The Otara-Papatoetoe Local Board wishes to acknowledge and congratulate Mr Jagjit Singh Kathuria, an 81 years old Papatoetoe resident, for his winning two silver medals in 80-84 years old category; one in Triple Jump and one in 3 km Race Walk at the 2019 (31 August-7 September) Oceania Masters Athletics Championships held in Mackay in Queensland, Australia. Four hundred fifty athletes from 13 countries participated in this championship. Mr Kathuria was sponsored by the board’s Pursuit of Excellence Award.

The Otara-Papatoetoe Local Board acknowledge Ms Fonoifafo McFarland Seumanu who was previously crowned Miss Samoa NZ and then travelled to Samoa earlier this month to compete for the overall Miss Samoa title, competing against contestants from across the globe. Ms McFarland Seumanu won the Miss Samoa title and will travel to Papua New Guinea to compete at the Miss South Pacific pageant.
Ms McFarland Seumanu is a resident of Otara and is a former student of Tangaroa College, class of 2012. At school her activities included Peer Support leader, sports woman, a key Cultural Group leader, School Ball Committee leader, Health Council member and committed school librarian. Ms McFarland Seumanu comes from a family of nine and is the first to attend university. She completed a Bachelor of Nursing from MIT in 2015 and is a Public Health Nurse for Counties Manukau. She is the daughter of Pastor Lemmy and Nancy Seumanu, of Manumalo Baptist Church in Malaeimi, American Samoa.

Mike King The Otara-Papatoetoe Local Board acknowledge Mr Michael King (Mike) who was awarded the Officer of the New Zealand Order of Merit for services to mental health awareness and suicide prevention. Mr Mike King has had a career as an entertainer for 30 years and has spent the past 10 years using his celebrity to reframe the conversation around mental health addiction and suicide prevention. Mr King co-created The Nutters Club and the Key to Life Charitable Trust to connect with people of all ages across different socio-economic and ethnic backgrounds. He has travelled New Zealand speaking to schools about mental health as a Key to Life ambassador since 2012. He uses his personal story to deliver important messages around mental health and uses humour to connect with students. He has delivered presentations with the Bay of Plenty Coroner titled ‘A Coroner and a King’. At every school presentation he gives out his personal phone number and email contact so that students can contact him directly if they have issues they want to discuss. Suicide figures in the Bay of Plenty area over the past two years have significantly decreased in part due to his presentations to high schools in the area. He connects with an older demographic through The Nutters Club. Mr King has made 75 episodes of The Nutters Club television show, hosted hundreds of nationally broadcast Nutters Club radio shows, and wrote the bestselling book ‘The Nutters Club: Helping Nutters from the Inside Out’. Mr King is a local resident.

Tunumafono Ava Fa’amoe The Otara-Papatoetoe Local Board acknowledge Mr Tunumafono Avaula Colenso Fa'amoe (Ava) who was awarded the Member of the New Zealand Order of Merit for services to the Pacific community and health. Mr Ava Fa’amoe has provided leadership in the Pacific disability community for over 20 years. Mr Fa’amoe suffered from a rare eye condition in his early adolescence and lost his sight at the age of 20. He went on to complete a degree in Counselling and established the Pacific Information Advocacy and Support Services Trust (PIASS) with a group of disabled Pacific people, while still in his twenties. Under his leadership PIASS formed a collaboration with another Pacific non-governmental organisation, the Malologa Trust (Pacific Mental Health), to form Vaka Tautua in 2004. Vaka Tautua is a health and social service provider for Pacific people, providing services in the areas of disability support, older people day programmes, mental health, financial literacy, domestic violence, and community finance loans and enterprise. He has remained involved with Vaka Tautua, serving as Chairman since 2014. He was an elected member of the Otara-Papatoetoe Local Board. He previously served as Chair of the Otara Community Board and is currently a board member of the Otara Law Centre. He is a founding member of the recently-launched Tofa Mamao, the Pacific Disability Collective. Mr Fa’amoe’s intention for the Collective is to provide leadership training and governance skills to the next generation of young Pacific people living with disabilities. Mr Fa’amoe has long connections to Otara and currently lives in Papatoetoe. |

