Purpose of the report
1. To consider a landowner approval application by AMMI Athletics Club incorporated to temporarily locate a shipping storage container on Rongomai park for equipment storage.

Executive summary
2. AMMI Athletics Club Incorporated (AMMI) has requested land owner approval to temporarily locate a shipping storage container at Rongomai Park to contain club athletics equipment.
3. The proposal signals an intention by the club to locate permanent athletics facilities on the park, and to enter into an occupancy agreement with Auckland Council.
4. There are several matters that must be considered prior to any approval to occupy the land as a sports code. These will be considered in a future report.
5. Ōtara-Papatoetoe Local Board has previously met with the club and supported their proposed activities. Rongomai Sports and Community Trust (Rongomai Trust) has a lease of the sports facility building on the park. The trust also supports inclusion of Athletics at the park.
6. Shipping storage containers are not supported as a means of storage on parks by Parks Sport and Recreation and Community Facilities for periods of more than six months.
7. While the request is inconsistent with current practice and the Parks Sport and Recreation Sports Park Service Plan, a temporary approval for storage of a container is considered appropriate while an application for location to, and occupation of athletics on Rongomai park is assessed.
Recommendation/s That the Ōtara-Papatoetoe Local Board: a) approve the temporary location of a shipping storage container on Rongomai Park for storage of athletics equipment by AMMI Athletics Club incorporated. b) approve access to the park and the container be granted to AMMI Athletics Club incorporated and that the container shall be located on the park for a period of one year from the date of resolution by the Local Board; c) request that officers work with the AMMI Athletics Club incorporated to receive and assess an application for location of athletics activity on, and an agreement for occupation of the park.

Context
8. AMMI Athletic Club Incorporated (AMMI) has requested land owner approval to install a shipping storage container at Rongomai Park to contain equipment necessary for future athletics activities at the park.
9. The proposal shows an intention for AMMI to occupy the reserve and install the necessary equipment for such activities.
10. Before such an approval for occupancy can be granted, there are several matters for council staff and the local board to consider to ensure that current processes and obligations are met.
11. Currently there is no occupancy agreement or approval from Auckland Council for the club to be located at the park. This will be the subject of a future report.
12. This does not preclude the approval for a temporary shipping storage container to be located at the park while a full assessment for athletics activity on the land is undertaken.
Land, service strategy and occupancy matters
13. Rongomai Park is described as Part Allotment 125 Parish of Pakuranga comprising 10 ha. It was acquired for a Recreation Ground subject to the Reserves Act 1977.
14. The reserve is classified as a recreation reserve and is included in the Manukau Sports Parks Management Plan (May 2007). The proposed use for athletics does not impact the current Reserve Management Plan.
15. For context, the matters referred to above include the following:
a) Use will need to be assessed against existing plans and policies. This will include proximity to other clubs, a sports network needs analysis, alignment with the Local Board and the Auckland Plan, Parks and Open Space Strategic Action Plan 2013, Auckland Sport and Recreation Strategic Action Plan 2014-24, Sport NZ Community Sport Strategy 2015-20.
b) Assessment of the structure AMMI and its affiliation to the AMMI School of Sport and Fitness Ltd. An objective will be to look at how the incorporated society would operate on the land.
c) Interaction and agreements with existing users, by way of a community lease or multi-use agreement with Rongomai Sports and Community Trust.
d) Facility provision and funding for permanent and seasonal needs of the club, field upgrades and optimization of field utility and use in summer and winter.
e) Any statutory requirements to publicly notify any proposed lease over the land.
f) Operational maintenance and management, future permanent storage facilities.

Analysis and advice
Storage container
16. AMMI has advised that existing storage facilities at Rongomai are inadequate. As such they seek approval to install a temporary shipping storage container onsite for storage purposes.
17. The intention is that permanent storage is provided in the future so that containers are not required.
18. A container for temporary storage could be located for a year until future occupation, storage and use matters are resolved.
19. The Sports Parks Service Plan serves as a guide to establishment and management of sports parks across Auckland. The plan does not support containers except for temporary storage purposes and for no greater than a 6-month period. Generally, storage containers are required to be removed at the end of the season and only permitted while more permanent solutions are being planned and built.
20. Shipping storage containers are an industrial shipping appliance, and not well suited to high amenity sports parks and open spaces. They visually detract from the amenity of parks and open spaces and can often become permanent fixtures if plans to replace them are not put in place prior to their installation.
21. Because future use of the land by AMMI is yet to be considered, staff recommend that the application for the container should be approved for 1 year, subject to conditions relating to its appearance.
22. Staff recommend that any container approved to be located on the site is enhanced visually for example through painting, skinning (covers), and other aesthetic modifications. This will help mitigate any loss of park and visual amenity.

24. The board is committed to working towards increasing sport participation by providing facilities and supporting sports clubs, as well as responding to the expanding range of needs for sport and recreation. The board acknowledges the value in clubs working together, especially when many fields are at capacity.
25. The Otara-Papatoetoe Local Board is supportive of AMMI Athletics Inc. and their proposal to deliver athletics at Rongomai Park. In this regard the board have already committed some funding for a temporary shipping storage container.
Local impacts
26. Local impacts of a shipping storage container will be largely visual. Located close to the existing building, a container will have less effect, than if located on the fields.

