Acknowledgement - Matariki programme success – Gianni-Mia Dowling |

The local board reallocated funding towards the delivery of a series of workshops to mentor a group of local music students to write, record, edit and perform an original piece of music at the annual Matariki event in Papakura. One of the students, Gianni-Mia Attrol Dowling had a ‘Rockquest’ final and used the workshop learnings to focus on the preparation for the competition, where she won the ‘People’s Choice’ Award. |

Acknowledgement – Queens Birthday honours 2019 – Mrs Ida White |
|
For services to Māori Art. Mrs Ida White has been a kaiāwhina (assistant) with expert weaver Ms Christine Smith at the Whiri Aroha korowai group at Papakura Marae since 2004. This is a voluntary role where Mrs White supports and guides tauira (students) to learn to weave a contemporary korowai, using traditional Māori methods and modern materials. The classes are offered at very low cost and have seen hundreds of students of all ages attend. Her assistance with the classes has facilitated a surge in the numbers of people weaving in New Zealand. She has also spent time in Western Australia teaching local Māori weaving practices. Mrs White’s sharing of her knowledge on weaving korowai has assisted with preserving the craft. |

Rebecca Bamfield, Unit Leader of the Roro Brownies in Papakura, along with a number of the Roro Brownies, gave a presentation on their visit to Brylee Reserve in Conifer Grove, and the ideas they had for the playground/park area. The images of the presentation has been placed on the official minutes and is publicly available on the Auckland Council website as a minute attachment. |

Resolution number PPK/2019/97 MOVED by Chairperson B Catchpole, seconded by Member G Hawkins: That the Papakura Local Board: a) receive the verbal report from the Papakura Local Board Chairperson, regarding: i) The “Papakura Project” was launched in the foyer of the Papakura Library in May and the images have now been installed in shop windows around town. Like the earlier projects, these images add vibrancy and vitality to the town centre and we continue to receive very positive comments about the images. ii) Matariki A) The blessing to start the Matariki exhibition of taonga created by artists of Ngāti Tamaoho descent is being held in collaboration with Papakura Library and Museum. The exhibition includes a waka on display in the foyer outside the museum. B) Matariki Celebration talk by Maureen Lander and the launch of Maureen’s “The Delicate Balance of Wobbling Stars” exhibition. Maureen Lander is a nationally renowned weaver. iii) Kirks Bush – the two main entrances and pathways in Kirk’s Bush will be closed to prevent the spread of Kauri die back. The Kauri Dieback project team and The Friends of Kirks Bush are working together to repair and realign some of the tracks to mitigate the risk of the spread of Kauri Dieback and ultimately allow public access back into Kirks Bush. iv) Constituent Drop In Sessions 2019 – These continue to be a success and provide public access to local Board members, where we hear wonderful suggestions and are alerted to up come issues directly from local residents v) Pahurehure Inlet Protection Society (PIPS) AGM 2019 - I would like to acknowledge the terrific work PIPS are doing around Pahurehure and the Manukau Harbour inlet. Eryn Hooper from “The Million Metres Streams Project” gave a very informative and inspiring presentation. vi) Papakura Central School Bike Park and Track opening was held in association with “Bikes in Schools”, the Airport Rotary and a number of very generous local business. vii) Papakura City Football Club (FC) vs New Caledonia – a great opportunity for the Papakura City FC to gain experience and to test their skills against a visiting international team in a friendly match. viii) New Zealand Warbirds Association D-Day 75 - WW100 Armistice Open Day – Perfect weather of blue skies welcomed a very large crowd to our neighboring airport. Everyone was wowed by the flying displays of delicate biplanes, classic WW2 fighters including Spitfire and Mustang and spectacular aerobatics in the sky above Papakura. ix) “Cadbury Netball Series” including the Silver Ferns, Fiji Pearls, All Stars and the NZ Men who are playing each other at Pulman Arena. The games commence tonight and run through until Saturday (26-29 June, 2019). |

