That the Manukau Harbour Forum:

a)          confirm the ordinary minutes of its meeting, held on Friday, 16 August 2019, as true and correct.

8          Deputations

 

Standing Order 7.7 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Manukau Harbour Forum. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

9          Public Forum

 

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

10        Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Endorsement of the Manukau Harbour Forum governance and management support review report

Purpose of the report

1.       To endorse the Manukau Harbour Forum governance and management support review report prepared by Envirostrat Consulting Limited.

Executive summary

2.       At the Manukau Harbour Forum’s August 2018 business meeting the forum resolved to allocate $22,000 towards a governance review of the forum as part of the approval of its updated 2018/2019 work programme (MHFJC/2018/25).

3.       In April 2019 Envirostrat Consulting Limited were engaged to provide an independent evaluation of the performance, structure and governance of the Manukau Harbour Forum. The review consisted of desktop analysis, comparison of similar entities, and interviews with forum members, council staff and other elected members.

4.       At a workshop on 16 August 2019 Envirostrat Consulting Limited presented the preliminary findings and recommendations resulting from the review. Feedback from the workshop was that forum members were generally supportive of the review’s findings and recommendations.

5.       The review has resulted in a total of 18 recommendations which focus on long-term and short-term actions. These recommendations are summarised into the following themes:

·        continuation of the Manukau Harbour Forum

·        engagement and development of relationships with mana whenua

·        comprehensive and ongoing stocktake of activities within the Manukau Harbour

·        acquiring adequate resourcing and operational support for delivery of activities within the Manukau Harbour

·        expansion of the forum membership to better align with Auckland Council’s Governing Body

·        preparation of an integrated state of the harbour report to enable the development of an outcomes focussed strategic plan and programme of works.

6.       The Manukau Harbour Forum governance and management support review report is included as Attachment A to this agenda report.
