Moana Reserve water feature renewal

 

Sarah Jones, Principal Project Manager and Cherie Veza, Stakeholder Advisor, were in attendance.

MOVED by Chairperson J Parfitt, seconded by Member V Watson:  

That the Hibiscus and Bays Local Board:

a)      acknowledge the top two water feature sculpture designs Airbourne (Attachment A dated 21 August 2019) and Fleet (Attachment B dated 21 August 2019) in response to feedback from the public consultation process

b)      request staff to progress the Airbourne option to a detailed design and if not feasible progress the Fleet sculpture to detailed design.

Grant of landowner approval to Hatfields Beach Trust and Ngahere Views Trust for pest species removal and replanting within Hatfields Esplanade Reserve

 

Raewyn Sendles, Land Use Advisor was in attendance for this item.

MOVED by Chairperson J Parfitt, seconded by Deputy Chairperson J Fitzgerald:  

That the Hibiscus and Bays Local Board:

a)        approve the land owner application from Hatfields Beach Trust and Ngahere Views Trust for the removal of pest species and replacement planting within the Hatfields Beach Esplanade Reserve, outlined in the applicants’ ecologist report, 515A Hibiscus Coast Highway: Assessment of Ecological Effects, dated 18 June 2019 by Ecology New Zealand. The land parcels are legally described as Lot 3 DP 87622 and Lot 17 DP 53193

b)        request that the Hatfields Beach Trust and Ngahere Views Trust explore non-toxic options for vegetation control.

Auckland Transport Update to Hibiscus and Bays Local Board August 2019

 

Ellen Barrett, Auckland Transport Elected Member Relationship Manager, was in attendance.

 

Resolution number HB/2019/132

MOVED by Chairperson J Parfitt, seconded by Member D Cooper:  

That the Hibiscus and Bays Local Board:

a)      receive the Auckland Transport August 2019 update report

b)      endorse the final designs in Attachments A and B of the agenda report for improvements in the town centres of Torbay and Mairangi Bay, to be constructed from the Local Board’s Transport Capital Fund under Project 580 – Town Centre Slow Zones and note that Auckland Transport have agreed to fund any overrun in the cost of the crossing outside the Four Square in Torbay

c)      agree that to maximise the use of the Community Safety Fund on construction of the projects agreed to at the Hibiscus and Bays Local Board meeting on 19 June 2019 (HB/2019/91), authorise top-up funding from the Local Board’s Transport Capital Fund, if required, for construction of the final project, to meet any shortfall in funding.

d)      request that Auckland Transport investigate a direct bus service along Whangaparāoa Road to the Silverdale Bus Station, similar to the previous 992X and report back to the local board.

e)      request that Auckland Transport investigate a direct bus service route from Long Bay and Torbay to Browns Bay and report back to the local board.

Hibiscus and Bays Open Space Network Plan

MOVED by Chairperson J Parfitt, seconded by Member C Bettany:  

That the Hibiscus and Bays Local Board:

a)      adopt the Hibiscus and Bays Open Space Network Plan (Attachment A to the agenda report)

b)      request that staff ensure the Hibiscus and Bays Local Board Open Space Network Plan meets the Auckland Council’s accessible guidelines and any document production and brand requirements

c)      delegate approval of any minor amendments to the Chairperson of the Hibiscus and Bays Local Board.

Auckland Transport - Local Board Transport Capital Fund Project 578, Orewa Boulevard Stage 3

a)      advise Auckland Transport that the local board prefers Option two with a shared pedestrian/cycle path on the seaward side for the Local Board Transport Capital Fund Project 578, Orewa Boulevard Stage Three.

Auckland Film Protocol consultation feedback and recommended changes

 

Resolution number HB/2019/136

MOVED by Chairperson J Parfitt, seconded by Member V Watson:  

That the Hibiscus and Bays Local Board:

a)      receive a summary of consultation feedback on the draft Auckland Film Protocol

b)      provide the following feedback on the recommended changes to the draft Auckland Film Protocol

i)       support the proposed changes to the Auckland Film Protocol following the submissions received from the public

ii)      request that staff update the public notification processes around filming, with a view to enabling the public to have better visibility of where and when filming is taking place in their area so that people can avoid filming locations as needed

c)      note that local board feedback will be included in a report to the Environment and Community Committee in September 2019, seeking approval for the proposed changes to the draft Auckland Film Protocol.

That the Hibiscus and Bays Local Board:

a)      approve the new road names

          Road 1 – Goldwater Drive

          Road 2 – Silverwater Drive

          Road A – Kea Road

          Road B -  Mita Road

          Road C – Pohewa Road

          for five public roads in the Build Rich Limited subdivision at 2182 East Coast Road, Silverdale, in accordance with section 319(1)(j) of the Local Government Act 1974 and as referenced in Attachments A and B to the agenda report.

Local Board Annual Report 2018/2019

MOVED by Chairperson J Parfitt, seconded by Member G Holmes:  

That the Hibiscus and Bays Local Board:

a)      adopt the 2018/2019 Hibiscus and Bays Local Board Annual Report as set out in Attachment A of the agenda report

b)      note that any proposed changes will be clearly communicated and agreed with the Chairperson before the report is submitted for adoption by the Governing Body by 26 September 2019

c)      note that the draft 2018/2019 Hibiscus and Bays Local Board Annual Report (refer to Attachment A to the agenda report) will remain confidential until after the Auckland Council group results for 2018/2019 are released to the New Zealand Stock Exchange which are expected to be made public by 30 September 2019.

a)      receive the performance report for the financial quarter and year ending 30 June 2019

Gary Brown was in attendance to discuss the relocation of the stars on the Orewa Boulevard.
