TERMS OF REFERENCE
(Excerpt – full terms of reference available as a separate document)
The terms of reference set out the purpose, role and protocols of the Panel.
Panel members abide by the Code of Conduct for members of Auckland Council advisory
panels.
Purpose
As one of council’s engagement mechanisms with diverse communities, the demographic
advisory panels provide advice to the governing body and council staff within the remit of the
Auckland Plan on the following areas:
· Auckland Council’s regional policies, plans and strategies
· Regional and strategic matters including those that Council-Controlled Organisations deal with any matter of particular interest or concern to diverse communities.
Outcomes
The panel’s advice will contribute to improving the outcomes of diverse communities and
social cohesion as set out in the Auckland Plan. The panel will advise through their agreed
strategic agenda and detailed work programme.
Strategic agenda and work programme
The panel must develop a work programme and set a strategic agenda for the term. The
agendas should be focused and integrated across the panels for collaborative input into
shared agendas, particularly on the Auckland Plan, the Long-term Plan and annual plans.
The panel should advise on council’s organisational strategies relevant to diverse
communities.
The governing body and council staff should work with the panel for the development of their
strategic agendas and work programme. An appropriate committee will approve the panel’s
work programme and any subsequent major changes to it.
Submissions
The panel must not make formal submissions to Auckland Council on council strategies,
policies and plans, for example, the annual plan.
In its advisory role to the council, the panel may have input to submissions made by the
council to external organisations but do not make independent submissions, except as
agreed with the council.
This does not prevent individual members being party to submissions outside their role as
panel members.
Review
The form and functioning of the panels may be reviewed prior to or after, the end of the
panel’s term in September 2019.

I Am Auckland - implementation and evaluation update

Purpose of the report
1. To inform the Youth Advisory Panel about the Implementation Plan and Evaluation Framework for I am Auckland.

Executive summary
2. I Am Auckland, Auckland Council’s strategic action plan for children and young people, was launched in 2013. The plan’s seven goals were linked to the long-term, aspirational targets of the Auckland Plan.
3. In 2017, the I Am Auckland Status Report was completed, which set out how well the council and its council-controlled organisations (CCOs) had delivered on these goals.
4. Key achievements identified in the report included over two-hundred discrete child and youth focused activities across all goal areas.
5. The status report also identified the following areas for improvement and prioritization:
· doing more to achieve ‘Goal 7: All Rangatahi will thrive’ which had been delivered on the least
· improving implementation and evaluation of outcomes
· focussing on education and employment outcomes for Māori and Pacific young people
· continue focussing on areas of the city with high numbers of young people, particularly in the south.
6. In response, in December 2018 the Environment and Community Committee approved the Implementation Plan and Evaluation Framework for I Am Auckland (Resolution number ENV/2018/171). This will work towards:
· increasing the visibility of child and youth outcomes
· providing evidence of impact
· creating a schedule for monitoring progress and help focus delivery in priority areas
· reinforcing accountability for action with clear roles and responsibilities for delivery.
7. Both the implementation plan and evaluation framework are attached to this report. Staff will present these plans to the panel and seek to understand how they would like to be involved in both plans.
8. Monitoring reports of the Implementation Plan will be provided to the committee each year, as well as a full status report on I am Auckland every three years.
9. Staff will seek to engage and keep the Panel informed on progress made through the Implementation Plan and Evaluation Framework. The Panel will also receive copies of the progress reports and status reports as they are developed.

Auckland Council Youth Empowerment Team update

1. To inform the Youth Advisory Panel about Auckland Council’s new Youth Empowerment Team and to share the focus of their financial year 2019 / 2020 work programme.

Executive summary
2. Rachel Turner, Youth Empowerment Manager, will introduce her team and share how their work supports I Am Auckland - the Children and Young People's Strategic Action Plan
3. The newly formed Youth Empowerment team has three specialist youth advisors and the Community Action for Youth and Drugs team (CAYAD) which includes seven advisors.
4. The specialist advisors work with the 21 local boards to shape their goals and actions for the young people in their communities and to support the delivery of these actions. The focus for the current local boards is on civic engagement and empowering young people to have a voice on what matters to them.
5. The CAYAD team, funded by the Ministry of Health to work with local communities across Auckland, to promote wellbeing and reduce the harm of alcohol and other drugs on young people. See Attachment A for more information.
6. The Youth Empowerment Team is one of many across Council that is involved with the implementation of I Am Auckland. This strategic action plan details what needs to happen across the region (our goals) and what Auckland Council is committed to doing (our actions) to make positive change in the lives of children and young people.
7. The Youth Empowerment team contributes to the implementation of this plan with their support and empowerment of young people in our communities through their work programmes.

1. To update the Youth Advisory Panel on the Conscious Climates Mana Rangatahi Summit and the involvement of Te Mana Rangatahi in the development of Te Tāruke-ā-Tāwhiri: Auckland’s Climate Action Plan (consultation draft).

Executive summary
Background
2. Rangatahi are faced with an uncertain future amid a changing climate and must be represented and valued in decision-making. Te Mana Rangatahi is a collective of rangatahi Māori and Pasifika from across Tāmaki Makaurau who feel passionately about taking action on climate change.
3. Te Mana Rangatahi is developing content and actions for Te Tāruke-ā-Tāwhiri: Auckland’s Climate Action Plan (consultation draft) and ensuring a strong rangatahi voice is represented.
4. At the 8 April 2019 Youth Advisory Panel meeting, the rangatahi rōpū presented the initial contributions to the draft plan. This was framed as the innovation waka.
5. This rangatahi rōpū have been engaged in a series of four wānanga from January to June 2019 focused on whakawhanaungatanga, supporting rangatahi aspirations, participation, leadership and decision-making on climate change issues for rangatahi.
6. On 30 April 2019, rangatahi convened the Conscious Climates Mana Rangatahi Summit that was held at Ruapotaka Marae. This summit brought together 100 rangatahi Māori and Pasifika around the innovation waka. Kaumatua and the Deputy Chair of the Environment and Community Committee attended.
7. The rangatahi rōpū will continue to develop their contributions to the plan while they gather feedback from youth across the region during the next phase (consultation period). Consultation for Te Tāruke-ā-Tāwhiri: Auckland’s Climate Action Plan will be open from 9 July to 9 August 2019.
Discussion questions
8. Are there recommendations for how Te Mana Rangatahi can engage other youth groups around the innovation waka approach?
Consideration
9. The framework for action that has been drafted is an innovation waka to grow and connect rangatahi networks across Tāmaki Makaurau, Aotearoa and globally to build a movement of bold action for climate change.
10. Panel members are encouraged to have their say in Te Tāruke-ā-Tāwhiri: Auckland’s Climate Action Plan and to participate in conversations within their own communities.
Recommendations That the Youth Advisory Panel: a) note the mahi of Te Mana Rangatahi. b) recommend ideas for engaging with young people across Tāmaki Makaurau in the ongoing development of the innovation waka.
