a) acknowledge member Bill McEntee for his service as a local board elected member for the period 2013 – 2019, noting the following highlights:
2013-2016 highlights: - Tenure as Local Board Chair. - Increasing mangrove removal and maintenance to improve access to the Manukau Harbour. - Introduction of the Papakura Scholarship Scheme for young people. - Implementation of a covered walkway from the train station to town centre. - Significant upgrades on the Pahurehure boardwalk, Pahurehure Esplanade walkway and various other coastal assets. 2016-2019 highlights: - Developing the highly significant Manurewa-Takanini-Papakura Integrated Area Plan 2018. - Installation of the Massey Park Aquatic Centre solar panels for the outdoor pool and new pool cover. - Signing of relationship agreement with Ngāti Tamaoho. - Completing the sports fields 1 & 2 at Opaheke Reserve. - Completing the Ray Small skate park upgrade. - Completing the Takaanini station park and ride. - Installation of lighting at Bruce Pulman Park. |

a) acknowledge member Hon George Hawkins, QSO for his service as a local board member for the period 2010 – 2019 across two local board areas, noting the following highlights:
Manurewa Local Board 2010-2013 highlights: - Commenced major redevelopment of Riverton Reserve after extensive consultation and engagement of the Randwick Park community. - Completion of stage one of the Netball Manurewa Community Events Centre. - New and redeveloped playing fields at Mountfort Park. 2013-2016 highlights: - Completion of the community led project to redevelop Riverton Reserve including the construction of a pavilion Manu Tukutuku (Randwick Park Sports and Neighbourhood Centre). - Opened the Randwick Park Skate Park. - Completion of stage 2 of Netball Manurewa redevelopment. - Established the Town Centre steering group working with partners to rebrand and revitalise the Manurewa Town Centre. - Commenced the Manurewa train station covered walkway. Hon George Hawkins – elected representative service began in 1980 when he was elected to the Papakura City Council. In 1983, George was elected Mayor of Papakura and served three terms as mayor. In addition, in 1990 he was elected to Parliament for Manurewa where he served seven terms.

Resolution number PPK/2019/156 MOVED by Member MV Turner, seconded by Member W McEntee: That the Papakura Local Board a) acknowledge Councillor Sir John Walker for his long service as an elected member, firstly to the Manukau area as a Manukau City Councillor from 1998 to 2010 and secondly as the Auckland Council Papakura-Manurewa Ward Councillor from 2010 to 2019.
Sir John has left a legacy through his running career and his charity Find Your Field of Dreams. He planted the first tree in the Children’s Forest as the request of the then Mayor of Papakura, Hon. George Hawkins, QSO.
His motivation for founding Find Your Field of Dreams, was for youth, to promote character development, life-enhancing values, good health and community cohesion. Daring young people to pursue their dreams and maximising their potential for positive fulfilling lives.
On behalf of the Papakura Local Board, we thank you for all that you have done for the Papakura community and wish you well in your retirement. |

Graham Tagg Close in Pahurehure is named after him, as is Graham Tagg Park. He is remembered fondly for always wearing a tie, always carrying a pipe and believed one should always needed clean shoes. b) request the new board consider naming the gateway into the old Papakura Golf Course, which will be a new park as a result of the Bellfield development, as the Graham Tagg gateway |

Auckland Transport update to the Papakura Local Board - September 2019 |

Resolution number PPK/2019/168 MOVED by Chairperson B Catchpole, seconded by Member W McEntee: That the Papakura Local Board: a) note with concern that the advice in the report contained in paragraphs 5 b) and 43 of the agenda report, is inaccurate and is pleased that both the Executive General Manager Stakeholder, Communities and Communication and Group Manager Metro Services at Auckland Transport have both re-confirmed that the gate installation at the Papakura Train Station is scheduled for October 2019. b) is concerned that the report at paragraph 45 of the agenda report, states that the remedial works at Pararekau Road is at design stage and that resource consent is yet to be lodged, while the Chair has been informed that resource consent is not required and that works are set to commence in October 2019 by Auckland Transport’s Group Manager Services and Performance. c) support Auckland Transport to continue its investigation of projects in the Safer Communities area along with sourcing alternative funding, and request Auckland Transport to report back to the Papakura Local Board with accurate costings and options by December 2019. d) express concern about the methodology and conclusions of the Papakura Parking Study referenced in paragraphs 39-41 of the agenda report, and requests Auckland Transport to formally report the study including its analysis and advice to the first business meeting in the new term of the Papakura Local Board. |

Resolution number PPK/2019/172 MOVED by Member W McEntee, seconded by Member G Hawkins: That the Papakura Local Board: a) approve the variation to the purpose of the $15,000 grant made to the Rotary Club of Papakura Inc at the 20 May 2015 business meeting (resolution PPK/2015/79) as follows: i) to contribute the funds to support Papakura Rotary Club to work with Pulman Trust to deliver a shared pedestrian/cycle way around Pulman Park with seating and fitness equipment, and request that Rotary work with Pulman Trust on the design, location and delivery of the project. b) approve the variation to the purpose of the $15,000 grant made to the Papakura Lions Club Inc at the 20 May 2015 business meeting (resolution PPK/2015/79) as follows: i) to work with Community Facilities staff to install seating and bins or any related assets up to the value of $15,000 in the Karaka Lakes area, noting the assets will be gifted back to council. c) request Community Facilities staff: i) work with the Papakura Lions Club Inc to ensure the design and quality of the assets delivered pursuant to clause b) i) above meet council standards, and ensure the gifted assets are included in the council’s maintenance schedule for ongoing maintenance and renewals. |

