1.       In accordance with Standing Orders, Member S Coney has placed the following Notice of Motion on the agenda for the Waitākere Ranges Local Board meeting being held on 26 September 2019.

Request that staff proceed with preparing and entering into an Agreement to Lease with the Going West Trust to enable the planning and establishment of a Writers in Residence at Shadbolt House, Arapito Road, Titirangi.

Background

2.       The legacy Waitakere City Council, before amalgamation, purchased the former home of New Zealand author Maurice Shadbolt in Arapito Road, Titirangi, to become a Writers in Residence. In 2016, Sandra Coney and the late Denise Yates successfully proposed a Notice of Motion to proceed with the Artist in Residence. It was intended that this be run by the Going West Trust.

3.       In early 2019, Waitakere Ranges Local Board met with the Going West Trust and the Council lawyers and the way ahead was seen as entering into an Agreement to Lease with the Going West Trust while repair work was carried out on the house. This would enable the trust to plan the residency and approach sponsors, partners and funders for support.

4.       It was intended that a report to this effect be included on a Board agenda before the end of the term.

5.       In June 2019 the local board approved the 2019-2022 Community Facilities work programme which included:

·    Project 1389: 35 Arapito Road, Titirangi Proposed lease to the Going West Trust.

New building lease to new group. Deferred from 2018/2019 work programme due to the requirement for updated building assessments. Physical works to the foundations of the building are required before leasing.

·    Project 2776: Shadbolt House – refurbish house to safe level $100,000.

Undertake health and safety renewal requirements outlined in asset management report. FY 19/20 – investigate scope, and undertake required work.

6.       It also approved the 2019-2020 Arts, Community and Events work programme which included:

·    Project 587 Operational Grant – Shadbolt House $10,170

Fund establishment and set up costs of a writers’ centre at Shadbolt House (35 Arapito Road).

 

Motion

That the Waitākere Ranges Local Board:

a)   request that staff proceed with preparing and entering into an Agreement to Lease with the Going West Trust to enable the planning and establishment of a Writers in Residence at Shadbolt House, Arapito Road, Titirangi.