Resolution number PPK/2019/98 MOVED by Member G Hawkins, seconded by Member K Winn: That the Papakura Local Board: a) receive the Auckland Transport June 2019 report. b) express concern that the rapid transport to airport project has not adequately considered the benefits of heavy rail to the airport in the rapid transport of people and freight. c) express concern at the continued delays in the Auckland Transport Safer Communities programme which was first consulted on in October 2017 and the lack of any improvements to date as a result of this project. d) request further information on why the public consultation on the Auckland Transport Connected Communities Programme for the Great South Road corridor cannot proceed until the third quarter of 2019/2020 given the significant and growing daily traffic congestion on the corridor. e) request staff to provide the Police road safety and accident statistics that were used to inform the road safety project in Rosehill, and also provide evidence to show that Rosehill was a priority for this project. f) request that staff investigate the implementation of speed bumps in the Rosehill area and assure the board at the next Auckland Transport workshop with the board that the correct process was used and the correct data was considered. |

Resolution number PPK/2019/99 MOVED by Member W McEntee, seconded by Deputy Chairperson F Auva'a: That the Papakura Local Board: a) agree to fund, part-fund or decline the following round three 2018/2019 Papakura small grant applications:
b) note that the board has allocated additional funding to the grants budget line as a result of other projects in the work programme not proceeding as scheduled throughout the 2018/2019 financial year, allowing the board an opportunity to provide additional grants funding. c) agree to further fund the following grant applications that were only partially funded during 2018/2019 due to the limited funds that were available in that budget line at that time: i) LG1914-228 – Choral Society. Initially received $1,500 of the requested $4,000 this was due to limited funds at the time. The board agree to fund a further $2,500. ii) LG1914-229 – Papakura Marae Christmas at the Pā, initially received a reduced amount due to limited grants funds available, requesting $5,000 and were granted $2,500. The board agree to fund a further $2,500. iii) LG1914-240 – Ardmore Squad no. 4 No.4 (Ardmore) Squadron Air Training Corps training supplies. Requested $5,000 and initially were granted $2,500. The board agree to fund a further $2,500. iv) LG1914-239 – Papakura Māori Wardens requested $15,000 and initially received $5,000 for the purchase of a new vehicle. The application previously requested $15,000 because the applicant felt if they asked for too much they would run the risk of not receiving any funding. It was noted that the Papakura Māori Wardens have confirmed in writing that they require an additional $20,000 funding for their vehicle purchase (not an additional $10,000 indicated in their funding application). The board agree to further fund $10,000 plus the remainder of funding in the 2018/2019 grants budget line. |

Resolution number PPK/2019/102 MOVED by Member K Winn, seconded by Member G Hawkins: That the Papakura Local Board: a) note the new statutory responsibility of the chief executive: facilitating and fostering representative and substantial elector participation in elections and polls held under the Local Electoral Act 2001. b) amend standing order 2.3.3 by replacing: Calling an extraordinary meeting at earlier time The chairperson, or if they are unavailable, the chief executive, may call a meeting for an earlier time if this is necessary to deal with the business. The person calling such a meeting must give each member and the chief executive notice of the time and place of the meeting and the matters in respect of which the meeting is being called, by whatever means is reasonable in the circumstances, at least 24 hours before the meeting. with: Calling an emergency meeting The chairperson, or if they are unavailable, the chief executive, may call an emergency meeting for an earlier time than is provided in Standing Order 2.3.2 if this is necessary to deal with the business. Papakura Local Board Community Facilities Work Programme 2019-2022 |