28. There are no expected financial implications of a one-year temporary location of a container on the park.

Risks and mitigations
30. Locating a container on the park, while inconsistent with sports park strategy, is a minor risk for the time proposed. It may remain on the land for a year while other occupation matters are addressed. With adequate visual mitigation the container should not present any issues for public or other park users.

Next steps
31. Staff recommend that AMMI’s application for temporary storage through provision of a shipping storage container is approved for one year.
32. During this time the other matters relating to an application for establishment of athletics activities and facilities and accommodation of AMMI on the park should be undertaken as a priority.
33. If an approval is granted for a temporary shipping storage container on Rongomai Park, staff will work with AMMI and other users to establish the container and allow access to AMMI for use of it.

1. To approve the 2019/2020 Youth Connection work programme for the Ōtara-Papatoetoe Local Board.

2. This report introduces the proposed 2019/2020 financial year Youth Connections work programme for the Ōtara-Papatoetoe Local Board.
3. The board is requested asked to approve the 2019/2020 Youth Connection programme with a budget of $50,000 from its Locally Driven Initiatives operational budget.
4. The Youth Connections programme has over the past years been jointly supported by the Māngere-Ōtāhuhu and Otara-Papatoetoe local boards.
5. A Local Governance Group (LGG) with representation from the two boards provides strategic oversight and direction to the development and implementation of the Mangere-Otahuhu and Otara-Papatoetoe Local Boards Youth Connections work programme, and provide advice and direction officers.
6. Staff report to the local board on work programme activities quarterly to provide an update on progress and highlight risks. Along with any insights and learnings at the end of the programme.
Recommendation/s That the Ōtara-Papatoetoe Local Board: a) approve the allocation of $50,000 for the Youth Connections projects to be delivered by the Southern Initiative (TSI) for 2019/2020.

8. The 2019/2020 Youth Connections work programme has been developed having regard to the local board’s priorities set out in the Ōtara-Papatoetoe Local Board Plan 2017, in particular:
a) Continue to fund Youth Connections, including encouraging businesses to work with Youth Connections and The Southern Initiative to create employment.
b) Actively encourage businesses to employ local people, particularly Māori and Pasifika using the council’s contracting process.
c) Fund programmes to teach people and groups the skills they need for effective governance of their organisations.
d) Partner with The Southern Initiative to provide advice and grants to help social enterprise start-ups.
9. The Southern Initiative (TSI) staff have been engaging with the local community groups, businesses and the support and connections provided by the fellow Southern Initiative (TSI) staff in identifying work programmes that will benefit the young people in Ōtara-Papatoetoe Local Board area.
10. The development of draft work programmes was supported by a workshop with LGG. Workshop provided strategic direction and identified priority activities to support that direction. Further decisions required for allocation of funding by The Southern Initiative (TSI) will be brought to LGG in August/September 2019. Some of the options that have been discussed include:
Option One:
Engage with NEATs to work with them on soft skills and prepare them for employment. Then provide employment brokerage into “quality” employment opportunities. Once they are in employment provide post placement support to ensure attachment to employment. Employment brokerage programmes include identifying high value occupations and industries, working with employers, tailored career plans, career coaching, skill development, advocacy and pastoral care.
Options Two:
Engage with a community provider to capacity build and upskill them to be able to provide employment brokerage for the young people into ‘quality’ employment opportunities. Employment brokerage upskilling will have to include the ability to identify high value occupations and industries, ability work with employers, ability to tailor career plans, able to provide career coaching, ability to provide advocacy and ability to provide efficient pastoral care that will ensure attachment to employment.

11. The Southern Initiative (TSI) have worked with the Community Empowerment unit to ensure the smooth transition and effective on-going delivery.

12. The projects noted above align with the local board plan outcome ‘Empowered, inclusive and prosperous communities’.
13. The proposed work programme was workshopped with the LGG on Tuesday 7 May 2019. Edits have been made to reflect the direction received at the workshops.

14. The Southern Initiative have developed strong relationships with local Māori community organizations and iwi.
15. All our programmes will include Māori community to provide training, quality employment outcomes and wellbeing.
16. Some of the Youth Connections funding will be directed to Māori organisations to improve Māori outcomes in terms of education and employment.

Financial implications
17. The proposed 2019/2020 Youth Connections work programme will see the allocation of $50,000 directly to the community organsiations to deliver youth outcomes.
18. The Youth Connections work programme progress will be reported directly to the local board as part of the quarterly local board work programme report produced by Local Board Services.

Risks and mitigations
19. There is a risk that the activities in the work programme will not be delivered within indicative timeframes and budget. Where unforeseen delays occur, this will be communicated to the local board through quarterly reporting and where appropriate emails, memos or meetings.

Next steps
20. Following approval by the local board The Southern Initiative team will come back to the LGG as agreed in August/September 2019 to finalise and confirm the details of this work programmes with the local community groups.
21. Quarterly reports will be provided to the local boards as well as regular updates and insights as the programmes progresses.
22. At the end of the programme delivery learnings and insights gained from the programme will be shared to the local board.