Allan Va’a The Otara-Papatoetoe Local Board acknowledge Mr Allan Leonardie Francis Va'a who was awarded the Queen’s Service Medal for services to youth and sport. Mr Allan Va’a has contributed his services as a youth and community worker in South Auckland for more than 30 years. Mr Va’a has mentored young people through a range of club programmes, sports camps, employed work as a Social Worker, and voluntary community work. He was the Project Manager for 274 Youth and Community Trust from 2005 to 2009, following rising gang tensions in South Auckland. Through this position he hired quality youth workers, and organised street clubs and workshops to engage with Otara’s younger members. He continues to serve the community through Iosis Family Solutions Trust, working with young fathers in South Auckland. He has been a member of the Tangaroa College Board of Trustees for six years and has been the Chair for two years. He has made significant contributions to local rugby teams, coaching several teams and providing pastoral care counselling for almost 20 years. In 1999 Mr Va’a founded Tumau Ministries and in conjunction with his church involvement he also runs several sports camps each year. Mr Va’a is a local Otara resident. |

Keith Toma The Otara-Papatoetoe Local Board acknowledge Keith Toma. The Prime Minister’s Pacific Youth Awards were held late last month. The Business and Entrepreneurship Award (sponsored by Pacific Business Trust) was awarded to Keith Toma, 21, from South Auckland and is of Niuean, Samoan, Tokelauan, Tongan and Tuvaluan descent. This award recognises a young person who has demonstrated entrepreneurial qualities through involvement in a business or social enterprise activity. The 21-year-old’s successful start-up business, Panikeke.com, is a curated beauty supply store working with local Pacific suppliers to bring Pacific products to the market at affordable prices. Launched in 2016, Panikeke.com was his 20th business idea, showing his perseverance as a young businessman. Panikeke.com sources their ingredients from the Pacific Islands. Mr Toma will receive a business grant valued at $10,000. Mr Toma is a former student of Aorere College. |

Tournament of Minds Regional competition The Otara-Papatoetoe Local Board acknowledge Papatoetoe High School, placed 1st in the Social Sciences category, in the Auckland Regional Tournament of Minds competition late last month. Tournament of Minds is a collaborative problem-solving nationwide competition for students from Years 5 to 10. The tournament's aim is to enhance the potential of our students by developing diverse skills, enterprise, time management, and the discipline to work collaboratively within a challenging and competitive environment. Papatoetoe High will be invited to compete at the National competition in Wellington. |

Stand Up Stand Out 2019 winners and runners up The Otara-Papatoetoe Local Board acknowledge Stand Up Stand Out, Auckland’s premier secondary school music and dance competition. Participants share their talent, and gain experience and exposure in a supportive environment. Participants have the opportunity to perform in front of judges selected from the New Zealand music and performing arts industry with the chance to win more than $6,000 in prizes. There were also opportunities for music mentoring, and recording studio experience at the Ōtara Music Arts Centre (aka OMAC) in the Ōtara Town Centre – along with performance offers at upcoming events, such as at Auckland Council’s Music in Parks and Auckland Live’s Summer in the Square. Otara-Papatoetoe Local Board schools shone bright at the Stand Up Stand Out 2019 Finals held at the Vodafone Events Centre in Manukau on Saturday 14 September. Winners: · Group Vocals: What the Fourth - Aorere College · Solo Vocal: Simone Tahavalu - De La Salle College · Bands: C6 - Tangaroa College · Solo Instrumental: Risnm Tangianau – Quality Education Services · Runners up: · Solo Vocal: Silika Isaia – Papatoetoe High School · Dance: Chapter.63 – Aorere College · Bands: Pocket-8 – Aorere College Congratulations to all the students, school staff members, parents and families. In addition to winning the Stand Up Stand Out 2019 group vocal final, the Aorere College “What the Fourth” mixed barbershop quartet also won 1st place at the Young Singers in Harmony Barbershop Quartet national competition. The Young Singers in Harmony National Convention showcases the best groups from around the country. This year 37 groups competed in the national competition. |