Resolution number PPK/2019/104 MOVED by Member K Winn, seconded by Member W McEntee: That the Papakura Local Board: a) approve the Papakura Local Board 2019/2020 Community Facilities Work Programme as detailed in Attachment A – Build, Maintain, Renew, and Attachment B – Community Leases, to the report entitled “Papakura Local Board Community Facilities Work Programme 2019–2022”, subject to the following amendments: i) request that the Central Park pathway and lighting project be brought forward in the work programme for full delivery in 2019/2020, as it is a safety priority and is not dependent on the Central Park concept plan. ii) note the $50,000 for the mangrove removal line item will be made up of $7,000 deferred from the 2018/2019 work programme and $43,000 from the 2019/2020 work programme. The budget for mangrove removal in the work programme in Attachment A needs to therefore be amended from $50,000 to $43,000, and will, along with the amendment in item 23 a) i) help balance the $11,000 over-allocation in the board’s 2019-2020 budget. iii) request that the Greenways plan project #13 (Elliott to Pescara Point pathway) be included in the work programme with no budget figure at this time until staff present further options for the staged delivery of projects #12 and #13. iv) request that the Kirks Bush boardwalk project be included in the work programme and Community Facilities staff work with the Kauri Dieback Programme team and the Friends of Kirks Bush to: A) co-ordinate efforts and investigate opportunities to repair, upgrade and add to the track network to improve future use of the reserve while mitigating the risk of spreading kauri dieback. b) approve in principle the Papakura Local Board 2020–2022 Community Facilities Work Programme (years 2 and 3) as detailed in Attachment A – Build, Maintain, Renew, and Attachment B – Community Leases, to the agenda report entitled “Papakura Local Board Community Facilities Work Programme 2019–2022”. c) approve the risk adjusted programme (RAP) projects identified in Attachment A to the agenda report entitled “Papakura Local Board Community Facilities Work Programme 2019–2022”., as projects that may be delivered in advance of the expected delivery year, if required to meet expected financial expenditure for the 2019/2020 financial year. d) note that approval of budget allocation in the 2019/2020 year for multi-year projects may commit the board to the allocation of subsequent years budgets. e) note that the inclusion in the work programme of projects that are funded from the Coastal Renewals, Slips Prevention and Local Parks and Sports Field Development budgets are subject to approval of the identified budget allocation by the Environment and Community Committee in July 2019. f) provide the following feedback for consideration by the Environment and Community Committee in relation to the projects funded from the Coastal Renewals, Slips Prevention and Local Parks and Sports Field Development budgets: i) Coastal Renewals, Slips Prevention and Local Parks and Sports Field Development budgets must be funded from the central budget. ii) Local boards do not have the ability to fund capital projects that address Coastal Renewals, Slips Prevention and Local Parks and Sports Field Development budgets. g) note that budget allocation for all projects in the Papakura Local Board 2019–2022 Community Facilities Work Programme are best current estimates, and amendments may be required to the work programme to accommodate final costs as the year progresses. h) delegate authority to the chairperson and deputy chairperson to approve minor amendments to the Papakura Local Board 2019–2022 Community Facilities Work Programme, following receipt of written advice from staff. i) delegate to the Manager Community Leases authority to use the agreed streamlined renewal process for lease renewals without variations. |

Resolution number PPK/2019/108 MOVED by Member K Winn, seconded by Deputy Chairperson F Auva'a: That the Papakura Local Board: a) approve the Papakura Local Board 2019/2020 Community Services work programme, subject to the following amendments: i) Arts, Culture and Events budget line #134 – building capacity: build the capacity and capability of Papakura networks – budget to be reduced from $20,000 to $16,000, which will along with the amendment in item 19 a) ii) help balance the $11,000 over-allocation in the board’s 2019-2020 budget. ii) Parks Sport and Recreation line #1136 – Papakura: Sports and recreation partnership fund - $12,000 to be allocated to Community Facilities for the Prince Edward Park Concept Plan. b) believe that the Kirikiri Reserve playground is a key future priority and that it be considered as such by the Parks Sport and Recreation staff when developing actions from the play space delivery plan, and to be included in the board’s future work programme. c) approve the early payment of $20,000 from line #714 (Operational Grant - Papakura Museum) to be paid in two instalments of $10,000 each in July and August 2019. d) approve a zero-fee hire for all activity at the Smiths Avenue community hall for the 2019-2020 financial year and subsidise any unrecovered revenue from the 2019-2020 work programme line #136, and request staff to review the bookings frequently to ensure a fair and equitable spread of the subsidy. |