Resolution number PPK/2019/173 MOVED by Chairperson B Catchpole, seconded by Member G Hawkins: That the Papakura Local Board: a) endorse the Papakura Museum Financial Analysis and Business Plan provided in Attachments A and B to the report entitled “Papakura Museum Financial Analysis and Business Plan” subject to the following: i) express concern that the version of the report presented by staff to the Papakura Local Board workshop in July as referenced in paragraph 29 of the report, is different to the version attached to this agenda report. ii) is concerned that the Business Plan and Financial Analysis fails to adequately address potential sources of funding and the feasibility of attracting external funding which was part of the scope of the study, and that staff are now suggesting (in paragraphs 7 and 20 of the report) that the Museum use grant funding from the board which the business plan suggests is needed to meet operational expenditure to contract a fundraiser, while such an expenditure was never envisaged or recommended in the Business Plan. iii) is seeking urgent written advice from staff on the discrepancy outlined in ii) above, the role of the contractor, their Key Performance Indicators, how long they would need to be engaged to meet the objectives of the Business Plan and the level of investment required from the local board over the next five years to meet this cost, no later than the December 2019 meeting. |

· Elsie Morton Reserve · Marybeth Reserve · Ray Small Park · Chichester Reserve. The motion was put to the vote by a show of hands and was declared LOST by 2 votes to 3.

Temporary arrangements for urgent decisions and staff delegations during the election period |

Resolution number PPK/2019/180 MOVED by Member W McEntee, seconded by Member MV Turner: That the Papakura Local Board:
a) delegate to the chair and deputy chair the power to make, on behalf of the local board, urgent decisions that may be needed between the final local board business meeting and the commencement of the term of office of new local board members. b) note that from the commencement of the term of office of new local board members until the inaugural meeting of the incoming local board, urgent decision-making will be undertaken by the Chief Executive under existing delegations. c) approve that staff, as a temporary measure, can make business as usual decisions under their existing delegated authority without requiring compliance with the requirement in the current delegation protocols to consult with the nominated portfolio holder (or chair where there is no portfolio holder in place), from 22 October 2019, noting that staff will consult with the chair following the inaugural meeting until new arrangements are made at the first business meeting in the new term. d) note that existing appointments by the local board to external bodies will cease at the election and new appointments will need to be made by the local board in the new term. |

Resolution number PPK/2019/181 MOVED by Member G Hawkins, seconded by Chairperson B Catchpole: That the Papakura Local Board: a) receive this report on informal workshop summary views from local boards on the draft findings of the Animal Management Bylaw 2015 review. b) provide the following views on the draft findings of the Animal Management Bylaw 2015 review: i) The board would like to see goats, rabbits and geese included as pests when they don’t belong to anyone. ii) Change the wording breeding parrots in table 1 to read the release of breed parrots is the cause of the nuisance. iii) Peacocks in urban areas are also a nuisance. iv) Rabbits going on to neighbours’ properties cause a nuisance. Some type of control is needed to deal for this. v) Roosters should not be kept in urban areas. vi) Table 1 – stock – the problem is the maintenance of the fences should be the responsibility of the owner to mitigate the issue of stock wandering. vii) Table 3 - The definition of pest should be defined. viii) Table 5 - What is the definition of an unowned cat? ix) Cats being microchipped would assist with identifying ownership. x) It’s general farming practice to tag stock animals anyway. xi) A friendly animal whether microchipped or not will always tug at the heart strings and get fed. To suggest that identifying animals will prevent people from feeding unowned animals doesn’t make sense. xii) Table 6 – there are degrees of tolerance in neighbour disputes. Sometimes the relationship has deteriorated as a result of something unrelated to animal ownership. xiii) Table 7 – the board doesn’t see bees as a nuisance in an urban setting other than if the bees swarm. xiv) Table 8 - Compulsory de-sexing of cats would create an issue for people who show their cats. However in general the board supports the de-sexing of domestic cats. xv) A cat curfew or restriction on wandering would be very difficult for cat owners to adhere to and enforcement would be impractical. xvi) The board agrees with restrictions on feeding wild animals on public land but again questions how this would be enforced. xvii) The board supports giving powers to enforcement officers to issue infringement notices under this bylaw. xviii) The bylaw should have similar enforcement requirements to that for dogs for other animals, i.e. dogs are reported as wandering and are impounded. xix) Some beaches are better suited to allowing horses than others. A total ban of horses from beaches limits tourism opportunities. xx) The board agree with the urban boundary rule around stock. xxi) The bylaw will need to have some sort of reverse sensitivity clause as intensive developments encroach into rural areas. |
