The meeting was chaired by Eric Perry, Relationship Manager, on behalf of the Chief Executive, for items 1, 2, 3 and 4. From item 5 onwards, the newly elected Chairperson, John Gillon, chaired the meeting. Stephen Town, Chief Executive, administered the members’ declarations.

Stephen Town, Chief Executive of Auckland Council, addressed the meeting.

Declaration by Local Board Members

 

Stephen Town, Chief Executive, witnessed the members’ declarations.

The following Kaipātiki Local Board members made their declarations pursuant to Schedule 7, clause 14, of the Local Government Act 2002:

Election of Chairperson

 

Eric Perry, Relationship Manager, requested a mover and seconder for the vote on the entire 2019-2022 political term period.

 

 

Resolution number KT/2019/206

MOVED by Member P Gillon, seconded by Member M Kenrick: 

That the Kaipātiki Local Board:

a)         agree to have one Chairperson for the entire 2019-2022 political term.

CARRIED

 

 

Eric Perry, Relationship Manager, gave an overview of the voting systems and requested a mover and a seconder.

 

 

Resolution number KT/2019/207

MOVED by Member P Gillon, seconded by Member A Tyler: 

That the Kaipātiki Local Board:

a)         agree to use voting system B to elect the Chairperson of the Kaipātiki Local Board for the 2019-2022 political term.

CARRIED

 

 

Eric Perry, Relationship Manager, called for nominations for the position of Chairperson for the entire 2019-2022 political term.

 

 

Member D Grant nominated Member J Gillon for the role of Chairperson. Member A Tyler seconded the nomination.

Resolution number KT/2019/208

MOVED by Member D Grant, seconded by Member A Tyler:  

That the Kaipātiki Local Board:

a)         elect Member John Gillon as Chairperson for the 2019-2022 political term.

The motion was put to the vote by voices and a show of hands and was declared CARRIED by five votes to three.

CARRIED

 

Note:   under Standing Order 1.9.7 Members A Hartley, C Schmidt and A Shaw requested their dissenting votes be recorded.

Declaration by Chairperson

 

Stephen Town, Chief Executive, witnessed the Chairperson’s declaration.

 

A copy of the chairperson’s signed declaration is publicly available on the Auckland Council website as a minutes attachment.

 

 

The Chairperson, John Gillon, made their declaration pursuant to Schedule 7, clause 14 of the Local Government Act 2002 and assumed the Chair.

Election of Deputy Chairperson

 

Chairperson John Gillon requested a mover and seconder for the vote on the role of one Deputy Chairperson for the entire 2019-2022 political term.

That the Kaipātiki Local Board:

a)         agree to have one Deputy Chairperson for the entire 2019-2022 political term.

Resolution number KT/2019/210

MOVED by Member A Tyler, seconded by Member P Gillon: 

That the Kaipātiki Local Board:

a)         agree to use voting system B to elect the Deputy Chairperson of the Kaipātiki Local Board for the 2019-2022 political term.

CARRIED

Chairperson J Gillon nominated Member D Grant for the role of Deputy Chairperson. Member A Tyler seconded the motion.

a)         elect Member Danielle Grant as Deputy Chairperson for the 2019-2022 political term.

 

 

Member C Schmidt nominated Member A Shaw for the Deputy Chairperson role. Member A Hartley seconded the motion.

 

 

MOVED by Member C Schmidt, seconded by Member A Hartley: 

That the Kaipātiki Local Board:

a)         elect Member Andrew Shaw as Deputy Chairperson for the 2019-2022 political term.

 

 

The motions were put to the vote by a show of hands and was declared CARRIED by 5 votes for Member D Grant to 3 votes for Member A Shaw

That the Kaipātiki Local Board:

a)         elect Member Danielle Grant as Deputy Chairperson for the 2019-2022 political term.

Explanation of laws affecting elected members

 

Eric Perry, Relationship Manager, gave a brief explanation of the Local Government legislation affecting elected members.

First Business Meeting of the Kaipātiki Local Board

a)      confirm that its first business meeting will be held at 4.00pm on Wednesday 20 November 2019 at the Kaipātiki Local Board Office, 90 Bentley Avenue, Glenfield.
