This project includes the widening of certain roads; upgrades to, and new, intersections; establishing Altitude Drive which provides for northbound and southbound travel off the main George Bolt Memorial Drive and Tom Pearce Drive arterial roads; and a new exit road for the integrated terminal. Roadworks are expected to start in the second half of this year and be completed in 2021. |

Resolution number MO/2019/155 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson W Togiamua: That the Māngere-Ōtāhuhu Local Board: a) grant, under Section 61(2A)(a) of the Reserves Act 1977, a new community lease to Māngere East Afterschool Care, Community Education and Study Support Trust for part of the council-owned building comprising 245 square meters (more or less) located at Walter Massey Park, 366 Massey Road, Māngere East (outlined in red on Attachment A) on the land described as Lot 6 Deposited Plan 42220 subject to the following terms: i) term - 5 years commencing 18 September 2019, with one 5 year right of renewal ii) final expiry - 17 September 2029 iii) rent - $1.00 plus GST per annum if demanded iv) operational fee - $6125.00 plus GST per annum v) all other terms and conditions to be in accordance with Auckland Council’s Community Occupancy Guidelines 2012 and the Reserves Act 1977 vi) approve the Māngere East Afterschool Care, Community Education and Study Support Trust Community Outcomes Plan for inclusion as the Third Schedule of the lease (attached to this report as Attachment B).

Mangere-Otahuhu Sports Field Upgrades |

Resolution number MO/2019/158 MOVED by Chairperson L Sosene, seconded by Member T Lauese: That the Māngere-Ōtāhuhu Local Board: a) put the Moyle Park project to install sand carpet, irrigation and lights (#2455) on hold until agreement is reached with Healthy Waters with regard to: i) Detail of proposed stormwater works, including understanding of potential impacts on Moyle Park and the timing of any physical works ii) Compensation payment which could be used in addition to existing budget allocation to deliver more extensive sport field upgrade works within Moyle Park. b) reallocate $108,000 currently allocated in FY20 from the Moyle Park project of installing sand carpet, irrigation and lights (#2455), to increasing lit sports field capacity at Mangere Centre Park. c) approve the renewal and upgrade of lights on the number two field at Māngere Centre Park, to be funded from both Māngere Centre Park project to renew and upgrade park assets (#2438) and the reallocation of budget from the Moyle Park project to install sand carpet, irrigation and lights project (#2455) d) approve the renewal of lights at Murphy Park in FY2019/2020 to be funded from Māngere-Ōtāhuhu-renew sports fields FY20+ project (#2726), and to be included as part of the risk adjusted programme. e) asks that the sports field and lighting work outlined above be completed before the next 2020 winter season. f) requests that Healthy Waters reports to the local board promptly on their stormwater plans for Moyle Park and the timeframe for the work.

Resolution number MO/2019/161 MOVED by Chairperson L Sosene, seconded by Member N Bakulich: That the Māngere-Ōtāhuhu Local Board: a) note the resolution of the Governing Body with regards to the Freedom Camping in Vehicles Bylaw.
b) would like the following feedback included in the Statement of Proposal: i) request Williams Park assessment be amended to ‘Prohibited’ due to no toilet or running water facilities and because entry to the carpark is limited due to the lock up times. ii) request Norana Park assessment be amended to ‘Prohibited’ as no lights pose safety issues, entry to the car park is limited and access to the toilet block is limited due to lock up times. iii) note its support for a general rule that regulates freedom camping outside restricted and prohibited areas not listed in the proposal bylaw. iv) request the Governing Body to direct officers to report on the additional resources required to comply with the new freedom camping bylaw that impact the amenity of council’s reserves and other sites where freedom camping may take place.

Resolution number MO/2019/162 MOVED by Chairperson L Sosene, seconded by Member C Elliott: That the Māngere-Ōtāhuhu Local Board: a) approve the Māngere-Ōtāhuhu Urban Ngahere Analysis Report (Attachment A). b) delegate authority through the Chief Executive to the General Manager, Parks Sport and Recreation to make minor changes and amendments to the text and design of the Māngere-Ōtāhuhu Local Board Urban Ngahere (Forest) Analysis Report that are required before public release.

Temporary arrangements for urgent decisions and staff delegations during the election period |

Resolution number MO/2019/163 MOVED by Member C Elliott, seconded by Member T Lauese: That the Māngere-Ōtāhuhu Local Board: a) delegate to the chair and deputy chair the power to make, on behalf of the local board, urgent decisions that may be needed between the final local board business meeting and the commencement of the term of office of new local board members. b) note that from the commencement of the term of office of new local board members until the inaugural meeting of the incoming local board, urgent decision-making will be undertaken by the Chief Executive under existing delegations. c) approve that staff, as a temporary measure, can make business as usual decisions under their existing delegated authority without requiring compliance with the requirement in the current delegation protocols to consult with the nominated portfolio holder (or chair where there is no portfolio holder in place), from 22 October 2019, noting that staff will consult with the chair following the inaugural meeting until new arrangements are made at the first business meeting in the new term. d) note that existing appointments by the local board to external bodies will cease at the election and new appointments will need to be made by the local board in the new term.