Alfred Nonu The Otara-Papatoetoe Local Board congratulate Alfred Nonu, from Tangaroa College, for making the NZ Secondary Schools Barbarians Team. Young rugby players from 29 schools across the country have been named in the New Zealand Schools’ and New Zealand Schools’ Barbarians teams for 2019, announced by New Zealand Rugby last week, including Mr Nonu, the only player from a South Auckland School. The 1st XV rugby season culminated last weekend with the Finals played in Palmerston North, the city will also play host to the 50 young players selected across the two representative teams. Mr Nonu previously received the 2018 Otara Junior Sportsman of the Year award. He was selected as a Samoan representative in the Asia Pacific Secondary Schools Team invitational side which played in South Africa at the World Schools Rugby Festival in 2018. He was selected for the Auckland Blues Secondary Schools side and was voted 'best back'. He also captained the Tangaroa College First XV on their way to a Auckland 1B Championship last year. |

Winter Sports achievements The Otara-Papatoetoe Local Board acknowledge the following: · Aorere College 1st XI Soccer team won the plate final at the Malcolm Cowie National Tournament. · Aorere College Girls 9s Rugby team are the Auckland Champions 2019. · Aorere College Premier Girls Rugby League team are the Auckland Champions 2019. · Aorere College U19 Boys Basketball team are the Counties Manukau Champions 2019, and the Auckland Grade Champions 2019. · Scorpions Rugby League premier 1st team are the Grand Final 2019 winners. |

Tauanu’u Perenise Tapu The Otara-Papatoetoe Local Board acknowledge Mr Tauanu’u Perenise Tapu who was awarded the Honorary Queen’s Service Medal for services to education and the Samoan community. Mr Perenise Tapu has been involved in researching, developing, and teaching Samoan language for 30 years. Mr Tapu was Head of Department for Samoan Language at Penrose High School from 1998 to 2002 and presently at McAuley High School since 2003. He has been a tutor for Samoan adult learners at the Pacific Education Centre, Manukau Institute of Technology since 2014. He was one of the Developers of the 'Taiala o le Gagana Samoa' (Samoan Language Framework in New Zealand). He has been involved in organising debates and other activities for Samoan Language Week, and takes student group trips to Samoa every two years to further their Samoan experience. He was one of five winners of the National Excellence in Teaching Award in 2012. He was involved in the building and establishment of the Malaeola Auckland Samoan Catholic Centre, and was Project Facilitator of the Malaeola Family Violence Program. He has represented the Samoan Catholic community on the Pastoral Council of the Diocese of Auckland, and was instrumental in the formation of the Taimua Youth Movement for young Samoans. Mr Tapu is the principal speaker for the Samoan stage at the annual Secondary Schools Polynesian Cultural Festival. Mr Tapu is a resident of Papatoetoe. |

Resolution number OP/2019/140 MOVED by Chairperson L Fuli, seconded by Member M Gush: That the Ōtara-Papatoetoe Local Board: a) approve the renewal of the community lease to Youthline Auckland Charitable Trust for the land and building at 145 St George Street, Papatoetoe subject to the terms and conditions of the existing lease dated 8 April 2009, with the following amendments: i) an amendment to clause 6.0 (Assignment and Subletting) of the lease to allow for the subletting of the café operation to a commercial operator subject to the following conditions: A) the third-party operator is identified through a publicly contestable process. B) a sublease of no more than 115 square meters (more or less) of the current leased area. C) the rent charged under the sublease is to be calculated at a market rental evidenced by valuation from a registered valuer. D) the subtenant's occupation and use is primarily focused upon providing services and/or goods to the tenant and users and visitors to the premises. ii) should a sub-lease be agreed to on these terms, then an additional rent under the head lease shall be payable by Youthline to Auckland Council, the additional rental amount recommended by staff will be workshopped and approved by the board before being set in the final landlord approval for the terms of the sublease and be reviewable in accordance with any existing review mechanism contained in the lease or any change in council policy or guidelines. |

