board Agreement 2019/2020; ii) a message from the Chairperson; iii) local board advocacy. b) adopts local fees and charges schedules for 2019/2020; subject to the following amendment i) allocate $1000 locally driven initiative (LDI) operational funding to provide free access to the Devonport Library community room to community groups. c) delegates authority to the Chairperson and Deputy Chairperson to make any final minor changes to the local content for the Annual Budget 2019/2020, including the Local Board Agreement 2019/2020. d) notes: i) that Local Board Agreement 2019/2020 local activity budgets will be updated to reflect final budget decisions made by the Governing Body on 22 May 2019 ii) that if there are outstanding (not yet agreed) matters in the Local Board Agreement 2019/2020, the local board should include an explanation of these matters in the Chair’s message at the front of the agreement. e) acknowledges that the resolutions of this meeting will be reported back to the Governing Body when it meets to adopt the Annual Budget 2019/2020 on 20 June 2019.

Additional funding for independent planning advice for Panuku Unlock Takapuna project |

Resolution number DT/2019/91 MOVED by Member J McKenzie, seconded by Member M Sheehy: That the Devonport-Takapuna Local Board: a) allocates $2,500 (GST exclusive) locally driven initiative (LDI) operational funding to undertake additional work as part the independent planning advice commissioned by the Devonport-Takapuna Local Board to support the Panuku Unlock Takapuna project; namely; i) preparation of solar access diagrams of the Takapuna Town Square; and ii) presentation of the scope and outcomes of the work to the local board at a workshop and business meeting in June 2019. b) requests that the Richard Reid & Associates planning document be forwarded to Panuku Development Auckland for their consideration upon the document’s completion and authorisation by the local board Chairperson and the Deputy Chairperson.
