Acknowledgement Councillor Sir John Walker

 

I would like to acknowledge Sir John and his true commitment to the betterment of Manurewa in his years of service in local government for both Manukau and Auckland Councils and for the legacy he has left through his running career and his charity Find Your Field of Dreams.

Sir John is loyal to Manurewa. He is proud to say he is from Manurewa, and that gives us all pride. So humble in his achievements, he often says he hopes young people will look at his success in running and say “if he can do so can I”.

Sir John has always believed in our young people. He has a drive to provide a better environment and create better opportunities, a lifetime of opportunities and choices for youth through sport. His motivation for founding Find Your Field of Dreams, was for youth, to promote character development, life-enhancing values, good health and community cohesion. Daring young people to pursue their dreams and maximising their potential for positive, fulfilling lives. That is a true legacy.

Thank you, Sir John, for all you have given to us, our community and the greater Auckland region through your years of loyal service. 

On behalf of the Manurewa board, we wish you well for your retirement and may you spend more precious moments with Lady Walker, your children and grandchildren.

Acknowledgement Deputy Chairperson Stella Cattle

 

Chair Dalton made the following statement on behalf of the board:

 

Stella I would like to acknowledge your significant contribution to the Manurewa Local Board, the Manurewa Community and the wider Manukau area in your role as an elected member of this board and in your former roles at Manukau City and Auckland Council.

You are a very special person, Stella. You are one of the hardest-working people I have worked alongside in local government. I have truly appreciated your directness, your truth, your empathy, your ability to say sorry and most of all your friendship and personal support of me through the good times and the bad.

I have learnt from you the value of silence and the importance of speaking up.

The Citizens Advice Bureau have told me on more than one occasion that you have been the most present and effective representative they have had from this local board, that was reiterated in their AGM report.

Neil Punja, our town centre manager, has echoed their sentiments, and has taken it a step further in looking to appoint you to the Clendon Business Association as your input is so valuable, your attendance so dependable and your motivation being for the right reasons: our community.

I thank you for stepping into the role of deputy chair so Rangi could pursue his commitments in Maoridom. You have been a loyal right-hand woman for me.

Stella, during this term you have experienced what would have been one of the hardest years of your life with losing Ted, and that probably took its toll when your exciting holiday with Pam didn’t quite work out as planned.  But look at you, as beautiful and resilient as pre-annus horribilis.

Although you were keen to stay and do another term your wisdom kicked in and said, it’s time for you, and for your family to have more of you.

On behalf of the board I thank you for all you have contributed to making Manurewa a better place to live, work and play.

I hope that you do stay involved with us as much as you would like to, although I know you, will be onto bigger and better things.

Here is a gift from us to memento your retirement from local government.

Deputy Chair S Cattle made the following statement on behalf of the board:

 

Madam Chair, I would like to acknowledge your contribution to this board. Angela, this is not just about me, it’s also about you. You have been connected to the Manurewa Local Board for a long time, firstly as a community board member, then as shared chair with Daniel, and then chair. For us, three years ago, there was no doubt as to whom we wished to lead us.

You have been a wonderful chair for this board. You have helped and guided us through many things. Your knowledge is amazing, your questioning appropriate, and your dignity and ethics make you one of the most amazing women I have met. You have met many challenges with calmness. You respected each of us for our diversity and our quirkiness and passions. You have built up strong relationships with our community, clubs, mana whenua, the Governing Body and so much more.

You have had your challenges and hardships. Being a leader is hard because everyone thinks you know everything and can also take the criticism without being hurt. I know this is not true. But, once more, your dignity has got you through.

Angela, we all want you to be elected to the Governing Body. I think you will romp in, but we shouldn’t take anything for granted, and I know you are not doing that. But once you get there, you will continue to do what you have done here: listen, question, respect, discuss, and not be afraid to stand out. You will be an advocate for this community. If you achieve half of what you have done here, this community will be so much better off.

b)      endorse staff to work with the Manurewa community house service providers and Housing New Zealand to identify long-term solutions for sustaining community house service provision in Manurewa in the future.