New community lease for Tennis Auckland Region Incorporated, Manukau Sports Bowl, 1 Boundary Road, Clover Park |

Resolution number OP/2019/141 MOVED by Chairperson L Fuli, seconded by Member M Gush: That the Ōtara-Papatoetoe Local Board: a) grant, under section 54(b) and (d) of the Reserves Act 1977, a new community ground lease to Tennis Auckland Region Incorporated for the land at Manukau Sports Bowl, 1 Boundary Road, Clover Park (marked in red and hatched on the map attached as Attachment A) and described Part Lot 1 Deposited Plan 60809 and Part Lot 1 Deposited Plan 204744; subject to the following terms and conditions: i) term – two (2) years commencing 1 October 2019 with a single two-year right-of-renewal and final expiry on 30 September 2023. ii) rent – one dollar ($1.00) plus GST per annum, if requested. iii) permitted use – for the purposes and activities of a tennis facility and community sports hub. iv) the approved community outcomes plan (Attachment B), to be included in the lease agreement as Schedule 3. v) the ownership and maintenance and renewal of the tennis assets be as follows: vi) Tennis Auckland Region Incorporated shall own, maintain and renew: A) the geodesic dome, internal structures and footings. B) the existing club facility and nominated lease area. C) the nets. D) all signage relating to Tennis Auckland. vii) Auckland Council shall own and renew: A) the eight courts and lighting towers, including those covered by the geodesic dome. B) all planting, fencing, footpaths and park related furniture. C) the net posts. D) security lighting for the entrance to the site. E) all other site assets not outlined above. viii) Tennis Auckland will maintain the assets listed in vii. A. to E. above. ix) Otara-Papatoetoe Local Board will reimburse Tennis Auckland Region Incorporated an annual amount, agreed between the parties from time to time to cover these costs. x) an amendment to clause 6.0 (Assignment and Subletting) of the lease to allow for the subletting of part of the site to a commercial organisation subject to the following conditions: A) the third-party operator is identified through a publicly contestable process. Resolution number OP/2019/147 MOVED by Chairperson L Fuli, seconded by Member D Trenberth: That the Ōtara-Papatoetoe Local Board: a) receive this report on informal workshop summary views from local boards on the draft findings of the Animal Management Bylaw 2015 review. b) generally support the Animal Management Bylaw 2015 review and would like to highlight the following points: i) the definition of ‘Owner’ needs to be broadened to include animals that do not stay on an individual’s property but is still cared for (feeding / consistent interaction) by the individual. ii) the definition of ‘Nuisance’ should be broad as to align with common law. iii) companion animals and stock animals need to be defined separately. iv) there should be a higher expectation of maintenance for animal owners in urban areas. v) support a beehive register. vi) support more controls on cats to decrease their harmful effect on the natural environment. |

Temporary arrangements for urgent decisions and staff delegations during the election period |

Resolution number OP/2019/149 MOVED by Chairperson L Fuli, seconded by Member M Gush: That the Ōtara-Papatoetoe Local Board: a) delegate to the chair and deputy chair the power to make, on behalf of the local board, urgent decisions that may be needed between the final local board business meeting and the commencement of the term of office of new local board members. b) note that from the commencement of the term of office of new local board members until the inaugural meeting of the incoming local board, urgent decision-making will be undertaken by the Chief Executive under existing delegations. c) approve that staff, as a temporary measure, can make business as usual decisions under their existing delegated authority without requiring compliance with the requirement in the current delegation protocols to consult with the nominated portfolio holder (or chair where there is no portfolio holder in place), from 22 October 2019, noting that staff will consult with the chair following the inaugural meeting until new arrangements are made at the first business meeting in the new term. d) note that existing appointments by the local board to external bodies will cease at the election and new appointments will need to be made by the local board in the new term. |
