Resolution number FR/2019/97 MOVED by Member S Druyven, seconded by Chairperson A Fulljames: That the Franklin Local Board: a) acknowledge Joan O’Sullivan, of Waiuku, who recently passed away. Joan worked as a high school teacher at Pukekohe and Waiuku, and was Senior Woman Teacher at Waiuku College. She began her public life as a Waiuku Borough Councillor, was a Waiuku/Awhitu Community Board member, and a Franklin Councillor. Joan was Deputy Mayor for the 1992-1995 and 1995-1998 terms and held the office of Acting Mayor for a time during the 1992-1995 term. She also gave her time to the community via the Catholic Church and St John Ambulance, was a life member of the Waiuku Museum, and was a member of the Waiuku Development Board. |

Allocation of the Franklin Local Board's Transport Community Safety Fund |

Resolution number FR/2019/103 MOVED by Member A Hopkins, seconded by Deputy Chairperson A Baker: That the Franklin Local Board: a) approve, with support from the Franklin Ward Councillor, the delivery of the Priority 1 projects listed in Attachment A, to be funded from the Franklin Local Board allocation of the Transport Community Safety Fund. b) note that the Station Road parking and pedestrian safety improvements project has $181,104 allocated to it from the Franklin Local Board’s Local Transport Capital Fund and therefore allocation from the Transport Community Safety fund for this project is likely to reduce from $500,000 to $320,000; leaving $125,687 Transport Community Funding unallocated. c) request that AT reassess Priority 2 projects according to local board feedback and return to the board with advice on which additional projects could be funded from any remaining Transport Community Safety funding and Local Transport Capital funding. d) request clarification from AT on the criteria and process for allocating regional funding toward significant rural road safety projects, noting that there are a number of on-going and significant safety projects for rural areas identified that do not meet the Transport Community Safety fund criteria. e) request that Transport Community Safety Fund project delivery progress updates and budget allocation balances are reported in the AT monthly report. f) note the board requests that, on the Whitford-Maraetai-Henson Road bend, AT consider signage to alert drivers to the dangerous/high risk bend, and to slow down, as an interim measure. |

Auckland Transport monthly update to the Franklin Local Board - July 2019 |

Resolution number FR/2019/104 MOVED by Member A Hopkins, seconded by Member A Cole: That the Franklin Local Board: a) receive the report entitled ‘Auckland Transport update to the Franklin Local Board July 2019’.
b) request that the $80,000 Local Transport Capital Funding allocated to installation of electronic warning signage and smart studs to improve safety at the intersection of Monument and Tourist Road is reserved for this project.
c) request that AT investigate options for alternative enhanced safety at the intersection of Monument and Tourist Roads should the electronic signage option be unfeasibile. d) request that the allocation of funding from the Transport Community Safety fund to ‘top up’ the Station Road parking and pedestrian safety improvements projects be reflected in the monthly report.
e) request an update on the Self Explaining Rural Roads project, noting that the south-east package was due for completion in June and the Glenbrook package was due to commence in June.
f) request that AT deliver local communications on the Self Explaining Rural Roads and Rural Delineations programmes that explain the purpose and rationale for new road markings and other interventions.
g) request that previous local board feedback on rural road safety interventions be reviewed by appropriate AT staff and contractors prior to commencement of further Self Explaining Rural Roads and Rural Delineations projects packages to ensure that agreed improvements to the approach are consistently implemented. |

Resolution number FR/2019/106 MOVED by Deputy Chairperson A Baker, seconded by Member M Kay: That the Franklin Local Board: a) provide the following feedback on the draft Pathways to Preparedness: A Planning Framework for Recovery:
i. endorse a community-centric planning framework
ii. suggest that staff developing the resilience and recovery action plan work with community empowerment staff in accessing and understanding local community values and priorities.
iii. request that staff report the outcome of engagement in the Franklin Local Board area and how community feedback will be reflected in the recovery work programme
iv. suggest that regular and ongoing communication at the local level, with rural, farming, coastal and other isolated communities, using local communication channels and delivery of locally relevant messages, is critical to both preparing for and recovering from a disaster v. suggest that the ‘response’ to a disaster is not sufficiently community-centric and that response and recovery cannot be managed in isolation. b) request that community engagement on community values and priorities actively encourages participation from rural, farming, coastal and other isolated communities, noting that these communities have specific recovery needs that may not otherwise be identified. c) request that staff report the outcome of engagement in the Franklin Local Board area and how community feedback will be reflected in the recovery work programme d) request a report on the current status of council plans and effectiveness in the areas of emergency management reduction, readiness and response, with particular focus on what is being done to make and support communities to be ready and to respond. |
