There were no leaves of absence.
There were verbal acknowledgements from members with regards to successes across the term and collective work as a local board, and the support from staff and the commitment from the wider community.

9.1 Te Manutewhau Stream and Inanga
Students Josh, Miriam, Taliy, and Alice Perillo presented to the board the issue students were concerned about and worked hard to find a solution and support: people who are walking their dogs through the local walkway where Te Manutewhau stream runs next to it. Dogs are entering the stream down the bank and this is the area where the inanga are spawning.
Students have contacted Auckland Council to solve the problem. They thanked Councillor Linda Cooper and Chair Shane Henderson for pointing them out to the right direction. Community Waitakere (Sophie Barcley) agreed that a fence and more signage is the way to go. Students are asking the board to help building a fence and protect the stream. They said educate people is another target of their project.
9.2 Steve McDonald
He has spoken about Tirimoana School crossing on Te Atatū Rd. He mentioned a near miss of a child on 4 September 2019 at 8:30am. Auckland Transport has been contacted on this situation – case no 1151269. Steve’s request was that Auckland Transport place 40 school electronic signs at the crossing.

Resolution number HM/2019/138 MOVED by Member V Neeson, seconded by Chairperson S Henderson: That the Henderson-Massey Local Board: a) receive the Auckland Transport Update to the Henderson-Massey Local Board – September 2019 report. b) approve an additional $600,000 budget allocation ($1.7m total allocation) from the Henderson Massey Local Board Transport Fund to the Henderson North Zone proposed Residential Speed Management project due additional costs for lighting and safety measures. |

Resolution number HM/2019/139 MOVED by Member V Neeson, seconded by Member W Flavell: That the Henderson-Massey Local Board: a) approve the name Kaha Lane for the new private road created by way of subdivision at 6, 8 and 9 Hulme Place, Henderson in accordance with section 319(1)(j) of the Local Government Act 1974 (resource consent reference BUN30578717, SUB60039915). |

Resolution number HM/2019/140 MOVED by Member M Grey, seconded by Member V Neeson: That the Henderson-Massey Local Board: a) allocate $14,000 Locally Driven Initiatives operational funding from the Community Response Fund for a grant to Waitākere BMX Club Incorporated towards the costs of facility improvements at the BMX track at Te Rangi Hiroa Birdwood Reserve, Ranui. b) authorise the General Manager Parks, Sport and Recreation to prepare and execute development funding agreement in favour of the Waitākere BMX Club Incorporated. c) note that the grant to Waitākere BMX Club Incorporated is primarily intended to ensure the club will be able to complete earthworks for floodlights during the summer of 2019/2020 and, as a secondary outcome in case of a surplus, support other facility improvement projects at the track. d) congratulate Waitākere BMX Club Incorporated for successfully fundraising $249,000.00 towards facility improvements projects. |

Temporary arrangements for urgent decisions
and staff delegations |

Resolution number HM/2019/142 MOVED by Member V Neeson, seconded by Member M Grey: That the Henderson-Massey Local Board: a) utilise the board’s existing urgent decision-making process between the final local board business meeting and the commencement of the term of office of new local board members OR delegate to the chair and deputy chair the power to make, on behalf of the local board, urgent decisions that may be needed between the final local board business meeting and the commencement of the term of office of new local board members. b) note that from the commencement of the term of office of new local board members until the inaugural meeting of the incoming local board, urgent decision-making will be undertaken by the Chief Executive under existing delegations. c) approve that staff, as a temporary measure, can make business as usual decisions under their existing delegated authority without requiring compliance with the requirement in the current delegation protocols to consult with the nominated portfolio holder from 22 October 2019, noting that staff will consult with the chair following the inaugural meeting until the until new arrangements are made at the first business meeting in the new term. d) note that existing appointments by the local board to external bodies will cease at the election and new appointments will need to be made by the local board in the new term. |

22 Consideration of Extraordinary Items
