Des McGrath spoke about his concerns for the new pedestrian crossing installed on Edinburgh Ave corner as the road now floods since the installation of the crossing. The new speed humps in Rosehill are causing cars to bottom out, and questioned if there will be a review as he believes there have been too many speed humps installed.

Resolution number PPK/2019/119 MOVED by Member K Winn, seconded by Member W McEntee: That the Papakura Local Board: a) thank Des McGrath for speaking about his concerns about the new pedestrian crossing installed on Edinburgh Avenue corner and the amount of speed humps in Rosehill, and refer these concerns to Auckland Transport to discuss with the board at the board’s transport workshop in August. |

A high level of high school local talent present in recent exhibition II. Matariki Art exhibition at the Papakura Art Gallery III. Sir Edmund Hillary Library School programme that was well received IV. Constituent drop in sessions in July that had to be cancelled V. Acknowledge the passing of Neville Wooderson – an active local resident – who helped build one of the first hospitals in Nepal and was related to Sir Edmund Hillary VI. Opening of the Red Hill school VII. Opening of the Artillery Drive tunnel linking roads and wetlands VIII. Bugsy Malone production at the Hawkins Theatre and the Legally Blonde production at Off Broadway IX. Neighbourhood Support street meetings X. Annual Childrens Forest Tree Planting where families plant a tree for a new member of their family XI. Papakura Train Station electronic gating project and Auckland Transport’s assurance that it will be delivered XII. Takaanini Park and Ride opening next week XIII. Auckland Transport update to the Papakura Local Board - July 2019 |

Resolution number PPK/2019/121 MOVED by Deputy Chairperson F Auva'a, seconded by Member W McEntee: That the Papakura Local Board: a) receive the Auckland Transport July 2019 report. b) agree the following prioritised list to utilise the $746,404 Community Safety Fund allocated to the Papakura Local Board area, with any shortfall in funding to be funded from the board’s Transport Capital Fund:
c) note that the Chair has received confirmation from Auckland Transport that the electronic gating project at the Papakura train station is likely to proceed despite the report stating there is a ‘freeze’ on the project. d) express concern at the reduction of bus services as advised by the Auckland Transport in a memo entitled “Service changes to some South Auckland buses from 18 August 2019”, as notes that this will increase the demand for parking at the Papakura train station park and ride as more people will drive to the train station. e) congratulate Auckland Transport for moving swiftly with the feasibility study for capital works at the cemetery at the corner of Settlement Road and Great South Road for the new location of the bus layovers noted in this report, and expects the capital works to commence as soon as possible. f) request Auckland Transport staff to provide an update by the August meeting on progress at Pararekau Road. |

New community leases – 2R Ron Keat Drive and 44R Beach Road, Papakura to Papakura Rugby Football Club Incorporated |

Resolution number PPK/2019/122 MOVED by Member W McEntee, seconded by Deputy Chairperson F Auva'a: That the Papakura Local Board: a) grant a community ground lease to Papakura Rugby Club Incorporated under Section 54 (1) (b) of the Reserves Act 1977, for the land described as Part Allotment 208, Section 11, Village of Papakura at Massey Park, 2R Ron Keat Drive, Papakura (outlined in red in Attachment A to the report entitled “New community leases – 2R Ron Keat Drive and 44R Beach Road, Papakura to Papakura Rugby Football Club Incorporated”) under the following terms and conditions: i) term – 10 years commencing 1 August 2019, with one 10-year right of renewal ii) rent - $1.00 (plus GST) per annum if demanded iii) community outcomes plan be attached to the lease document – as provided in Attachment B to the report entitled “New community leases – 2R Ron Keat Drive and 44R Beach Road, Papakura to Papakura Rugby Football Club Incorporated” iv) permitted use – rugby clubrooms and ancillary use v) assignment and subleasing – a specific amendment to allow for sub-licensing of a portion of the building to Counties Manukau Rugby Football Union Incorporated vi) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012. b) approve public notification of Auckland Council’s intention to grant a new community ground-lease to Papakura Rugby Football Club Incorporated for the land at Southern Park, 44R Beach Road, Papakura as identified in Attachment C to the report entitled “New community leases – 2R Ron Keat Drive and 44R Beach Road, Papakura to Papakura Rugby Football Club Incorporated”. c) delegate to the Papakura Local Board Chairperson, following public notification, the authority to appoint a hearings panel which will consider any objections received and decide on the lease. d) grant a community ground-lease to Papakura Rugby Club Incorporated under Section 54(1)(b) of the Reserves Act 1977, for the land described as Lot 13 Deposited Plan 41370 NA1543/38 (Cancelled), at 44R Beach Road, Papakura (outlined in red in Attachment C to the report entitled “New community leases – 2R Ron Keat Drive and 44R Beach Road, Papakura to Papakura Rugby Football Club Incorporated”); subject to the successful settlement of any objections received, under the following terms: i) term – 10 years commencing 1 August 2019, with one 10-year right of renewal ii) rent - $1.00 (plus GST) per annum if demanded iii) community outcomes plan - (Attachment B) be attached to the lease document iv) permitted use – rugby clubrooms and ancillary use v) general terms – a specific amendment to allow for early termination of the lease by mutual agreement. e) approve all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012. |

Resolution number PPK/2019/125 MOVED by Member G Hawkins, seconded by Member MV Turner: That the Papakura Local Board: a) receive the draft Pathways to Preparedness: A Planning Framework for Recovery. b) support the community values and priorities identified in the planning framework, including Local Knowledge, Leadership, Partnership and Voice. c) support the vision for recovery, ‘Auckland’s people, communities, businesses and infrastructure are well-placed to recovery from disaster. d) support the framework’s partnership approach to deliver more effective and coordinated recovery informed by community values and priorities. e) support the five focus areas identified to better prepare for recovery: · recovery is communicated, · recovery is understood, · capacity and capability is available, · collaboration is supported, · progress is monitored and evaluated. f) note the need for flexibility in recovery planning to address the challenges faced by low-income communities in recovering from a disaster. g) note that further work is needed to provide clarity and detail as to the specific role expected of local boards as part of pre-event planning and recovery, given the leadership role local boards play within their communities. h) request that town centre managers are included and engaged with as key stakeholders when developing a local action plan. i) request staff to provide six monthly updates, including what local education programmes have been provided.
