Purpose of the report
1. To delegate responsibility to a member of the Puketāpapa Local Board to provide input into Auckland Council’s submission on the proposed Climate Change Response (Zero Carbon) Amendment Bill.

Executive summary
2. On 14 June the Puketāpapa Local Board received a memo about the proposed Climate Change Response (Zero Carbon) Amendment Bill. The Bill was developed in January 2018 in response to the Paris Agreement to limit the global average temperature increase to 1.5°C above pre-industrial levels. The Bill is summarised in Attachment A.
3. Originally the Zero Carbon Bill was to be a separate piece of legislation, however it now will be introduced as an amendment to the current Climate Change Response Act 2002. The amendment is to ensure all key climate legislation is encompassed within one Act.
4. The Climate Change Response (Zero Carbon) Amendment Bill is made up of four main elements:
· the establishment of a Climate Change Commission
· updated emissions reduction targets
· specific emissions budgets, and
· the inclusion of a national adaptation plan.
5. Auckland Council will draft a submission on the proposed Climate Change Response (Zero Carbon) Amendment Bill and circulate it to local boards on 2 July and the Environment and Community Committee on 9 July.
6. The closing date for submissions is 16 July, which is prior to the next Puketāpapa Local Board business meeting.
7. Of note are the potential connections to Te Tāruke-ā-Tawhini: Auckland’s Climate Action Plan, which is currently in development. This draft plan will be presented to the local board, for feedback, at its July 2019 business meeting. Then it will go out to public consultation then to the Environment and Community Committee for approval in September 2019.
Recommendation/s That the Puketāpapa Local Board: a) delegate authority to a member to input into Auckland Council’s submission on the proposed Climate Change Response (Zero Carbon) Amendment Bill.