That the Manurewa Local Board:

a)      approve the public notification of Auckland Council’s intention to grant landowner approval and lease for additional premises to Royal New Zealand Plunket Trust at Manurewa Library Complex Grounds, 7 Hill Road, Hill Park.

b)      delegate to the Manurewa Local Board Chair to appoint a hearings panel to consider submissions or objections received, following the public notification, and for the panel to reach a decision.

c)      grant landowner approval to Royal New Zealand Plunket Trust to construct the new playground, ramp and decks to the group-owned building at Manurewa Library Complex Grounds, 7 Hill Road, Hill Park.

d)      grant, subject to any objections a lease for additional premises comprising 75 square metres (more or less) to Royal New Zealand Plunket Trust at Manurewa Library Complex Grounds, 7 Hill Road, Hill Park as outlined in red on Attachment A to this report on the land described as Lot 1 Deposited Plan 90812 subject to the following terms:

i)       term - five years and eight months commencing 19 September 2019, with one 10 year right of renewal

ii)      final expiry - 31 May 2035.

e)      all other lease terms and conditions will be in accordance with the terms and conditions contained in the operative community lease to Royal New Zealand Plunket Trust dated 23 July 2018.

a)         adopt the Nga Ara o Manurewa Paths Plan - an Aspirational Plan for the Manurewa Local Board area.

b)        delegate authority to Chairperson Angela Dalton and Member Joseph Allan to approve any minor edits that may be necessary.

Informal local board workshop views on the draft findings of the Animal Management Bylaw 2015 review

That the Manurewa Local Board:

a)      receives this report on informal workshop summary views from local boards on the draft findings of the Animal Management Bylaw 2015 review.

b)      provide the following feedback on the draft findings of the Animal Management Bylaw 2015 review:

i)          support the bylaw’s definition of “owner” of an animal being reviewed and clarified

ii)         support including in the bylaw separate rules for stock animals that are owned as pets or companion animals

iii)       support including requirements in the bylaw to identify owned animals, where it is practical to do so

iv)       support additional controls on stock, including requirements to ensure that stock is contained within a property.

Temporary arrangements for urgent decisions and staff delegations during the election period

 

Resolution number MR/2019/169

MOVED by Chairperson A Dalton, seconded by Member DP Pizzini:  

That the Manurewa Local Board:

 

a)      utilise the board’s existing urgent decision-making process between the final local board business meeting and the commencement of the term of office of new local board members.

b)      note that from the commencement of the term of office of new local board members until the inaugural meeting of the incoming local board, urgent decision-making will be undertaken by the Chief Executive under existing delegations.

c)      approve that staff, as a temporary measure, can make business as usual decisions under their existing delegated authority without requiring compliance with the requirement in the current delegation protocols to consult with the nominated portfolio holder (or chair where there is no portfolio holder in place), from 22 October 2019, noting that staff will consult with the chair following the inaugural meeting until new arrangements are made at the first business meeting in the new term.

d)      note that existing appointments by the local board to external bodies will cease at the election and new appointments will need to be made by the local board in the new term.

Manurewa Local Board feedback on the proposed National Policy Statement on Highly Productive Land

 

Resolution number MR/2019/174

That the Manurewa Local Board:

a)      provide the following feedback on the discussion document on the proposed National Policy Statement on Highly Productive Land.

i)          support the view that protection for highly productive land and soil is a matter of national significance

ii)         support a National Policy Statement on Highly Productive Land as the best option to protect highly productive land and soil and maintain its availability for future generations

iii)       support the using soil capability, climate, and the size and cohesiveness of the area as criteria for councils to identify highly productive land

iv)       support the requirement to restrict new urban development on highly productive land unless it can be shown to be the most appropriate option

v)         recommend that the restriction on urban development on highly productive land be strengthened by requiring a sequential test to show that no other options is available

vi)       support restrictions on rural subdivision to prevent fragmentation of highly productive land
